BACKGROUND
The City has the opportunity to add approximately one half acre of wetland mitigation to our
wetland bank as part of the Lake Lucy Road extension project. Staff is working on an agreement
with Mr. Jerome Carlson to enter his property at the intersection of Lake Lucy Road and
Highway 41 to excavate and seed an area adjacent to an ag /urban wetland. This area has had
a history of dumping and filling, and therefore, it is no longer defined as wetland (see attached
figure).
Most of the material can be removed and replaced on -site in various areas of the road
construction project. Some of the materials, however, may have to be taken to a landfill or
discarded off site. If this is the case, Mr. Carlson has agreed to pay for the extra costs to haul
the material. The consultant on the project also walked a portion of the property at Mr. Carlson's
request to confirm_ that he did not have other wetlands on site that may need mitigation in the
future if development of the property should occur. Since there did not appear to be any
wetlands on -site (see attached letter), the City will pay for the entire mitigation (accept for
additional excavation and disposal costs) and acquire the entire bank for future road or surface
water management projects.
I ANALYSIS
This project will be very timely and cost effective since the equipment and labor is already
mobilized for the Lake Lucy Road extension project (No. 92 -12). The City's cost to complete
the mitigation will be approximately $13,700 and will be funded by the Surface Water
Management Program (see attached cost estimate).

Staff believes that this project proposal exemplifies the "partnering" concept between government
and private parties and will be a win /win situation for the City and the property owner. In
addition, the intersection of Lake Lucy Road and Highway 41 will be more aesthetically pleasing
and offer more diversity in habitat for vegetation and wildlife.
RECOMMENDATION
Staff recommends that City Council approve the wetland mitigation at the southeast corner of
Lake Lucy Road and Highway 41 in order to provide some wetland bank for future City projects.

RE: Jerome Carlson Property Wetland Evaluation
Dear Diane:
On Tuesday, May 6, 1995, I conducted a one hour on -site wetland
evaluation of approximately 25 acres of the Jerome Carlson
property. The section of the property evaluated extends from the
high line wires and fence west to Highway 41 and from the woods
south of the Lake Lucy Road extension project, south to the
Jacobson property. This area was evaluated for the existence of
any wetland basins. No wetland basins were identified on this
portion of the property. This finding is consistent with the City
of Chanhassen's Wetland Classification Map.
