on hand. I will provide a brief introduction to the Council.

Work-Plan 2000 Summary
The concept of developing a work plan came up during meetings about the changing
law enforcement picture in Chanhassen. Sheriff Olson coined the term Work-Plan
with the idea of listing out law enforcement focus areas, soliciting input from the
Mayor, Council, City Manager, Sheriff, Chanhassen Sergeant, and Deputies.
The plan developed into four main categories with a list of focus areas under each
one. Attached is a summary I completed for Work-Plan 2000. Page one is from the
original plan. The remaining pages list each category and focus area, with a short
summary.
A draft of Work-Plan 2001, soliciting Mayor and Council 'input, will be part of an
upcoming council work session.

Introduction
As part of the 2000 police contract, the City of Chanhassen requested the Sheriff's
Office develop a mutually agreed upon "work-plan" to define the goals and
objectives for the delivery of law enforcement services. This plan will assist the
contract supervisor in developing strategies to tackle the annual law enforcement
priorities for the City. The plan, to be an effective guide, must be developed with the
input and assistance of many stakeholders. It is recommended that the City has an
active role in identifying their priorities. This can be accomplished through the
assistance of the city council, mayor, or designees. It is through the input of this
group of dedicated citizens the annual plan should be developed and published.
2000 Plan
The plan should be broken into manageable priorities based on the guidance of the
City Manager, Sheriff and Contract Supervisor. Goals will be established in several
categories in order to begin the process of defining the direction for contract services.

CONTRACT ADMINISTRATION
Contract supervisor
The Sheriff and City Manager will define the role, responsibility, authority of the
contract supervisor.
Summary:
The contract supervisor (sergeant) position was developed to provide the Mayor,
Council, City Staff, and Citizens with a direct supervisory representative from the
Sheriff's Office. The sergeant meets weekly with city department heads and reports
monthly to the Mayor and Council. The sergeant coordinates the needs of the city
with the efforts of the deputies. While much of the assignment is administrative, the
sergeant assists deputies with patrol calls and major incidents as needed. Sergeant
David Potts was given this assignment, which began the last week of January.

Conduct liquor license compliance checks
The SherifFs Office will be conducting liquor compliance checks during 2000. The
City has expressed a desire to have two compliance checks conducted in 2000. The
second compliance check will be conducted at City expense as defined in the police
contract.
Summary:
The SherifFs Office sponsored liquor law information.and education sessions for all
liquor license holders in the county. However, with many organizational changes at
the SherifFs Office occurring throughout the year, we were not able to organize and
conduct the compliance checks requested in Chanhassen.

CPS Hoiseth and Sgt. Potts became' involved during the development of Project
LeadFoot. They were charged with researching similar programs and selecting the
most effective components for Project LeadFoot. Once the program was put into
service they monitored the progress and results. They continue to work together to
refine and streamline the program. Key components of the program have been the
use of automatic traffic counters, program documentation and results analysis.* The
traffic counters have begun to provide objective, comparative data on traffic volumes
and speeds throughout the city. Ongoing program documentation provides
accessible information, street by street. Results analysis provides direction to the
allocation of resources and helps in making improvements to the program. The
development of Project LeadFoot has fostered better communication and
coordination between citizen, enforcement and engineering activities.

LAW ENFORCEMENT OPERATIONS
Target speed and traffic problem areas with saturated enforcement efforts
High volume, thru-traffic areas will be identified for increased law enforcement
attention. The LeadFoot program may be used to help organize the response to
identified problem areas.
Summary:
Project LeadFoot, particularly the documentation of traffic complaints and traffic
counter data, has allowed for the more efficient use of enforcement efforts. Of 17
documented streets or areas generating traffic complaints, six resulted in deputies
being specifically directed to increase enforcement. The other 11 areas were listed
as extra patrol requests, or benefited from utilization of other Project LeadFoot
components. The Sheriff's Speed Trailer was used a total of 28 days during the
summer, in 12 different areas. Beyond Project LeadFoot initiatives, the Sheriff's
Office has identified traffic complaints as a county wide issue. Staffing and
scheduling opportunities allowing for increased traffic enforcement is an ongoing
focus area within the Sheriff's Office.
Neighborhood traffic safety program
The crime prevention specialist and contract supervisor will coordinate the
implementation of Project LeadFoot and publicize the program through local media
sources.
Summary:
The Project LeadFoot program received excellent media support and coverage early
on. However, the newness of the program and need for refinements did slow the
program's progress during the first full implementation trial on Pleasant View Road.
Also, the program has worked very well in some of the areas without generating hi-
interest news. The local media continues to be in the loop on Project LeadFoot and it
is anticipated that updates will probably be published in the spring, as LeadFoot
efforts swing into higher gear. Positive word of Project LeadFoot has spread, as
evidenced by inquiries from at least three other cities.

Bicycle patrols during the summer months
Contract deputies will be patrolling the city parks and trails to curb vandalism and
other related activities.
Summary:
The use of contract deputies for bicycle patrol was somewhat of a misprint. Bicycle
patrol was conducted in the city, in addition to the regular patrol contract hours.
School Resource Officers conduct bike patrols during the summer. This year,
scheduling availability allowed one of the SRO's to perform bike patrol in
Chanhassen nearly full time, with a second bike officer available on a more limited
basis. Bike patrol targeted both youth violations and youth public relations.
Juvenile violations
The Sheriff's Office will target curfew violations in an attempt to curb vandalism and
other crimes associated with young people.
Summary:
This past spring, Chanhassen Deputy Keith Walgrave brought up the idea to
publicize the curfew ordinance by placing posters in local businesses frequented by
youth. Sgt. Potts assisted in developing the curfew poster. Deputy Walgrave made
contacts with area businesses and ar_ranged fOr placement of the posters.
Throughout the year, youth out after curfew are confronted 'by deputies whenever
possible. Parents are typically notified, and some cases result in the issuance of_ a
curfew, or related, citation.
Citations are issued for most misdemeanor and lower offenses. Higher level
offenses and some misdemeanor cases are charged through a formal process.
Citations issued to juveniles through the end of October include: 25 Alcohol, Drug,
Tobacco; 16 Shoplifting &Theft; 8 Curfew; 8 Traffic; 6 Assault; 5 Boat & Water;
4 Damage to Property; 3 Other.

Lakes and Parks - Winter and Summer

Summary:
Park patrol officers logged 85.75 hours in city and county parks. Those hours reflect
actual park time and do not reflect any time spent driving from park to park. The park
officers issued 141 citations, 47 written warnings and 43 verbal warnings.
Water patrol officers logged 94.90 hours on city lakes. Those hours reflect actual
time spent on the water and do not reflect hours such as driving from lake to lake.
The water patrol officers issued 13 citations, 28 written warnings and 28 verbal
warnings.
The Carver County Volunteer Posse also worked at the Lake Minnewashta Regional
Park over the summer months. They logged 85 hours of service in the park.
Participation in city sponsored events
The Sheriff's Office will continue to support and participate in crime prevention
activities and other events associated with the City.

Business contacts
The Sheriff's Office will continue to update key-holder lists from the business owners
in the community.
Summary:
Contract deputies divided the city into sections and distributed a flyer to existing
businesses explaining the importance of the key-holder list and requesting current
key-holder information. In addition, the Chanhassen Chamber of Commerce has
agreed to insert the flyer into a packet of information given to new businesses in the
city.

CRIME PREVENTION / PUBLIC EDUCATION
Crime Free Multi-Housing program
The crime prevention specialist and contract supervisor will assess the feasibility and
development of this program. Owners and managers of multi-housing units must be
educated to the standards of the program.
Summary:
CPS Hoiseth has experience with this program. She has begun the process of
coordinating an evaluation of the program for possible implementation, or partial
implementation, in Chanhassen. The evaluation will continue into next year.

specialist to help with public speaking and visits to these neighborhoods.
Summary:
CPS Hoiseth conducted 12 neighborhood meetings this year, as of 11/09/00. Nine of
those meetings were for new neighborhood watch groups. A total of 353 homes
have become new neighborhood watch members. Sgt. Potts attended most of the
meetings, with a deputy attending when Sgt. Potts was unable.
National Night Out
This annual event has been coordinated by the crime prevention specialist with the
help of the Neighborhood Watch groups.
Summary:
CPS Hoiseth coordinated Chanhassen's first National Night Out this year. A total of
21 neighborhoods participated. CPS Hoiseth, Sgt. Potts, two deputies and a state
patrol trooper visited the neighborhoods, spending 20 minutes at each stop to talk
about local crime, answer questions, hand out sticker badges to the kids and let
them check out a squad car.

Safety Camp
This annual event has been coordinated by the crime prevention specialist with help
from the contract deputies.
Summary:
CPS Hoiseth conducted Safety Camp as a two day event this year, August 16 & 17.
100 3rd grade children enrolled and seven agencies participated. Nine
deputies/reserves/posse members from the Sheriff's Office participated as team
counselors, or presenters, or assisted with event operations. Lesson activities
included topics on fire, water, bicycle, in-line skating, animal, street smart, ice, boat
and electrical safety.
Bicycle Safety Citation program
Deputies distribute certificates for free McDonald's hamburgers during their patrol
shifts.
Summary:
The deputies and CSO's issued approximately 150 citations this summer to children
operating their bicycles safely while wearing a helmet.
Fire Prevention Week

Summary:
CPS Hoiseth, Sgt. Ports, and K-9 Deputy Waigrave participated in safety sessions for
local 1st and 2na graders at the Chanhassen Fire Station. Lessons on pedestrian
safety, gun safety, and police officer duties were given to about 700 kids.
