Wetland Restoration and Trail Construction - Powers Boulevard Reconstruction
Project - 93 -29
BACKGROUND
Unfortunately the reconstruction of Powers Boulevard has been delayed. It is imperative that
portions of some wetland restoration and trail construction be completed in the 1995 construction
season. Two components of the proposed roadway project continue to move ahead on schedule.
The trail construction will connect Chanhassen Hills neighborhood to the trail system leading
around Lake Susan. The neighbors,have been waiting for this project for some time. The
wetland restoration project is necessary because there are several water quality projects underway
that are using the restored wetland acreage as mitigation for the excavation of existing wetlands.
The City has a Section 404 permit from the Army Corps of Engineers to excavate wetlands near
Lotus Lake and Rice Marsh Lake. In addition, the City is gaining a wetland bank of restored
wetland and created wetland that will be useful for upcoming water quality projects and road
' projects.

Approximately 2.0 acres of wetland will be created and 16 acres will be restored as a result of
this project. Permit applications for the 1.05 acres of impact due to the project have already been
submitted and approved by the Army Corps of Engineers, the Department of Natural Resources,
and the City for the proposed wetland impacts and mitigation (Figure 1).

An 8 -foot wide bituminous pathway is proposed to be constructed to connect Powers Boulevard
to Barbara Court to the existing pathway along the east side of Lake Susan Hills development
(Figure 2).
RECOMMENDATION
It is therefore recommended that the City Council approve the plans and specifications for the
wetland restoration and the trail connecting Barbara Court to the existing pathway along the east
side of Lake Susan Hills.

funding issues may not allow the CSAH 17 project to occur in 1995, you
would still like to proceed with the wetland mitigation and pathway

portions of the project this year.

The wetland mitigation improvements will include excavation for the

creation of new wetland as well as the construction of an outlet structure

for the enhancement of an existing wetland. in the northeast con,er of the
CSAH 17 and Lyman Boulevard intersection. Pathway improvements will
include the construction of an S -foot wide bituminous pathway from.
CSAH 17 to Dove Court and from an existing pathway east of Drake Court
to Barbara Court. It is assumed that the wetland and pathway
'
improvements will not include the construction of the proposed
stormwater treatment pond adjacent to the wetland.
' Preliminary design services for the wetland mitigation and pathway
improvements have been completed, with preliminary design drawings
submitted to and approved by City staff, Based upon the preliminary
' design drawings, the total estimated construction cost for the wetland
mitigation improvements is $50,000.00, while the estimated construction
cost for the pathway improvements is $45,000.00 for a total project
' construction cost of approximately $95,000.00. It should be noted that
these are construction costs only and do not include any engineering or
administrative costs.

The following is a summary of the proposed Scope of Work, estimated
costs and schedule for the wetland mitigation and pathway improvements.
SCOPE OF WORK
It is anticipated that the Scope of Work will include final design and
construction services only. It is assumed that feasibility study and
preliminary design services will not be required since these have already
been completed as a part of the overall CSATI 17 Improvements Project.
f3RW will provide the City of Chanhassen with all engineering and
surveying services required by the final design and construction phases of
the project as follows:
Final Design Phase
BRW will prepare plans and specifications for the wetland mitigation and
pathway improvements based upon the preliminary design drawings
approved by City staff. As a part of the final design phase, we will also
assist staff with the advertising and receiving of bids and recommendation
of award.
It is assumed that the final design will be consistent with the approved
preliminary design drawings and that no additional field surveying will be
required beyond what has already been completed as a part of the
preliminary design phase.
As a part of the final design phase, we will prepare and submit all
necessary permits required for the project construction. It is assumed that
this will include a permit for the Riley- Purgatory -Bluff Creek Watershed
District. It is assumed that we will not be required to prepare any
additional wetland permit applications since a.11 necessary wetland permits
have been obtained as a part of the overall CSAH 17 project.
Construction Phase
BRW will provide construction related services for the project including:
Contract Administration - partial payments, change orders,
etc.
Field Trispection - part time inspection services as necessary
for the duration of the construction.
Construction Staking - all construction staking necessary for
the completion of the work.

Construction testing will be coordinated by BRW but will be provided by
others, as necessary, and will be billed directly to the City.

items such as reproduction costs, mileage, etc. We estimate that expenses
will be approximately $1,250.00.
