BOX 147 • CHANHASSEN, MINNESOTA 55317 (612) 937 -1900 • FAX (612) 937 -5739 TO: Mayor and City Council I -L FROM: Don Ashworth, City Manager bo) DATE: May 4, 1995 ' SUBJ: Board of Equalization and Review ' The intent of holding the first Board of Equalization meeting with the Assessor was to attempt to receive verbal or written comments from property owners as to their concerns with the value of their property. By presenting their concerns at an initial meeting, Mr. Schafer's ' office would then be in a position to review the property and make a recommendation as to whether the concern raised by the property owner is valid or not. By having the owners' original concerns plus the recommendation of the Assessor, the Board would then be in a position to make a decision as to whether 'individual values should be adjusted or not (at the second Board of Equalization meeting, i.e. Monday evening -May 8). ' The process outlined above should have produced a reasonable means by which to get through the required Board of Equalization hearings. Unfortunately, the initial notice was flawed in that property owners could have been led to believe that they could present their initial concerns at either the April 17 or May 8 meeting. If my hunch is correct, we could, hypothetically, have a number of individuals speaking on May 8 without having any form of review or recommendation from the Assessor's office. ' In light of the above comments, I would suggest that my staff presentation begin with: 1. An explanation as to why we encouraged citizens to attend the April 17 meeting; 2. That anyone present this evening for the first time should fill out one of the forms at the back of the council chambers to ensure that their concerns can be reviewed by the Assessor's office; ' 3. That their property will be reviewed by the Assessor's office and a recommendation will be forwarded to the board on May 22; and Mayor and City Council , May 4, 1995 Page 2 ' 4. Although it was our intent to be acting on properties on Monday evening, due to illness in the Assessor's office we were unable to assemble the information required. ' Accordingly, final action on all parcels will take place on May 22. I would propose concluding with another apology, a reminder to fill out the form at the back of the room and /or to verbally present their concerns at this time. , Officially tabling action of the board to May 22, 1995 is recommended.
