CC SUM 2011 11 14 CHANHASSEN CITY COUNCIL REGULAR MEETING SUMMARY MINUTES NOVEMBER 14, 2011 Mayor Furlong called the meeting to order at 7:05 p.m. The meeting was opened with the Pledge to the Flag. Approval of Minutes: -City Council Work Session Minutes dated October 24, 2011. -City Council Verbatim and Summary Minutes dated October 24, 2011. Receive Commission Minutes: -Planning Commission Verbatim and Summary Minutes dated October 18, 2011. b. Approve Release of Land from Contract for Private Redevelopment and Assessment Agreement: nd 2860 Water Tower Place , Lot 2, Block 1, Arboretum Business Park 2 Addition, PID 019- 25075002. Resolution #2011-62: c. Accept Donation of Double Batting Cages for Lake Susan Park, Chanhassen Athletic Association. th d. Approve Expansion of Licensed Premises, Haskell’s Wine & Spirits, 19900 West 78 Street. e. Approval of Temporary On-Sale Liquor License for School Athletics Fundraiser, St. Hubert’s Catholic Community, January 28, 2012. All voted in favor and the motion carried unanimously with a vote of 5 to 0. City Council Summary – November 14, 2011 VISITOR PRESENTATIONS. Ron Schlangen, Commander of the Chanhassen American Legion, thanked the City for all that they do for veterans. Gary Boyle, speaking on behalf of the Chanhassen American Legion, provided information on their efforts in getting Chanhassen proclaimed as a Beyond the Yellow Ribbon Community and what is involved with that designation. Gary Van Eyll, District 3 Representative for the Metropolitan Council, provided background information on his appointment and talked about changes at the Met Council level. Councilman Laufenburger asked about the council’s objectives moving forward. Mayor Furlong suggested that the Met Council consider planning for the transportation needs of this district. Councilman McDonald invited Mr. Van Eyll to a Southwest Transit Commission meeting to discuss the opt out program. NOWLING VARIANCE APPEAL: REQUEST FOR A VARIANCE TO CONSTRUCT A SINGLE FAMILY HOME, 6829 YUMA DRIVE, APPLICANT: PETER & TRICIA NOWLING. Kate Aanenson presented the staff report and update on the appeal of the Planning Commission’s decision. Councilwoman Ernst asked for clarification on the location of the drainage easement and why Ringo Drive is not considered a public road. Councilman Laufenburger asked the City Engineer to explain why the building footprint was moved. Bob Moore, the neighbor who filed the appeal, explained where his property lies in relation to location of the culvert, explaining the reason for the appeal was clarification of water drainage and concern with the location of the house in relation to the street. Mayor Furlong opened the meeting up for public comment. Bruce Barrington, 6869 Yuma commented on the amount of water runoff in the area and if council members had actually visited the site. After comments from council members the following motion was made. Councilwoman Tjornhom moved, Councilman McDonald seconded that the Chanhassen City Council approves Planning Case #2011-10 for the construction of a single family home with variances subject to the conditions of the staff report and the adoption of the Findings of Fact and Decision. All voted in favor and the motion carried unanimously with a vote of 5 to 0. COUNCIL PRESENTATIONS. Councilman Laufenburger discussed Mediacom’s open house at the th Rec Center on November 10. Mayor Furlong discussed his invitation to speak at the Chanhassen High th School’s induction of 70 students into the National Honor Society on November 7. ADMINISTRATIVE PRESENTATIONS. Todd Gerhardt provided an update on a meeting with the Minnewashta Heights neighborhood regarding an upcoming road improvement project, and invited council members to attend a chamber event on Wednesday in which Mayor Furlong will be giving the State of the City address. CORRESPONDENCE DISCUSSION. None. Councilman Laufenburger moved, Councilwoman Ernst seconded to adjourn the meeting. All voted in favor and the motion carried unanimously with a vote of 5 to 0.
