Rental Licensing Program and Conduct on Premise Update
Staff will be at the work session on Monday evening to provide an update on the
Rental Licensing Program and the Conduct on Premise. Attached is an update
from Steve Torell, Building Official, regarding the program's status. Specifically,
the report addresses the concerns that the building owners have regarding the $50
annual fee. Staff is recommending a reduction of the fee.
The second part of the licensing program deals with the conduct on premise
portion. The Crime Prevention Specialist has also attached a report regarding the
status of this program.
Staff will be available to answer questions on Monday night.

Rental Licensing Update
We have issued 39 rental licenses for 120 licensed rental units. Inspections of rental
properties are ongoing and licenses are being issued as inspections warrant. It has
been difficult, at times, scheduling inspections with owners as it takes time for them
to coordinate the inspection with their renters, but we are making progress. We
have received $23,850.00 in revenue to date (license applications for 477 units ~
$50 per unit). I estimate that we have about 1,000 rental units in the city.
Bob Reid has done the bulk of the work on the program, including database setup,
notices, inspections and license issuance. To date, he has put in 234 hours at a cost
of $7,722. Carol has put in 30 hours on data entry and license processing at a cost
of $900 for a division total of $8,622. This cost does not include time that you and I
have put in initiating, revising and supervising the program, or the time that Beth
and the CCSO have invested regarding the conduct on premises portion of the
program.
In response to concerns from some building owners regarding the $50 annual fee, I
have the following recommendations:
1. The rental license fee should be changed from $50 per unit annually, to $50
per unit bi-annually.
2. Licenses should be issued for a two-year time period.
3. Units would be inspected every two years.
4. Inspections would be done during the two-year license period on a
complaint basis.
This will result in anticipated revenue of approximately $40,000 this year, as
forecast in the budget. Revenue will be minimal in 2004 but the workload should
decrease if the majority of the licenses are issued by November 1 ~ as anticipated.
The Inspections Division has administered the rental-licensing program this year
without an increase in staff. We have been able to do this because building permit
activity is down approximately 15% for the year. As permit activity picks up and
returns to normal levels, it will be necessary to evaluate division staffing.

Conduct on License Premise Update
Tracking ordinance violations on licensed rental properties Was implemented on
July 10, 2003. To date, one violation has been documented. On July 31, 2003,
the property owner of 489 Chan View was notified of a disorderly conduct
violation. The owner advised me that he would take the appropriate actions with
the tenant in violation.
