Approve Plans and Specifications for Minnewashta Watermain Loop;
Authorize Advertisement for Bids - Project No. 02-08
REQUESTED ACTION
The City Council is requested to approve the plans and specifications and
authorize advertisement for bids for the Minnewashta Watermain Loop along the
south end of Lake Minnewashta.
BACKGROUND
On May 13, 2002, the City Council approved a work order with Black & Veatch
for the design of the Minnewashta Watermain Loop.
DISCUSSION
The proposed project would extend approximately 6,400 feet of 12-inch diameter
watermain from the intersection of Highway 5 and Lone Cedar Lane to the

intersection of Highway 1 and West 78 Street. This improvement, as
recommended in the City's 2020 Comprehensive Plan and 1998 Water Supply
Plan, will supply water fi.om the City's Low Pressure Zone on the east side of
Highway 4 l to the Lake Minnewashta Service Area and the Landscape
Arboretum properties along Highway 5. All of the improvements would be
constructed in State right-of-way along the north side of Highway 5 and the west
side of Highway 41. In order to avoid wetland impacts and the need for DNR
permitting, approximately 2000 feet of the watermain is proposed to be
directionally drilled. Additionally, two 1 O-inch diameter water service lines will
be jacked under Highway 5 to the Arboretum's property on the south side of
Highway 5. A watermain stub will also be constructed at the intersection of
Highway 5 and Crimson bay Road for the future extension of watermain to the
neighborhood.
Currently, the Lake Minnewashta Service Area is supplied with water fi'om the
City's High Pressure Zone through the use of a Pressure Reducing Valve (PRV)
on the northeast side of Lake Mirmewashta. This line ends just east of Lone
Cedar Lane on the southwest side of the lake. Essentially, this water line is a
three-mile long dead-end watermain which does not loop back into the water
supply system. Since there is nowhere to go at the end of the line, the water in
dead-end mains is typically stagnant and has a higher mineral buildup than looped
mains. The proposed watermain improvement would enable the system to be

looped completely around the lake and provide better overall water quality to the
system.
The impetus for this project is development related. In the summer of 2002, the
University of Minnesota Landscape Arboretum approached the City about
extending water to serve their property on the south side of Highway 5. The
Arboretum has five existing buildings on the property with over 51,000 square
feet of space and is planning to add two additional buildings with 80,000 square
feet of additional space. Knowing the large current and future water needs for the
Arboretum's property and the length of the existing dead-end main on the west
side of Lake Minnewashta, City staff believes the time is fight to complete the
loop around the lake.
FUNDING
The plans and specifications are being completed and will be available prior to the
Council meeting. The current construction cost estimate for the project is
$838,266. The project will be jointly financed with the University of Minnesota
Landscape Arboretum paying 50% and the City paying 50%. Prior to awarding
the bid for this project, staff will be bringing an agreement to Council which
outlines the financial obligations for the City and the University. The City's
portion of the project is proposed to be financed from the City's Utility Fund.
RECOMMENDATION
Staff recommends that the City Council adopt the following motion:
"The Chanhassen City Council approves the plans and specifications the
Minnewashta Watermain Loop and authorizes the advertisement of bids for the
project."
