Burgess, Public Works Director/City Engine~ February 12, 2001 SUBJ: Discussion of 2001 Street Improvement Projects Project File No. 01-01 The Council is requested to give direction to Staff on financing of the 2001 and subsequent street reconstruction and mill and overlay projects. Maps showing the proposed projects and the areas to be assessed are included in Attachment A. Proper maintenance of City streets including patching, seal coating, and crack sealing extends the useful life of the street. However, many City streets are reaching a point at which extraordinary annual maintenance is necessary to keep the streets in acceptable condition. This excess maintenance is expensive and if unchecked will continue to escalate as :additional streets reach this stage. The City currently funds all maintenance out of the General Budget.. In 2000, the City completed a Pavement Management Study. Attachment B is an explanation of the resultant Pavement Management System and how projects are selected and prioritized. Engineering Staff has reviewed the recommended projects for 2001 and estimated the potential assessments under the City's current 100% assessment policy. The estimated assessments are shown in Attachment C. All properties benefiting from the projects, including City parkland were included in the parcels to be assessed. Funds identified in the existing budget for street maintenance and seal coating are proposed to be used to cover the City assessments. Under current Minnesota statute, there is no dollar limit to an assessment; however, an assessment cannot exceed the benefit received by the property from the project. Engineering is concerned that the higher assessments will cause hardship for the citizens impacted and may nOt be sustainable if challenged in court. Engineering Staff telephoned several cities to determine assessment practices in the metro area. A summary of the information is shown in Attachment D. Engineering has prepared assessment alternatives as a starting point of the Council's discussion. The alternative assessment calculations are shown in Attachment E. Assessments other than 100% assessment will have direct impact on both the City's General Fund and Utility Enterprise Fund. Impacts to the General Fund will impact the Levy Limits set annually by the City Council. Direct mailings will be done to each of the impacted neighborhoods if Staff is directed to proceed. The City's Pavement Management System is a computer model that makes recommendations for street improvements based on the existing condition, available resources, and life cycle cost/benefit analysis of increasing maintenance versus rehabilitation or reconstruction. The Pavement Management System is based on the City's Pavement Management Study completed in 2000. The study used empirical and theoretical data to create a computer model of the expected rate of pavement deterioration. Pavements deteriorate for a number of reasons, including sun damage, water damage, utility cuts, soil conditions, freeze/thaw cycles, chemical composition of the pavement and base, and construction methods. Field evaluations of the City's public streets were used to calibrate and refine the model and also serve as a base level for the Pavement Management System. Based on the computer model, construction costs, and maintenance costs, the computer prioritizes street improvements by neighborhood. Grouping projects by neighborhood reduces the number of times a neighborhood is disrupted and is also cost effective for construction since mobilization costs are reduced. The computer then makes recommendations for the type and year of improvement for each street. Since the computer is not able to take the condition of watennain, condition of existing curb and gutter, and several other variables into account, Engineering and Public Works Staff review and refine the recommendations and select the streets to be included in the each year's project.
