Burgess, Public Works Director/City Engin~-) February 12, 2001' SUBJ: Discussion of Water Restrictions for Phase II of the Lake Lucy Water Reservoir Renovation Project No. 00-02 City Council is recommended to approve the attached resolution setting sprinkling restrictions for Phase II of the Lake Lucy Water Reservoir Renovation Project and communicating the City's intention to strictly enforce these restrictions to the Carver County Sheriff's Department and Court System. Staff is asking that the restrictions be set now to allow adequate time for a public education campaign. Phase II of the Lake Lucy Water Reservoir Renovation Project is scheduled to begin May 1, 2001 or as soon thereafter as weather allows. The project is anticipated to be completed in four weeks. The Lake Lucy Water Reservoir holds approximately 66% of the City's water storage capacity. The storage system serves two (2) purposes in the City: 1. Provide pressure to the City water supply system. 2. Provide storage to allow the City to spread out peak demand. CITY OF CHANHASSEN CARVER AND HENNEPIN COUNTIES, MINNESOTA RESOLUTION Date Resolution Motion By Seconded By RESOLUTION PROHIBITING USE OF CITY WATER SUPPLY SYSTEM FOR SPECIFIED PURPOSES, WAIVING REQUIRED LANDSCAPE ESCROWS, AND POSTPONING REQUIRED PLANTING WHEREAS, the City will be repainting a water storage facility; and WHEREAS, it is necessa~_3~ to prohibit the use of water during the time the storage facility will not be in use to ensure that adequate water supply is available for fire protection and other essential purposes. NOW, THEREFORE, B;E IT RESOLVED by the City Council of the City of Chanhassen, Minnesota: o Pursuant to Chanhassen City Code Section 19-28, in addition to the odd-even watering schedule cun'entTY in place, the use of water from the City public water supply system for watering lawns is fm-ther prohibited from May 1, 2001 through June 8, 2001 even on days when it would otherwise have been allowed, except between the hours of 5:00 ]?.m. and 10:00 p.m. o The City Manager shall rescind the watering restriction prior to June 8, 2001 if the water storage facility is placed back in service prior to that date. 3~ No permits or exceptions to the watering restrictions will be issued except by action of the City Council. , Landscaping that is required by City Code or permit to be planted in 2000 need not be planted until June 11,2001. o By copy of this resolution it shall be conveyed to the Carver County Sheriff's Department and the Carver County Court System the need for these restrictions the City' s desire that they be enforced by the Sheriff's DepmXment and Court System.
