The Project Engineer from Strgar- Roscoe- Fausch has prepared Change Order No. 5 to the West
78th Street and Downtown Improvement Project No; 92 -3 (see attached). The first two items on
the change order, muck excavation and select granular borrow, represent nearly 75% of the costs
associated with this contract amendment. These two work items were associated with building
a portion of the embankment for the future extension of West 78th Street west of Powers
Boulevard. This roadway embankment needed to be constructed in order to facilitate the wetland
restoration and storm ponding facility; however, some underlying poor soils were encountered
' and needed to be removed and replaced so that this ,embankment would not have to be
reconstructed at a later date when this future roadway project proceeds. In effect, the money
spent now to correct the soils and build the embankment properly is money that will not have
' to be spent on this portion of the future the cost for this work is $83,559.52.
The third item on the change order is associated with the widening and overlaying of the existing
5 -foot wide traiut to Lake Ann Park. , The 5-foot width is not consistent with the City's 8 -foot

standard corridorlltttiil width; therefore, additional costs were incurred for the #hinor widening
operation. You will note`that the last item on the change order is a decrease for the original bid
' quantity to just overlay the trail with a 5 -foot wide L mat. The cost for this item is $15,368;
however, the net cost addition is $8,608 after the 5 -foot trail credit.
' The fourth item involves costs for the installation'` and maintenance of traffic control barriers and
barrels which were implemented during the winter of 1993/1994 along the stretch of Powers
Boulevard north of West 78th Street where soil corrective work was taking place and permanent
curbing and guard rail was not in place. Cost for this item is $4,000.
The fifth item in the change order involves providing for an additional westbound traffic lane in

front of the Riviera and retail shopping area. These road widening requests originated from the
Public Safety and Fire personnel and were further supported by the HRA. The completion of this
work provides two westbound lanes on West 78th Street from Great Plains Boulevard to Powers
Boulevard.
The last four items represent modifications and improvements to the overall signal and lighting
system. Four pedestrian pedestal poles have been installed which were inadvertently omitted
from the original bid package. An additional loop detector was installed for the north entrance
leg to the West 78th Street/Target Lane signal. Two additional signal pole luminaires are
proposed to be added to the intersection of West 78th Street and Powers Boulevard. There are
currently two luminaires present; however, due to the large and expansive size of this
intersection, the two additional luminaires are needed in order to provide better illumination in
all four quadrants of the intersection. An additional luminaire and extension has been installed
at the intersection of West 78th Street and Great Plains Boulevard to improve illumination at the
intersection. The last signal item involves replacing two red arrow signal lenses at the
intersection of Trunk Highway 5 and Powers Boulevard with red ball lenses as directed by
MnDOT. The total cost for the lighting and signal additions is $9,967.29.
The final item on the change order is a contract decrease for the 5 -foot wide bituminous overlay
of the trail to Lake Ann Park as bid. As mentioned previously, this trail was widened to 8 feet
and then overlaid. As such, a revised quantity and bid price was derived. In total, Change Order
No. 5 represents a cost increase in the contract amount of $109,469.81. Adding this to the
current contract yields a revised contract amount of $2,879,482.12.
At this point the project is substantially completed and punch list items are expected to be
completed in the very near future.
It is therefore recommended that the City Council approved Contract Change Order No. 5 in the
amount of $109,469.81 to the West 78th Street and Downtown Improvement Project No. 92 -3
yielding a revised contract amount of $2,879,482.12

WHEREAS: Due to the poor soils encountered during construction of West 78th Street, it is
necessary to perform muck excavation for portions of West 78th Street, west of
Powers Boulevard. The excavated areas shall be backfilled with select granular
material, and;
WHEREAS: Because the existing trail between Powers Boulevard and Lake Anne is only
5 feet wide, it is necessary to widen it to a full 8 -foot width and then overlaid with
1 -1/2 inch bituminous wear course, instead of simply overlaying the existing trail
as indicated in the original contract, and;
WHEREAS: Because of a poor construction season, it is necessary to have traffic control
devices installed on Powers Boulevard until such time that the medians can be
constructed, and;
WHEREAS: In order to maintain two lanes of westbound traffic, the segment of westbound
West 78th Street (between Laredo Drive and the entrance to the Riviera
Restaurant), shall be widened to 24 feet from face of curb to face of curb. The
typical section shall be as shown for the remainder of the downtown area
widening, and;
WHEREAS: Due to insufficient illumination at the intersection of West 78th Street and Powers
Boulevard, two additional street light luminaires shall be installed and;
WHEREAS: In order to optimize the operation of the signal system, the Contractor shall furnish
and install four pedestal poles, install an additional loop detector at the Byerly's
entrance, furnish and install an additional signal mast arm pole luminaire
extension and a luminaire at the intersection of West 78th Street and Great Plains
Boulevard, and replace two red arrow signal lenses at the intersection of T.H. 5
and Powers Boulevard with red ball signal lenses (as directed by Mn /DOT).
THEREFORE: In accordance with the terms of the Contract, you are hereby authorized and
instructed to complete the work as directed and itemized below:
