field. In that vein, I participated in numerous discussions ~vith representatives of
Ridgeview Medical Center in what was a positive learning experience.

I appreciate the opportunity to present information to you about Ridgeview Medical Center, as
well as Ridgeview's position on the proposed Fairview Health Services medical campus at the
comer ofHigh~vay $ and 41. Attached to this letter is a profile of health services, community
health surv_ey data, market share data, demographics, and physician to population ratios, as well
as a brief discussion 'on Ridgeview's involvement in the community initiatives. We are prepared
to provide additional information upon your request to assist you and the City of Chanhassen as
you deliberate the need for additional healthcare services in your community.
As you may be aware, Ridgeview Medical Center is a community-based healthcare organization.
In January of 2000 we reStructured our governing board and legal structure to provide even
greater input by local citizens into the governance of Ridgeview Medical Center. Ridgeview is
established as an independent non-profit healthcare facility. Our 13-member Board includes
citizens from Waconia, Norwood Young America, Independence, and Chaska. We also
anticipate announcing a Board member from Chanhassen within the next 30 days. As a locally
"owned" healthcare facility, we pride ourselves in being responsive to the needs of our -
communities in our service area and providing services that are most appropriate to the
population that we serve. We predominantly serve citizens in the 25-mile radius of our main
campus in Waconia.
Ridgeview Medical Center's strategic plan revolves around the following initiatives:
Creating easy access to Ridgeview's medical services. Ridgeview currently has
facilities located in nine communities within our service area. We pride ourselves in
having easy access to medical services within each community. One of our strategies is
to ensure that we have the most up-to-date facilities and services based upon the needs of
the communities we serve.
2. Partnering with our Medical Staff. This strategy has allowed us to develop state-of-
the-art services and technology for our patients. This inclUdes the recent opening of our

new $17 million addition. This addition has the latest technology in Imaging/Radiology
services and in cardiovascular services, including the construction of a new Coronary
Intensive Care Unit.

Ridgeview Employees
Ridgeview currently employs over 1,200 people making us one of the largest employers
in Carver County. We pride ourselves in creating a positive work environment. In an era
of low unemployment and shortages of healthcare personnel, Ridgeview Medical Center
has one of the lowest turnover rates of any hospital in the state of Minnesota. Over 25%
of our employees have been with us 20 years or longer.

Improving Health
A key initiative for us is helping to improve the health of the population we serve. We
have created a number of initiatives that work with communities and citizens around
improving health. 'We recently completed a survey of adults in Carver County to look at
health trends. We also assisted in putting tOgether-the Quality of Life indicators for
Chrver County as a joint project with-the University °fMinneS°ta Extension Service and
carver County:

Information Systems
We are currently working to integrate data and information for planning and policy
development. We jointly employ an individual with Carver County who develops health
statistics to improve decision-making by local and county officials. We are also
designing our health resource center to improve accessibility for individuals who want to
improve their individual and family's health.

Stewards of our Resources
Ridgeview Medical Center prides itself for being one of the most cost effective healthcare
organizations in the metropolitan area. We also take very seriously the resources that
have been given to us as we manage our healthcare facilities and services. In addition,
we were recently awarded an Office of Environmental Assistance grant of $50,000 to
improve our physical environment and to work with communities on establishing
sustainable environmental practices.
Specifically as it relates to the community of Chanhassen, Ridgeview is focusing on establishing
a plan for continuing the growth of our Ridgeview Chanhassen Clinic. We have completed a
land study to determine how we might grow this clinic at a new location within the community
of Chanhassen or expand it on its present site. We look forward to working with city officials on
developing the best option for the community and Ridgeview Medical Center.
We've always worked very closely with the City of Chanhassen in regards to ambulance
services. As you are aware, we have one of our ambulance vehicles located 24 hours per day in
the city of Chanhassen. We have received great cooperation from the EMS services within

Chanhassen as we've developed our ambulance transportation service. We also have a long
standing relationship with your fire department working together to deliver training and other
educational services. In the area of community partnering, we are excited about using some of
the health information statistics that we receive and working with local government officials in
improving the quality of life within their community. A few examples of community partnering
include the Quality of Life report we did in conjunction with Carver County, the elected officials
leadership conference training, Team Crash (accident reduction/driver's safety strategy), and our
adult health survey.
In regards to the Fairview Health Services proposal to develop a medical campus at the corner of
Highway 5 and 41, we would make the following observations. First, Ridgeview, as an
independent hospital, promotes access and choice to medical services for consumers. Fairview
Health Services is a solid organization with a good reputation. Many of the services proposed by
Fairview are currently being provided within the community. However, Ridgeview does not
oppose the addition of primary care physician offices as proposed by Fairview. We do question
whether the 5 and 41 site is the best and most appropriate use of that site for primary care or
specialty care clinic.
Secondly, the Fairview proposal includes an acute care hospital. Current state law prohibits the
construction of additional hospital beds unless it is a transfer of beds within a five-mile radius.
The closest Fairview hospital to this proposed site is 15 miles away. We believe it is unlikely
that the state legislature will change this moratorium on hospital construction in the foreseeable
future. We also believe that it would be politically difficult to build a hospital at this intersection
considering that there are two hospitals within 11 miles of this site. One hospital is Ridgeview
Medical Center 10 miles directly to the west and the other being St. Francis Regional Hospital 11
miles to the south. In addition, Methodist and Fairview Southdale are approximately 15 miles
from this site. The majority of this land would sit in a tax-exempt status for at least 10 years, if
not indefinitely.
In addition, we believe there is alternative land available in Chanhassen to develop a primary
care or a specialty clinic. Ridgeview Medical Center has done its own analysis of available land
in order to support our own growth of primary and specialty care clinics. We have found that
there are numerous sites that are acceptable for the building of primary care clinics/specialty
clinics within Chanhassen.
Fairview's assumptions do not take into account the growth of other practices within this
marketplace, such as from Ridgeview Medical Center itself, the Park Nicollet health system,
Allina health system, and others. It is doubtful that Fairview could create the significant medical
campus that they're proposing in light of these additional competitive organizations. In fact,
Fairview's proposed site at 5 and 41 is within one mile of medical services that are already
provided by Crossroads Clinic, Ridgeview Medical Center, and St. Francis Regional Hospital.
These services include as urgent care, surgery center, primary and multi-specialty clinics, rehab,
etc.

In summary, we believe that Fairview Health Services is a strong reputable provider of
healthcare services and can provide additional primary care options to the Chanhassen
community. We do not believe that the Highway 5 and 41 site is the appropriate location for
these services as proposed by Fairview Health Services for the folio.wing reasons:
1. Location to other medical services
2. Poor use of land in light of the state moratorium on hospital construction
3. Reduced property tax over other potential uses
4. Availability of other land for the establishment of primary care/specialty care clinics

Project Overview
Methodology
To address the objectives stated above, a telephone methodology was used, A total of 503
fifteen-minute interviews were conducted during the month of June, 1998.
A sample was purchased from Survey Sampfing, /nc. to include residents in the Chaska and
Chanhassen neighborhoods. The survey was developed as two different studies with the
objective of understanding Chaska and Chanhassen as separate cities.
The survey was designed to determine the o~'erall satisfaction and preference of consumers
relative to their health clinic choices in the two-city area. Because individual households have
multiple people in each home, and clinic choices may or may not be the same among
household members, the study examined satisfaction and choices from three levels. Level
one' respondent to the survey, level two; significant other in the household, and level three
was children. The theory behind this design is that the criteria for selection and overall
satisfaction could be dramatically different for different members of the household.

The data for this report was examined in total as wel as by city and adult versus child.
Differences and similarities were examined when assessing the overall satisfaction of users
and it was used to help identify opportunities that might be available when opening a new
clinic.
