Lot 8. Block 1. Chanhassen Lakes Business Park 7th Addition. east of Upland Circle and north of Lake Drive West. Eden Trace Corporation 1711 Lake Drive West. Chanhassen, MN 55317 (952) 361-0722 PRESENT ZONING: 2020 LAND USE PLAN: ACREAGE: Industrial Office Park, lOP Office/Industrial 2.27 acres DENSITY: SUMMARY OF REQUEST: Site Plan Review for a 28,821 square foot office/warehouse building. Notice of this public hearing has been mailed to all property owners within .500 feet. LEVEL OF CITY DISCRETION IN DECISION-MAKING: The City's discretion in approving or denying a site plan is limited to whether or not the proposed project complies with Zoning Ordinance requirements. If it meets these standards, the City must then approve the site plan. This is a quasi-judicial decision. Eden Trace Corporation Lot 8, Block 1, Chanhassen Lakes Business Park 7th Addition March 12, 2001 Page 2 PROPOSAL/SUMMARY The applicant is requesting site plan approval for the construction of a 28,821 square foot office warehouse building. The site is located on Lot 8, Block 1, Chanhassen Lakes Business Park 7th Addition and has an area of 2.27 acres. It is 2oned lOP, Industrial Office Park, and is bordered by Lake Drive West to the south, Upland Circle to the west ~nd industrial sites to the north and east. Access to the site is gained via a shared driveway off of Upland Circle. The building is designed in a "U" shape. There are four loading docks associated with this building, located inside the "U" and completely screened from views. The applicant is proposing to utilize pre-colored rock face block as the main material on the building. Windows, medallions and accent ribbons wrap around all four sides of the building. The exterior walls are stepped out in some areas and recessed in others. Prefinished metal canopies accent the recessed entrances into the building. Sill block is situated under the windows, around the entrances and along each jog in the exterior walls. The design of the building is attractive and provides variation in form through stepped back elevations. The overall design provides variation and detail on the faCade of the building. Parking will be located around the building. The parking lot is situated, approXimately 10 feet above the elevation of Lake Drive West. Staff tYpically requires a berm to screen the parking lo however, in this situation, landscaping is the only optiom The applicant is providing a mix of trees and shrubs to screen the parking lot. Parking lot and buffer landscaping exceeds ordinance requirements. A parking lot light plan is required. The plan should incorporate the light.style, height, and photo-metrics. Also, a detailed sign plan which includes the lighting method has to be . submitted. The site plan fails to show the trash enclosure location. The applicant explained that trash will be stored inside the building. Rooftop equipment and mechanical equipment are not shown on the plans. All equipment must be screened from views. In smnlnary, with the incorporation of staff recommendations the proposed site plan application would meet ordinance requirements, and staff is recommending approval with conditions outlined in the staff report. Eden Trace Corporation Lot 8, Block 1, Chanhassen Lakes Business Park 7th Addition March 12,2001 Page 3 BACKGROUND On April 12. 1999, the City Council approved a Resolution Declaring No Need for an Environmental Impact Statement for the Chmzhassen Lakes Business Park 7th Addition Project, Subdivision 99-1 preliminary plat to replat' Outlot D into 10 lots, Chmzhassen Lakes Business Park 7th Addition. and wetland alteration pe~xnit to fill 1.23 acres, provide 1.62 acres of in kind mitigation and 1.89 public value credits, as shown on the plans dated received January 26, 1999, subject to conditions. The final plat was approved by the City Council on May 24, 1999. GENERAL SITE PLAN/ARCHITECTURE The proposed office/warehouse building, with an area of 28,821 square feet, will be situated parallel to and northeast of Lake Drive West and Upland Circle. The site is bordered by Lake Drive West to the south, Upland Circle to the west, and industrial sites to the north and east. The site located south of Lake Drive West is zoned PUD-R and is occupied by a mul.tifamily site. Access to the building is proposed from Upland Circle. Parking is proposed around the building. Materials used on the "U" shaped building, are pre-colored rock face block on all four elevations. Entrances into the building are adorned by a canopy. Decorative Pre-colored rockface block bands, windows, medallions and sill block are integrated into the walls on all four elevations. The south, east, and west elevations are stepped out, combined with the different colors and materials, give the building the desired visual appeal. There are four loading docks associated with this building, located inside the "U" and completely screened fi'om views. The site plan fails to show the trash enclosure location. The ordinance requires dumpsters to be screened by a wing-wall and doors with siding and trim to match the building. The applicant has explained that trash will be stored inside the building. Cun'ent state statutes require that recycling space be provided for all new buildings. The area of the recycling space must be dedicated at the rate specified in Minnesota State Building Code (MSBC) 1300.4700 Subp. 5. The applicant should demonstrate the required area will be provided in addition to the space required for other solid waste collection space. Recycling space and other solid waste collection space should be contained within the same enclosure. Rooftop equipment and mechanical equipment are not shown on the plans. All equipment must be screened fi'om views. The building is located 28 feet fi'om the north, 60 feet from the east, 100 feet from the west and 80 feet fi'om the south property line. Eden Trace Corporation Lot 8, Block 1, Chanhassen Lakes Business Park 7th Addition March 12, 2001 Page 4 SITE PLAN FINDINGS In evaluating a site plan and building plan, the city shall consider the development's compliance with the following: (1) Consistency with the elements and objectives of the city's development guides, including the comprehensive plan, official road mapping, and other plans that may be adopted; (2) Consistency with this division; (3) Preservation of the site in its natural state to the extent practicable by minimizing tree and soil removal and designing grade changes to be in keeping with the general appearance of the neighboring developed Or developing areas; (4) Creation of a hmxnoni-ous relationship of building and open space with natural site features and with existing and future buildings having a visual relationship to the development; (5). Creation of functional and harmonious design for structures and site features, with special attention to the following: ao An internal sense of order for the buildings and use on the site and provision of a desirable environment for occupants, visitors and general community; b. The amount and location of open space and landscaping; Co Materials, textures, colors and details of construction as an expression of the design concept and the compatibility of the same with adjacent and neighboring structures and uses; and do Vehicular and pedestrian circulation, including walkways, interior drives and parking in terms of location and number of access points to the public streets, width of interior drives and access points, general interior circulation, separation of pedestrian and vehicular traffic and arrangement and amount of parking. (6) Protection of adjacent and neighboring properties through reasonable provision for surface water drainage, sound and sight buffers, preservation of views, light Eden Trace Corporation Lot 8. Finding: The proposed developlnent is consistent with the city's comprehensive plan, the zoning ordinance, and the site plan review requirelnents. The site design is compatible with the sun'ounding development. It is functional and harmonious with the approved development for this area. Minor revisions are required and are outlined in the conditions of approval. )VETLANDS/SURFACE WATER MANAGEMENT PLAN (SWMP) Upon review of the grading, drainage and erosion control plan, utility plan and detail sheet prepared by Schoell and Madson. Inc. dated January 2001 received January 19.2001, it is concluded that there are no outstanding issues. There are no wetlands on this site and all necessary storm water quality and quantity fees were paid to the City at time of final plat recording. GRADING/DRAINAGE/EROSION CONTROL The site was previously rough graded with the Chanhassen Lakes Business Park 7th Addition project. The final approved grading plan Ibr Chanhassen Lakes Business Park 7th Addition shows an office/warehouse-type building on Lot 8 with a proposed floor elevation of 944. The current plans show a building with a proposed floor elevation of 945. The plans also show the building and parking area much closer to the easterly property line than was previously shown on a concept plan which was submitted with the final plat. In order to construct the project this way, the applicant is proposing a retaining wall along the eastern property line. The ,,,',,all is shown approximately seven Feet off of the property line. This would place the wall within the City's 10- Ibot drainage and utility easement. It is the City's policy not to allow permanent structures, such as retaining walls, within the public easements. As such, staff is recomlnending that the applicant revise the plans to remove the retaining wall from the City's easement. The proposed drainage plan is consistent with the approved drainage plan for the development. The parking lot and building drainage is proposed to be conveyed via storm sewer to the existing Lake Drive West storm sewer at the southeasterly corner of the lot. The proposed storm sewer along the no~xh property line, which drains to the south, shall have a 20-foot v¢ide private utility and maintenance easement recorded over it. This is due to the fact that the line carries drainage from more than one lot (Lots 7 and 8). Proposed erosion control consists of silt fence along the east, south, and west sides of the site. A rock construction entrance is also shown off of Upland Circle. Eden Trace Corporation Lot 8; Block 1, Chanhassen Lakes Business Park 7th Addition March 12, 2001 Page 6 UTILITIES Municipal sewer and water is available to the site from Upland Circle. A sewer and water service is proposed to be extended from the existing service stubs. Installation of the private utilities for the site will require permits and inspections through the City's Building Department. The location and number of fire hydrants should be reviewed and approved by the City's Fire Marshal. STREETS AND PARKING LOT The site is proposed to be accessed fi'om Upland Circle, between Lots 7 and 8, by shifting the existing access to the south approximately 23 feet. The shared access drive must be enclosed in a private easement. The applicant should be advised that the maximum allowable driveway entrance width is 36 feet. As such, the site plan must be revised to meet this requirement. The minimum drive aisle width in an office/industrial district, which is'permitted by ordinance, is 26 feet. The plans show 24 foot widths along' the east and south sides of the building. These drive aisles shall be revised to meet ordinance requirements. The city's parking ordinance requires 4.5 parking stalls per 1,000 square feet of office (52 stalls) and one stall per 1,000 square feet of warehouse area (18 stalls). The total parking sPaces required by ordinance is 70. The applicant is providing 79 spaces. LANDSCAPING Minimum requirements for landscaping include 5,730 sq. ft. of landscaped area around the parking lot, 23 trees for the parking lot, and buffer yard plantings along Lake Drive, as well as neighboring property lines. The applicant's proposed as compared to the requirements for landscape area and parking lot trees is shown in the following table. The proposed drainage plan is consistent with the approved drainage plan for the development. The parking lot and building drainage is proposed to be conveyed via storm sewer to the existing Lake Drive West stmTn sewer at the southeasterly coruer of the lot. The proposed storm sewer along the north property line, which drains to the south, shall have a 20-foot wide private utility and maintenance easement recorded over it. This is due to the fact that the line carries drainage from more than one lot (Lots 7 and 8). Proposed erosion control consists of silt fence along the east, south, and west sides of the site. A rock construction entrance is also shown off of Upland Circle. UTILITIES Municipal sewer and water is available to the site from Upland Circle. A sewer and water service is proposed to be extended from the existing service stubs. hnstallation of the private utilities for the site will require permits and inspections Sharmin A1-Jaff February 12, 2001 Page 2 through the City's Building Department. Sharmin AI-Jaff presented the staff report on this item. Burtoll: Any questions for staff'?. Sacchet: Yeah. I do have a few questions. South is a park. That kind of peaked my interest. And where is the park? AflllellSOll' Across tile street. Sacchet: That whole area is park? Okay. Aanenson' The apartments that were approved are over on this side. Sacchet: The apamnents are further east? AflllellSOll: Correct. Sacchet: That's what I was trying to establish, tfthere was enough area. Trash enclosures. They're missing, correct? Al-Jarl: Correct. Sacchet: Any, I guess it's more a question fol' tile applicant. The retaining wall has to wrap on the, is that tile south side? Basically instead of it coming straight out it has to xvt'ap so it doesn't get into the easement, is that the idea there? Al-Jaff: That's correct. Sacchet: Okay. And then we have an issue in some places with tile 30 foot maximum of tile driveway and in some places 26 minimum of the drive aisle. Can you point out where...for me please? At-Jaff: Sure. This portion meets the ordinance requirements which is 26. These are the 24 right here and staff is t'ecommending that they be widened to 26. Sacchet: And where's the 32, place where it's too wide? From the staff report I wonder xvhere there's an area where it's actually too much. A1-Jaff: Oh. This actually. Sacchet: Where it comes in. Al-,laff: Where it comes itl. Sacchet' There it's too wide. 24 Planning Commission Meeting - February 20, 2001 Al-Jarl: 36 is tile maximmn it can be. And I don't recall the exact width but it exceeds that. I can measure it. Sacchet: I just want to know where it is. That ansxvers my question. In terms of the parking on the south side, I mean it's kind of on a hill and then it goes down the road. So there is really no way of screening the cars... I mean considering it's a park across the street, that's why I'm bringing this up. AI-Jaff: Typically they require screening through a berm and landscaping. A be~Tn is not an option in this case due to the grade of the site and it drops by 8 feet. What the applicant is doing is putting in landscaping. Sacchet: Trees. Al-Jarl: Trees as well as shrubs. Sacchet: Okay. And this is kind of a silly question again. If there is such a thing. The handicap parking, does it matter which side of the handicap parking the space is? The open space because it's kind of one xvay or the other? Saam: Not for ADA requirements, no. Sacchet: Okay, it doesn't, okay. And on tile plantings, I don't la, ow if somebody has that ansxver. The boulevard trees: The trees along the roads. I didn't see what species they are. Do you know? Aanenson: That was put in with tile Lake Drive West project. _We could check On that for you. Sacchet: And then the lots along tile little stub street. Same thing? Aallensoll: Yes. Sacchet: I was just curious because. Aanenson: That was part of tile street improvement. Sacchet: So that's not part of this development? That's part of the street thing, so that's why they're not identified. Okay. Yeah, that's all the questions from staff. Thank you. Bm~ton: Any other questions for staff'?. Kind: Yes Mt'. Chair, I have one question that's related to parking. It's something that came up today when I was at Southdale. That their stalls are very narrow and I have, I should have gotten a tape measurer out to measure what they are. Since the applicant exceeds parking, would it be appropriate to alloxv them to get rid of a couple spots in order to make all the stalls wider? Less door dings. A1-Jaff: They are wider. Kind: They are wider than 3,our normal one? I'll ask the applicant that when he gets up there. That's all. 25 Planning Commission Meeting - February 20, 2001 Burton: Any other questions for staff?. Okay, would tile applicant or their designee like to address the Planning Commission? State your name and address please. Mark Undestad: Mark Undestad. I'm at 8800 Sunset Trail in Clmnhassen here. With Eden Trace. Kind of the last one of the list here, aside fi'om the gentleman behind me here but that's wrapping up the industrial park. The parking stalls, they are a little wider than the regular ones. These are 9 foot. You're required to put 8 foot. Kind: Okay. Mark Undestad: And nobody likes their doors getting dinged. Kind: That extra 6 inches would have made all the difference today. Mark Undestad: But parking, you know we really wouldn't want to get rid of the parking. As we've been finding in tile park out there, we're getting more office tech, showroom, not so much warehouse use anymore out there and we need more parking's required in these buildings so we're actually smaller footprints to get more parking. The trees that are out in the boulevard now. there's a mixture. It's some ash al'id maple and oak that was put on ils the boulevard initially and then we're adding to that around the site obviously. Aside fi'om that. any questions? Burton: Questions? Sacchet: Yeah. I have 2 questions. I'm curious abotlt this trash enclosure. Mark Undestad: Yeah. evers~thing's supposed to be kept inside. Sacchet: In tile building? Marl( Undestad: Inside tile building. Sacchet: Is that realistic? I mean I tt'iink I'd be a little uneasy about that. Mark Undestad: Yeah, no I am too. We just sent memos out to a couple ofte~aants dov,'n on Mallory Cou~t that have some things outside yet and they need to get them inside. The new Microboard's building that they have going on right now, there are no drive in doors. Nobody can have an.vthing outside so there's a large common area inside the loading dock areas, which is the same thing we're going to provide on this, in this area. There will be a large loading area in here that's dumpsters and recycling and all that stuffwill be kept in there. Like the Microboard's building, we're painting the walls, the ceilings, the floors. Making it as clean and nice looking as possible... Sacchet: So can you point out where exactly you would have that trash? Mark Undestad: Inside tile building. Sacchet: Right in there, inside the loading dock? 26 Planning Commission Meeting - February 20, 2001 Mark Undestad: Yeah, it's going to be right in here. We'll cut out an area in here so there ,,viii be interior loading dock doors for... Sacchet: Okay. Then that's a plan. Then I have kind of a picky question. The top of your facade, the light part, is that block or what is it? Mark Undestad: Yeah. It's all, it's a combination of rock face and smooth scored blocks. Sacchet: Because I was a little confused when ! looked at the fagade drav~ing, it was shown as block On top of there so I want to make sure that that is not an oversight. In that situation in the past when little things like that, then all of a sudden it's there and it's not what was meeting. Aanenson: It's up there. Mark Undestad: These show the rock face. The different rock face colors on here. The lighter band will be alternating rock face and smooth score. The same for... Sacchet: You see what confused me is this here, going all the way up. Like in, I think it was in a little drawing, this ~vas like blank and then in this one it shows actually rocks. Mark Undestad: Yeah, all rock face all the xvay up. Sacchet: So this is all rock, it's just a lighter color rock and do~vn here you have the darker color rock. So it's those two guys sitting there? Mark Undestad: Right. Sacchet: So okay. Mark Undestad: Alternating rock face. The rock face all the way up. We'll slip a smooth score in every now and then. That gives it that 3 dimensional look on there so not just a straight fiat face going all the: way up. Sacchet: Okay. I believe that addresses my concerns, thanks. Burton: Okay. Any other questions? Kind: Yes Mr. Chair. One question. Uli's question about the building materials reminds me, inside the U. I'm assuming that that is the same material. On the plans it didn't call it out specifically. Mark Undestad: Yeah, no it's the same look all the way around. Kind: That's it. Blackowiak: Okay Mr. Chair, I have a question. We've got, right after this we have a hearing on Lot 7, and as I look at these two, your Lot 8 and then Lot 7 afterwards, can you tell me how the U's match up? Do you know how it goes? 27 Planning Commission Meeting- February 20, 2001 Mark Undestad: Yeah, we've spent time together on both lots to get this all to work out. So trucks can get in and out of there. Blackowiak: So it's pretty much straight across? Okay. Okay, and then do you know, and a second question for the next applicant, how much longer the south elevation of Lot 8, of the Lot 7 building is than your building? You probably have no idea. What's tile distance between, of the north elevation of your building? Mark Undestad: Tile distance of the north elevation? Blackoxviak: The length of it, yeah. Mark Undestad: From here to over here? Blackoxviak: Oh is that north? Sacchet: North is this way. Blackowiak: So would this be tile north elevation? Across the U? That's what I'm looking for that distance. Mark Undestad: 240 feet. Blacl,:owiak: 240, okay. Okay. thank you. Burton: This is a public hearing. May t have a motion to open the public hearing. Kind moved, Sacchet seconded to open the public hearing. The public hearing was opened. Burton: Anybody that would like to address tile Planning Commission, please approach the podium and state your name and address. Okay. Kind ~noved, Sacchet seconded to close the public hearing. The public hearing was closed. Burton: Okay, then we're onto comments. Anybody like to start? Sidney: Well it looks straight forward to me, although I kind of have a feeling like we've seen this building before. But I have no problems xvith the design or anything like that. Well designed and I noted that there is more than adequate landscaping, which is one... Burton: Thanks. Other comments? Sacchet: Yeah, just one thing that still irks me a little bit. By widening the drive aisles are we going to get less space for landscaping on the east side? Al-Jarl: No. Sacchet: Or a little less landscaping between tile building and tile parking lot or how does that? 28 Planning Colnmission Meeting - February 20, 2001 Al-Jarl: It's 2 feet only and what they could do is, well you don't need it. On this side what you'd end up doing is maybe reducing it by 2 feet here. Sacchet: Okay. How about on the east side? A1-Jaff: That would, now remember that this yard could be reduced further. Sacchet: Okay. And then there's less room for trees. Well it's only 2 feet. I think it's a moot point. It's not xvorth talking over. ! think it's a very clean, good proposal. I support'it. Al-Jaff: And if the applicant needs to reduce the size ofthe...plan. Sacchet: Well that's why I was bringing it up. AI-Jaff: I mean it may be a couple of feet in this direction or a couple of feet in this direction. Sacchet: But that would have to be mitigated based on the conditions. A1-Jaff: Correct. Sacchet: Okay, alright. Well I'll let you sweat over it. Btuxon: Ally other comments? No?. Okay, I think it's a nice project and I think it shows that the .- applicant lnade an effort to comply with the city's ordinances and I think it looks pretty nice. So we need a motion. Sidney: Well Mr. Chair I'll make the motion, if that's okay. The planning Commission recommends approval of Site Plan 2000-1 f01' a 28,821 square foot office warehouse building to be located on Lot 8, .. Block 1, Chanhassen Lakes BUsiness Park 7th Addition as shown 'on the plans dated received January t9; 2001, subject to the following conditions, 1 through 24. Kind: Second, and I have a friendly amendment. I'd like to add a condition number 25, just for clarity. That the interior of the U shall utilize the same building materials as used on the other exterior elevations. Since it was not called out specifically on the plan. Sacchet: Can you say that again? I lose you. Sorry. Kind: The interior of the U shall utilize the same building materials as used on the other exterior elevations. Sacchet: Gotch ya. Alright. I'm for that. Burton: Any other discussion?
