MEMORANDUM TO: Todd Hoffman, Park and Recreation Director FROM: Jerry Ruegemer, Recreation Superintendent DATE: March 6, 2001 SUB J: Public Gathering Permit, Water Skiing Tournament at Lake Susan Park Ms. Para Mueller, State Coordinator for the Minnesota International Novice Tour (INT) is requesting approval of a Public Gathering Permit to hold their fifth annual water-ski, xvake-board and knee-board tournament at Lake Susan Park, June 2 and 3, 2001. INIT is a non-profit company that promotes organized water-skiing, wake-boarding, and knee- boarding. The company started seven years ago and currently has support in many states. If approved by the Park and Recreation Commission, the water-skiing tournament would be held on Saturday. June 2, from 8:00 a.m. to 3:30 p.m. The wake and knee-boarding tournament is planned for Stmday, June 3, fi'om 9:00 a.m. to 3:30 p.m. The slalom course would be set up 40-50 yards south of the sandy beach area, just west of the public access. if INT xvo'tlid like to i~o!d their tournament headquarters in the picnic pavilion a; Lake . A~er mucl: discassion wit}: the Park and Recreation Commission and lake residents last year, certain conditions were formed in order for the tournament to operate efficiently. The same conditions will apply to this year's tournament and are listed below: 1. Tournament guides will be sent to all lakeshore residents of Lake Susan informing them of the tournament. 2. A zero tolerance policy on inappropriate behavior will be in place and any competitor not following the policy will be asked to leave. 3. A meeting with all volunteers and competitors ;,ill take place to explain the zero tolerance policy. 4. There will be a volunteer monitoring the boat access to ensure that it remains open to all boaters. 5. 1NT has invited the residents to bring any concerns to their attention during the tournament to be corrected immediately. All lakeshore property owners have been notified oflNT's request. Ms. Mueller has again been very cooperative in answering questions regarding the tournament and she or another representative will be attending the meeting to answer any questions. The four previous tournaments were very well organized and moving the date earlier in the summer proved to be the right decision last year. - ~- Todd Hoffman, Park and Recreation Director March 6, 2001 Page 2 RECOMMENDATION It is staff's recommendation that the Park and Recreation Commission approve INT's request for a public gathering permit to host a water-ski, ~vake-board, and knee-board tournament at Lake Susan Park on June 2 and 3. It is also recommended that INT pay the reservation fee of $250 per day to reserve the Lake Susan Pavilion. Staff also recommends that a $1,000 deposit check be submitted prior to the event to cover any unforeseen damages. INT hasn't had any problems in the past and if none occur this year, the deposit check will be returned promptly. STAFF UPDATE The Park & Recreation Commission reviewed this item at their meeting on February 27, 2001. After discussion, the commissioners voted unanimously to approve the Public Gathering Permit for INT to host a water-ski, wakeboard, and kneeboard tournament on Lake Susan on June 2 and 3, 2001. The commission also recommends that INT pay the reservation fee of $250 per day to reserve the Lake Susan Pavilion and to provide a $1,000 deposit check prior to the event to cover any unforeseen damages. I would like to hold the tournament on June 2-3. This is the same weekend as last year. This weekend seemed to work well for all concerned. As far as I know there weren't any complaints last year. I think that the meetings that we held before the tournament helped everyone involved to be on the same page. As we did last year, we will again in-force the 8 conditions to have a tournament. * I will send event guides to all residents that are effected by the tournament in order to keep them aware of INT. *I will again have zero tolerance with any competitor that does not follow the expected behavior, that INT expects. * They will be a volunteer monitoring the boat launch to insure that no one is turned away. * If there should be any problems I invite the residents to speak to me immediately at the site so I can be mage aware of a problem. * The date change I think made a huge difference with the tournament. The date doesn't affect the residents as much because the water is still quite cold. * I will monitor and meet with all competitors and volunteers to insure proper they are aware of the zero tolerance rule. I look forward in working with the City of Chanhassen Park & Recreation again.
