Advertisement and mailings were done to notify surrounding property owners of the public hearing. Staff is recommending that the City Council approve the feasibility report and authorize the preparation of plans and specifications for the project. Consultant services for the design will be procured through the RFP process. The feasibility study was prepared in response to a petition received from Steiner Development Corporation, the sole property owner along the proposed extension of Century Boulevard. The attached feasibility study provides further details concerning the project. C, Century Boulevard Page 2 I. Introduction/Summary This report presents information concerning the extension of Century Boulevard from 500-feet north of Coulter Boulevard to Highway 5. The project is the last in a multi-phased project to construct municipal infrastructure for the Arboretum Business Park area. This project is intended to be timed with the pending improvements to Highway 5. Municipal improvements proposed herein include the construction of a sanitary sewer, trunk water main, storm sewer, street, and trail. The proposed trunk water main is consistent with the comprehensive water works plan and previous projects in the area. The proposed street alignment has been modified from the original preliminary plan to facilitate the current plans by MnDOT: Additional right-of-way will be required for Century Boulevard. The additional fight- of-way should be acquired as part of the current platting process for Arboretum Business Park. The costs of the proposed improvements are detailed-in Appendix A. Cost allocation and a cost summary are presented in the Cost Analysis section. Financing for the project will come from property assessments, the water fund, the storm water fund, and Possibly Municipal State Aid. A preliminary assessment roll is included as Appendix B. This report is the result of a petition from the affected property owner (Steiner Development). The City Council authorized preparation of a report on January 8,2001. The report examines the feasibility of completing municipal improvements in the project area. Assessments proposed in this report are consistent with previous feasibility reports for the area, City policy, and the Comprehensive Sewer and Water Plans. The proposed project assessment area consists of two lots in the Arboretum Business Park and is shown on Figure 4. The proposed assessments are based on the preliminary cost estimates and may be revised at the time of the final assessment hearing based on actual costs, development ageements, and final development plans. Proposed Improvements Sanitary Sewer Sanitary sewer will be extended northward in Century Boulevard. Stubs xvill be placed to service the property on the east and west side of Century Boulevard. Sanitary sewer will not be extended across Highway 5. The proposed sanitary sewer is shown on Figure N6.2. Sanitary sewer flow from the project area flows eastward through a sewer in Coulter Boulevard and discharges into Lift Station No. 26 on Galpin Boulevard (near the. cemetery). From Lift Station No. 26 the flow goes to Lift Station No. 24 on Lyman BOulevard. From Lift Station No. 24 the flow goes through the Lake Ann and Lotus Lake Sewer Districts to the'eastern border of Chanhassen and ultimately to the MCES Blue Lake wastewater treatment facility. Water Main Water main improvements proposed herein are consistent with the City's Water Supply and Distribution Plan and are shown on Figure 2. A 20-inch diameter trunk main will be constructed on the west side of Century Boulevard. This main will connect to an existing main on the south and to a proposed main on the north end being constructed as part of the Highway 5 project. Water main stubs will be provided to the adjacent developments where necessary. Fire hydrants will be included with the adjacent developments to provide adequate fire coverage. Fire Hydrants will be installed in accordance with requirements from the City Fire Marshall. Storm Sewer The proposed storm sewer consists of two independent systems. One system will convey drainage from ponding being constructed under the Highway 5 project. The other system will convey drainage from Century Boulevard and Arboretum Business Park. Feasibility Report for Project 97-1C, Century Botdevard Page 5 The storm sewer to serve the Highway 5 project will include extending a storm sewer from Highway 5 along the west side of Century, then east across Century, and into an existing low area on the east side of Century. The flow in this storm sewer will be treated pond effluent. The storm sewer to serve Century Boulevard and the business park will include extending a 36- inch sewer northward along the west edge of the road. A manhole Will be placed for the business park storm sewer to tie into. Catch basins will be installed on Century Boulevard to collect street drainage. Discharge from this storm sewer will flow into the existing Century Boulevard storm sewer and into previously constructed ponding. Bituminous Trail Bituminous trail is proposed on the east side of the road. Note that the trail will be extended further south than the road construction (all the way to the Coulter Boulevard intersection). Street Street improvements include connecting to the existing 52-foot wide Century Boulevard approximately 500-feet north of Coulter Boulevard. The road width will widen to the north in order to match the proposed road stub at Highway 5 being constructed under the MnDOT project. The proposed work will include a concrete median to match the MnDOT layout. The street section will consist of the typical City of Chanhassen industrial street section. Street lighting will be extended from the existing Coulter Boulevard intersection northward to Highway 5. (Note that this includes part of the existing in place road length). Final design details will have to be worked out as part of the plan and specification preparation process. Issues to be verified during design include the extent of any necessary removals, the design of the concrete median, and the location of access points for adjacent properties. Cost Analysis / Financing Cost Estimate The estimated project cost to complete the street and utility improvements proposed herein are presented below in Table 1. These costs include legal, administrative, engineering, bonding, and interest costs estimated to be 28% of the construction costs. The estimated 30% indirect costs are reviewed at the time of the final assessment hearing. The indirect costs are based on previous similar projects and includes the following: engineering (18%), geotechnical testing (1.3%), bonding (1.3%), legal (0.8%), permits (0.5%), and City administration (8.1%). This estimate does not include easement acquisition costs. Table 1. Additional units are to be charged on a parcel by parcel basis as building permits are applied for. Assessment Revenue Table 3 below summarizes the estimated revenue from assessments. The table shows a negative revenue. The negative balance of $71,180 will be the City's responsibility and should be funded from the storm sewer and water system funds. The schedule shown below is very preliminary and is subject to revisions based on the Highway 5 Frontage Road project schedule and the grading for the development. The schedule is based on completing construction in the summer of 2001. The project schedule can be modified and/or delayed if the City or adjacent developments request it. Easements and Permits Easements for proposed construction will be required from the adjacent developer (Steiner Developmel~t). The necessary easement (fight-of-way) should be acquired as part of the plat approval process for the Arboretum Business Park 4th Addition plai. Permits and approvals will be required from the following: Minnesota Pollution Control Agency Metropolitan Council Environmental Services Minnesota Department of Health Minnesota Department of Natural Resources Minnesota Department of Transportation Board of Water and Soil Resources Watershed District City of Chanhassen, Wetland Alteration Permit Preparation of an Environmental Assessment Worksheet (EAW) for the Public Improvements is not required. The developers may be required to complete an EAW for the development project. If the developer prepares an EAW, the proposed improvements contained herein should be included as part of the EAW prepared by the developer. Feasibility Report for Project 97-! C, Century Boulevard Page 10 VI. Summary and Recommendations The total estimated cost for this project is $429,000 including both construction and indirect costs. Figure 2 of this report shows the proposed sanitary sewer and water main construction. Figure 3 shows the proposed street and storm sewer improvements. Figure 4 shows the area to be assessed. The proposed work is necessary, cost effective, and feasible from an engineering standpoint. The following recommendations are presented for the Chanhassen City Council: The City should adopt the report as the criteria for installation of the improvements contained herein. o The City should review and adopt the proposed assessment and financing methods contained herein. o A formal public hearing should be held to discuss the proposed improvements and assessments. All properties that are proposed to be assessed and all properties within 500 feet of the project area will be notified of the public heating.
