It is my expectation that the Council will be able to give staff direction as to additional docurnentation they would like to see in the work plan prior to consideration and approval by March 26th. Dave Potts Date: 3/7/01 Re: Work Plan 2001 Attached is a copy of Work Plan 2000 and an initial draft of Work Plan 2001. The obvious differences you will see in the two plans stem from discussion i've had with the Sheriff and City Manager. The major change I've attempted is to better define the intent of the work plan. It would certainly be impossible to list, item by item, everything that is expected of law enforcement. I believe the work plan should offer general guidance, along with specific direction where there is a particular concern or priority, based on input from all sides. What I am looking for from Council at this time is your input for Work Plan 2001. In your role as community representatives and leaders, what are the priorities for this community? What would your community like to see the Sheriffs Office focus on? Is there a generalized area you believe is important in Chanhassen. Or, is there a specific goal or objective you would like to see included in the Work Plan? OFFICE OF THE SHERIFF Work-Plan 2000 -City of Chanhassen Introduction As part of the 2000 police contract the City of Chanhassen requested the Sheriff's Office develop a mutually agreed upon "work-plan" to define the goals.and objectives for the delivery of law enforcement services. This plan will assist the contract supervisor in developing strategies to tackle the annual law enforcement priorities for the City. The plan, to be an effective guide, must be developed with the input and assistance of.many stakeholders. It is recommended that the City has an active role in identifying their priorities. This can be accomplished through the assistance of the city council, mayor, or designees. It is through the input-of this group of dedicated citizens the annual plan should be developed and published. 2000 Plan The plan should be broken into manageable priorities based on the guidance of the City Manager, Sheriff and Contract Supervisor. Goals will be established in several categories in order to begin the process of defining the direction for contract services. Categories would include: CONTRACT ADMINISTRATION LAW ENFORCEMENT OPERATIONS CRIME PREVENTION COMMUNITY INVOLVEMENT/PARTICIPATION · Page 1 CONTRACT ADMINISTRATION Contract supervisor · The Sheriff and City Manager will define the role, responsibility, authority of the contract supervisor. This supervisor must be available to attend city council meetings, as required, and attend weekly.staff meetings. Contract hours · The contract supervisor will develop an accounting and reporting system of the contract hours in Chanhassen. The contract deputies will assist in this process so the very best information is collected and provided to the City. Law enforcement services The contract supervisor will evaluate the current reporting system and make recommendations. These recommendations could include, making modifications or improvements to the previously approved report. Coordination of efforts - City/County · With the change in the law enforcement model there needs to guidelines to coordinate City/County employees (crime prevention, animal control, gun permits, etc.) The City and Sheriff's Office will meet to define-these guidelines. Conduct liquor license compliance checks · The SherifFs Office will be conducting liquor compliance checks during 2000. The City has expressed a desire to have two compliance checks conducted in 2000. The second compliance check will be conducted at City expense as defined in the police contract. Neighborhood traffic safety program · The crime prevention specialist and contract supervisor will coordinate the implementation and evaluation of Project Lead Foot. This program is the result of a collaborative effort of citizens, crime prevention and law enforcement to address chronic traffic concerns in local neighborhoods. The program is designed with the expectation that education and enforcement are the key components of an effective traffic safety initiative. · Page 2 LAW ENFORCEMENT OPERATIONS Target speed and traffic problem areas with saturated enforcement efforts · High volume, thru-traffic areas will be identified for increased law enforcement attention. The LeadFoot program may be used to help organize the response to identified problem areas. Neighborhood traffic safety program · The crime prevention specialist and contract supervisor will coordinate the implementation of Project LeadFoot and publicize the program through local media sources. Bicycle patrols during the summer months · Contract deputies will be patrolling the city parks and trails to curb vandalism and other related activities. The emphasis will be on making contacts with community members in order to build support for keeping our parks and trails crime free. · Efforts during our bike patrol time will be focused in the business district. Deputies will identify businesses who have continuous loitering problems or complaints. Juvenile violations · Statistics show many young people out after curfew relates to higher incidents of crime. The Sheriff's Office will target curfew violations in an attempt to curb vandalism and other crimes associated with young people. Lakes and Parks - Winter and Summer The Sheriffs Office will maintain a high visibility at area lakes and parks in Chanhassen. With the increase in recreational activities in the area, the water and snowmobile patrol programs will concentrate efforts in areas with the most reported complaints and activity. Participation in city sponsored events · The Sheriffs Office will continue to support and participate in crime prevention activities, Fire Department open house, and other events associated with the City. Business contacts · The Sheriffs Office will continue to update key-holder lists from the business owners in the community. These lists are vital to the efficient response of emergency services in the community. Methods will be evaluated to assist in the collection of this information. (ie. New business information at time of moving in.) · Page 3 CRIME PREVENTION / PUBLIC EDUCATION Crime Free Multi-Housing program · The crime prevention specialist and contract supervisor will assess the feasibility and development of this program, Owners and managers of multi-housing units must be educated to the standards of the program. Neighborhood traffic safety program · Public awareness will be initiated in order to get the word out. Local media campaigns will be needed to inform the community of this program. Maintain strong Neighborhood Watch program · The Neighborhood Watch program has been an outstanding initiative undertaken by the crime prevention specialist. The contract deputies and supervisor will coordinate with the crime prevention specialist to help with public speaking and visits to these neighborhoods. National Night Out · This annual event has been coordinated by the crime prevention specialist with the help of the Neighborhood Watch groups. Safety Camp · This annual event has been coordinated by the crime prevention specialist with help from the contract deputies. Bicycle Safety Citation program · This has been a highly successful program. Deputies distribute certificates for free McDonald's hamburgers during their patrol shifts. This program is designed to "catch them doing something right." The positive interaction between the deputy and community member increases the willingness of the public to promote a favorable response toward their law enforcement officers. · Page 4 COMMUNITY INVOLVEMENT/PARTICIPATION Consider ways to involve the community in identifying work plan initiatives. This could be accomplished by organizing single focus work groups, task forces or a Contract Oversight Committee. This is a concept that would need city council, city manager, and sheriff's office participation. The public could assist in identifying concerns or avenues for participation with the law enforcement mission. Some ideas could include: · Evaluate/conduct a community survey on community attitudes toward policing for 2001 · Establishing a Community Crime Fund for crime prevention activities or rewards for information on crimes. · Identifying volunteer opportunities for the public to assist law enforcement (reserve program, public speaking opportunities) · Looking for ideas to promote a closer identity with the law enforcement mission in the City (uniforms, squads) · Page 5 OFFICE OF THE SHERIFF Chanhassen Station Work Plan 2001 (DRAFT) - City Of Chanhassen Introduction The Work Plan is designed as a guide for the delivery of law enforcement services and coordination with city resources. The work plan allows for input from _the City and Sheriff's Office to develop a list of goals, objectives, work direction and/or focus areas. The Work Plan is not meant to be all inclusive of the law enforcement mission in Chanhassen, but instead, helps identify specific work direction, concerns, priorities, or areas of interest brought forth by City and Sheriff's Office officials and personnel. 2001 Plan The Work Plan has been divided into four main categories CONTRACT ADMINISTRATION - Goals, objectives, work direction focus areas related to administration of the police contract and the work conducted by the Contract Supervisor. LAW ENFORCEMENT OPERATIONS - Goals, objectives, work direction, focus areas related to the work conducted by the contract deputies and other services provided by the Sheriff's Office. CRIME PREVENTION / PUBLIC SAFETY EDUCATION - Goals, objectives, work direction, focus areas related to the coordination of work conducted by the city Crime Prevention/Public Safety Education Specialist with the Sheriff's Office. COMMUNITY INVOLVEMENT / PARTICIPATION - Goals, objectives, work direction, focus areas related to citizen involvement in law enforcement and crime prevention efforts. CONTRACT ADMINISTRATION Law Enforcement Records/Reports · With the scheduled installation of the new records software at the Sheriff's Office, the Contract Supervisor and the Crime Prevention Specialist will evaluate the current monthly reports and make recommendations. An assessment will be done with the goal of updating the monthly report for the City Council, as well as developing reports for use in crime prevention programs, deputy and community service officer updates, Project LeadFoot, etc. Coordination of Efforts · The Contract Supervisor will work to maintain coordination of the City Crime Prevention Specialist and Community Service Officer efforts and needs with the Sheriff's Office law enforcement efforts. Project LeadFoot · The Contract Supervisor and Crime Prevention Specialist will_continue promotion of Project LeadFoot. Adjustments made to the program will be implemented this-year, and monitored for effectiveness. City Sponsored Events · Chanhassen is host to'public events each year,.including: Feb Fest, July 3r.d and 4th Activities, National Night Out, Safety Camp, Huffman Race, Fire Dept Open House. Discussion needs to take .place regarding .law enforcement staffing needs and related costs. LAW ENFORCEMENT OPERATIONS Traffic Enforcement · Growth in Chanhassen has brought increased traffic and increased concern for traffic safety. Ongoing enforcement of traffic laws has been identified as a priority. As time and staffing allows, problem areas will be targeted for enforcement attention. The Project LeadFoot program will be used in neighborhood areas. Juvenile Violations · A high percentage of vandalism and theft occurring in Chanhassen is the type often perpetrated by young people. The general practice by deputies to follow through with juvenile violations, particularly curfew violations will continue. At a minimum deputies will make contact with parents where possible, and take enforcement action where necessary. Parks Chanhassen's busy city parks bring of large mix of people and activities. The Skate Park, in particular, hosts a wide mix of young people. High visibility of deputies in parks will help to stem problems, while offering the opportunity for building positive public relations. Deputies will be encouraged to mix with park goers during their shift as time allows. CRIME PREVENTION / PUBLIC SAFETY EDUCATION Programs · Through the work of the Crime Prevention / Public Safety Education Specialist, Chanhassen participates in a variety of standardized and/or customized programs. The Contract Supervisor will coordinate Sheriff's Office resources to assist with and participate in these programs. Crime Free Multi-Housing Program · The Crime Prevention Specialist and Contract Supervisor have attended training in the Crime Free Multi-Housing Program. The Crime Prevention Specialist will author a recommendation regarding this program to the Mayor and City Council for review. Chanhassen Crime Information Network · This new program, under development by the Crime Prevention Specialist, allows crime alerts, updates, prevention information to be distributed through email bulletins. The program objectives are to promote community awareness and assist with law enforcement efforts. To start, the program will be limited to local businesses and current neighborhood watch coordinators. Evaluation of the program and changes, or expansion, will be ongoing. COMMUNITY INVOLVEMENT / PARTICIPATION This area is open for ideas and discussion at this time.
