Here are a few cornments on miscellaneous items on this agenda.
Work Session Rent, Fire Department Relief Association: As most of
you are new to the Council, you may not be aware that there have been
ongoing discussions with the Fire Department Relief Association about
changes in their benefit package. Some of the proposed changes are
before you pursuant to a request from the Relief Association, while
Others are related to a ruling by the State as to the investmeht capability
of the City (the $1 per hour divestiture). In short, our goal this evening
is to review where we've been and how We got to where we ai'e now; ~ -
thereafter, discussing the request of the Fire Department Relief - ....
Association as it relates to the City's financial obligations and budget
authority.
While this paragraph may sound somewhat cryptic, especially to the new
members, I simply am trying to distill some complicated issues into a
digestible paragraph. Bruce and I will both be present, along with Fire
Department Relief Association representatives, to walk you through the
issue.
Work Session Item, City Manager Task Plan: I have in my notes that
last time we simply introduced the City Manager Task Plan to the
Council, again, especially the new members. As you should all have a
copy of the Task Plan from the last time it was distributed, I have not run
it again for this packet. (If you are in need of a replacement copy, please
contact my office.) My objective this evening is to walk through the
Task Plan and identify with you any revisions or modifications you wish
to make to the Task Plan in its relation to the performance of the City
Manager.
· Update on Highway 101 Status: Certainly, the inclusion of
Highway 101 on any agenda provides staff with the opportunity to hear

some very interesting stories and theories as to why things are placed on
agendas and what is actually going to happen at a Council meeting. That
being said, let me make this extremely clear: The objective this evening,
from staff' s perspective, is to simply provide an update to the Council as
to the Highway 101 discussions with our related governmental bodies.
There is no supposition on the part of staff that any changes or
recommendations different from those already in place will be
forthcoming or are expected from the Council this evening. It is our
hope that by including the public in these updates, they can become more
fully and accurately informed as to the process.
These are my thoughts on some of the bigger issues coming forth on Monday.
