Authorize Preparation of Feasibility Study for Quinn Road Street and
Utility Improvements; Approve Consultant Contract for Feasibility Study,
Project 01-02
City Council is recommended to authorize preparation of a feasibility study for Quinn
Road and approve a consultant contract in the amount of $5,430 with Bonestroo &
Associates conditioned upon receipt by the City of the required cash escrow and
agreement from the petitioning property owner for the preparation of the feasibility study.
The City has received a petition from a property owner on Quinn Road for extension of
sanitary sewer. The City has received three proposals from engineering firms to prepare
the feasibility study. The reason for the petition is a failing septic system at 8955 Quinn
Road.. The property owner who initiated the petition is aware of the City's policy to
require a security for the preparation of the feasibility study.
The following table represents the proposals received from the three engineering firms
that responded to the request for proposals (RFP):

The City of Chanhassen has received a petition from a property owner on Quinn Road for
extension of sanitary sexver. Your firm is invited to submit a proposal to conduct a
feasibility study for the above-referenced project. The feasibility' study xvill cover:
· Feasibility of constructing sanitary sewer, watermain, and street imProvements.
· Determine options for the preliminary design of the utility and street
improvements, including obtaining any necessary soil investigations.
· Research the assessment history of the affected properties.
· Inventory private property easements to be acquired.
· Provide estimated project costs for any and all options, identify financial
alternatives and develop a preliminary assessment roll consistent with 429
statutes.
As-built construction plans and topographic maps of the project area are available for
review in the city engineer's office.
The consultant contract shall be a lump sum not to exceed amount for preparing the
feasibility study, ha addition to the work described above, the lump sum amount shall
include:
· Txvo (2) meetings with City staff (additional meetings requested by the
consultant shall be at no additional cost to the City).
· Weekly updates to City staff by e-mail.
· One (1) neighborhood meeting.
· One (1) City Council meeting at which the feasibility study will be presented.
· All work and incidental costs not herein listed, but necessary for completion of
the xvork listed, including supplying 8 copies of the final study to the City.
You are encouraged to make recommendations for add/deduct alternates to the work
listed. Please list these separately from the base proposal to ensure proper comparison of
costs.

Proposals shall be ranked based on the following criteria:
· Understanding of the scope of the project.
· Completeness of the proposal.
· Cost.
Proposals are limited to three (3) pages in length and must be received by 4:00 PM on
March 19, 2001, in order to be considered. Faxed proposals will be accepted. The City
reserves the right to reject any proposal that does not include:
· A description of the scope of the project included in the lump sum.
· Names of the consultant personnel that will be assigned to the study if awarded
the consultant contract.
· A not to exceed proposal cost.
It is anticipated that notice to proceed with the preparation of the study will be given on
April 2, 2001. The feasibility study ~vill be required to be completed by April 30, 2001.

In preparing the study
report, Bonestroo will
evaluate service options for sanitary sewer and water main, as well
as street improvements. Street improvement options will address
street width, saving existing trees, available right-of-way/easements,
and drainage, We are assuming the Quinn Road utility extension
project will require two meetings with city staff' to review work in

Soil borings will be needed for the project. The boringa should be completed as part of the report phase, but
could be delayed until the design phase if necessary, We will work with a geotechnical consultant to obtain
borings for the city. Thc study report will also include research of the assessment history for the affected
property as wall as an inventory of temporary and permanent easements required.
