' FROM: Charles Folch, City Engineer Mete surt.T°t d to Cmwi{ DATE: February 22, 1994 SUBJ: Approved School Zone Designation for Traffic Control Signage on West 78th 1 Street at St. Hubert School PW070D -5 Staff has recently received a request from neighborsng residents and the principal for St. Hubert School regarding the implementation of a school zone designation along West 78th Street. A review has been conducted on this matter and based on criteria and requirements set forth in the Manual of Uniform Traffic Control Devices, it has been determined that it would be appropriate to establish a school zone segment along ,West 78th Street which would impose a maximum ' speed limit of 20 m.p.h. when children are present. A diagram is attached which would depicts the signage to be installed as a part of this school zone designation. This proposed change has been presented to and subsequently endorsed by the Public Safety Commission. It is therefore recommended that a school zone designation along West 78th Street associated with St. Hubert School be approved and signage installed accordingly. jms M Attachments: 1. proposed signage diagram. 2. Based on criteria and requirements set forth with the Manual of Uniform Traffic Control Devices, it lies been determined that it would be appropriate to establish a school zone segment along West 78th Street which would require a maximum ' speed limit of 20 m.p.h. when children are present. As for Frontier Trail, current traffic and pedestrian count information is not available and would not be able to be obtained until the spring when counters could be placed. It .should be pointed out that this segment of Frontier Trail was previously reviewed in 1990 for the installation of a school zone, however, at that time it did not meet the necessary requirements or warrants. It is this departments recommendation that a school zone be established on West 78th Street associated with St. Huberts School. If problems along Frontier Trail persist, a traffic and pedestrian count study could be conducted in the spring of :this year. I believe it would be ' appropriate to present this to the Public Safety Commission for concurrence prior to submittal to the City Council. I also provide Day Care for young school - age children who walk to and from St. Hubert's. There is no safe place to cross this street in front of the Kindergarten houses. The children are very careful crossing but I have noticed that, few drivers bother to even slow down and it has me very concerned. The existing crosswalk at West 78th Street is not safe due to the high speed at which drivers corner when turning on to Frontier Trail. The wider radius corners recently installed exasberate this situation. I know that I and the parents of these other children would feel much more secure in the safety of our children if the city would install a crosswalk, "School Crossing" signs and 20mph speed limit "When Children Present" signs. There should be two school zone signs to the east and west of the school on 78th ' Street. Also, because of Frontier Trail, there should the Kindergarten house on be a school crossing sign and crosswalks on the corner of Chan View and Frontier Trail.
