Unfortunately, due to health reasons I was unable to attend the February 14 1994 City Council
meeting when the initial public hearing for this proposed improvement project was held. It is
my understanding that one of the primary reasons for the continuance of the public hearing was
to afford affected property owners and their representatives more time to review the revised cost
estimates and preliminary assessment, "rolls for this improvement project. Staff has also had the
opportunity to respond to and discuss any questions or issues that have been raised during the
continuance period.
Attached to this staff report is an amendment to the feasibility study document dated January,
1994. This amendment contains ari npdated,vost estimate and preliminary assessment roll for the
proposed improvement project , e : updated ; east, estimate-includes expansion of the Stage
I road construction limits from the east fork of Bluff Creek to the west property line of the
McGlynn and Shamrock properties. Costs for the installation of the trunk. sanitary sewer to serve
the properties affected by this project have also,been added. ,;It vas initially thought that another
trunk utility improvement project would be expanded to perform this work; however, given
further information received, it now appears V prudent to include this trunk utility work as
a pant of this overall improvement project
In conclusion, it is believed that the proposed elements associated with this improvement project
are necessary for the development of the more than 200 acres of petitioning property. It is
therefore recommended that the City Council approve the feasibility study for the Trunk Highway
5 South Frontage Road (from Galpin Boulevard to Audubon Road) and Galpin Boulevard/CSAH

Assessment/Funding Status
Dear John:
Unfortunately I was not able to be at the public hearing for the Trunk Highway 5 South Frontage
Road (from Galpin Boulevard to McGlynn Drive) project which was held at the City Council's
regular meeting on Monday, February 14, 1994. However, I have been informed that you had
raised some questions concerning proposed assessments and, in particular, State -Aid funding for
this improvement project. This frontage road alignment has been previously designated as a non-
existing Municipal State -Aid (MSA) roadway which is probably the reason that the question of
implementing State -Aid funding to build this roadway has been raised over the past few months
by both associates from your firm and your client developers of properties adjacent to this
project. I have verbally responded to this question; however, there still appears to be some
confusion. Therefore, to avoid any misconceptions regarding this issue, I believe it is imperative
that I reiterate the State -Aid funding status position for this roadway project in writing.
The annual apportionment of funds know as Municipal State -Aid (MSA) funds to qualifying
municipalities for construction and reconstruction of designated roads is regulated by state law.
The primary purpose for this funding source is to assist municipalities with the construction or
maintenance of these routes to required standards. The program is not intended to fully fund the
construction of an MSA system. In fact, the annual apportionment by itself is not sizeable
enough to be able to fund the reconstruction or construction of a new State -Aid route. As such,
a number of years of State -Aid allotments must be banked or pledged in order to sufficiently fund
a State -Aid improvement project. In fact, this is an important factor in the development of short-
range and long -range roadway capital improvement projects within a city. Based on the currently
adopted capital improvement program, State -Aid dollars for the next six years (are banked) for
two other proposed State -Aid improvement projects within the City, one of which is proposed
to begin construction this summer.
In terms of the Trunk Highway 5 South Frontage Road improvement project from Galpin
Boulevard to McGlynn Drive, the initial scope of the project was to extend this frontage road

from Galpin Boulevard east to the east property line of the school site. Since MSA dollars are
not available in the near term due to previous priority commitments, the proposed funding for
this improvement project was to be through a combination of assessments, tax increment
financing and City funds. Subsequent to the initial scope of the project the City received
petitions from the properties lying east and southeast of the school site, i.e. Highway 5
Partnership and Heritage Development (which you represent), for extending the frontage road
further east to serve both of these developments. The City acknowledged these petitions and has
included this work scope in the proposed Stage I phase project as detailed in the feasibility study.
The feasibility study presented to the City Council at the public hearing included the additional
work items and costs for providing a frontage road to serve these developing properties between
the school site and the McGlynn property. The proposed funding for the project which
implements special assessments to benefitting properties is consistent with the initial
methodologies when the project only involved the school district and the City of Chanhassen.
No State -Aid funding has ever been considered by this office to be used for the initial project or
the expanded scope project which is currently being considered.

Receive Feasibility Study for Trunk Highway 5 South Frontage Road (Galpin Boulevard to
McGlynn Drive) and Galpin Boulevard (Trunk Highway 5 to Timberwood Drive) and Area Trunk
Utilities - Project No. 93 -26 1
Attached is a feasibility study as prepared by Barton - Aschman & Associates for the proposed construction of
roadway and trunk utility improvements in Section 18 in Chanhassen. The elements of the proposed project consist
of the construction of a south frontage (collector) road from Galpin Boulevard (County Road 19) east to McGlynn
Drive, the reconstruction and widening of Galpin Boulevard (County Road 19) from Trunk Highway 5 south to
Timberwood Drive, and the extension of trunk sanitary sewer and watermain from their current terminus associated
with the Upper Bluff Creek Trunk Utility Improvement Project No. 91 -17B. These trunk improvements were
petitioned by and will benefit nearly 200 acres of land imminent for development consisting of the proposed
elementary school site, the Trunk Highway 5 Partnership property and the Heritage Development property. The
proposed improvements to Galpin Boulevard are consistent with Carver County's future function and design criteria
for this roadway.
The feasibility study describes in further detail the design elements for the proposed project, environmental impacts,
permits required, costs and proposed funding. The typical procedure on public improvement projects such as this
is for the City Council to receive the feasibility study document and have approximately one month's time to review
the document and become familiar with the proposed improvement project prior to holding a formal public hearing.
It is therefore recommended that the City Council formally receive the feasibility study for the Trunk Highway 5
south frontage road (from Galpin Boulevard to McGlynn Drive) and Galpin Boulevard (CSAH 19) from Trunk
Highway 5 to Timberwood Drive and area trunk utilities, Project No. 93 -32 and call for a public hearing at their
regular meeting on Monday, February 14, 1994.

For sometime now, City staff has been involved in discussions with representatives of the Chaska
school district concerning the proposed elementary school site located in the southeast quadrant
of Trunk Highway 5 and Galpin Boulevard. For more than a year, staff has also been receiving
inquiries about development of property located immediately east of the proposed school site and
east of the Timberwood subdivision. It appears that potential development of these properties
is now moving ahead as the City has been receiving concept plans for property in this area along
with petitions from property owners for public improvements. The petitions received from the
Trunk Highway 5 Partnership and the Heritage Development Company encompass approximately
137 acres of office industrial zoned property and approximately 24 acres of residential zoned
property.
The public improvements necessary for development of this area and the proposed school site
consist of an east/west collector road from Galpin Boulevard (County Road 19) east to Audubon
Road, storm sewer, trunk watermain and trunk sanitary sewer. The consultant engineering firm
of Barton- Aschmann & Associates has been working with the City's Highway 5 Corridor Task
Force to development the overall plan for the Highway 5 corridor including the adjacent north
and south access boulevard alignments. Needless to say, their background knowledge and history
surrounding this proposed roadway improvement is fairly extensive making them appropriately
suited to design this project.
I have asked Barton- Aschmann to prepare a proposal to conduct the engineering feasibility study
for the installation of the south access boulevard collector street, storm drainage facilities and
trunk sanitary sewer and watermain utilities. Barton- Aschmann has provided an outline and
corresponding detailed description of the work tasks needed to be performed as a part of the

feasibility study along with a preliminary time schedule. It should also be noted that it is not yet
known at this time whether an environmental assessment worksheet (EAW) will need to be
completed as a part of this feasibility process. Significant impact issues involving wetland
impacts and the crossing of the east and west forks of Bluff Creek may require that an EAW be
completed to address these environmental issues prior to receiving permit approval from agencies
such as the DNR, Corps of Engineers and PCA.
Based on the extent of the project as defined at this time and the known available data, Barton -
Aschmann has estimated that the feasibility study will cost approximately $18,812. If an EAW
should be necessary to be completed, the cost to perform this work task has been estimated at
$19,612. At this time, it is staff's recommendation that the City Council authorize the
preparation of the feasibility study. If it is found that the EAW necessary, staff will notify the
Council of such for authorization to proceed as outlined in this proposal with the cost estimate
as shown.
It is therefore recommended that City Council authorize the preparation of the feasibility study
for the South Boulevard Access Road between Galpin Boulevard (County Road 19) and Audubon
Road along with the trunk utility improvements, Project No. 93 -26 and that Barton- Aschmann
be assigned as the project engineer for this project.

Re: South Access Boulevard Engineering Feasibility Study I
Dear Mr. Folch: I
We are pleased to submit this proposal for professional engineering services in connection
with the development of a proposed elementary school in the southeast quadrant of TH 5 and
Galpin Boulevard in Chanhassen, Minnesota. To adequately access the school site, the city
proposes to construct a portion of the south access roadway paralleling TH 5 on the south
from Audubon Road to Galpin Boulevard. The project also includes extension of utilities to
properly serve the site. Barton- Aschman Associates, Inc. has developed a Scope of Services
based on our recent meeting with you to discuss the project and our experience in the area.
The work program will study the feasibility and cost for a 36 -foot urban section roadway in M
an 80 -foot right -of -way with pedestrian amenities including water main and sanitary sewer
extensions in accordance with city comprehensive plans.
The Scope of Services is as follows: rr
1.0 Data Collection/Inventory
The consultant will develop a list of items such as plat maps, reports, development proposals,
surveys, aerial photos, etc. The city will provide the consultant with the requested items and
any additional information necessary to complete the project.
2.0 Basemapping
It is anticipated that 1" = 100' aerial photography with contours will be utilized to develop the
project basemapping. The City of Chanhassen obtained the aerial photography in 1989. A
field check will be conducted to verify that the aerials are up -to -date. The Sasemapping will
be utilized for the project design.
3.0 Conceptual RoadwayTtility Designs I
The south access boulevard will be designed as a two -lane urban roadway. Variables such as
pavement thickness, design speed, roadway width, etc. will be estimated during this phase of '
the project. It is anticipated that one roadway alignment alternative will be considered from

Galpin Boulevard to the east edge of the proposed school site. From the east edge of the
school site to Audubon Road, it is anticipated that two alignment alternatives will be
considered.

Several trunk utility lines may follow the roadway corridor. Chanhassen's comprehensive
utilities plans will be analyzed as well as potential site developments to determine the size,
location, and construction timing of the utilities. It is assumed that capacity analysis for
sanitary sewer and water main utilities will be done by others.
4.0 Construction Cost Estimates
Based on the conceptual roadway and utility designs, construction costs will be estimated.
Costs will be adjusted in accordance with acceptable indexing methods for the anticipated
year of construction. Administrative, legal, and engineering costs will also be included in the
estimates.
Costs for right -of -way and easements will not be computed since those areas will be dedicated
for roadwa } and utilities through the platting process.
5.0 Feasibility Study
All roadway and utility designs, cost estimates, probable construction timing, land use and
development issues, etc. will be addressed and summarized in the Feasibility Study for the
Project. Potential assessment costs will also be presented. The study will make a final
recommendation regarding the overall need and feasibility of the project.
6.0 Environmental Assessment Worksheet M .Options 1
This section presents the Scope of Services to complete the Environmental Assessment
Worksheet (EAW) and related permits for proposed south access boulevard between Galpin
Boulevard and Audubon Road.
The consultant anticipates that the more significant impact issues will involve wetland impacts
and crossings of the east and west forks of Bluff Creek. The EAW requires information on
type, size, location, and impacts (magnitude and significance) to both of these natural features.
Our focus will be those environmental issues, such as wetlands and floodplain encroachment,
that have a direct bearing on the Record of Decision (ROD).
EAW Proce
The EAW process will begin with data collection to prepare the EAW and end with the
Record of Decision containing specific findings of fact that support the decision on the need
for an EIS to be prepared. Responsibility for steps in the process are highlighted in Table 1.

6.1 Data Collection
Data to be collected includes specific information on the proposed alignment for the south
access boulevard. Field reconnaissance of the project will be done and contacts made to the
appropriate regulatory and planning agencies including USCOE, USFWS, MnDNR, MPCA,
MHS /SHPO, and Riley and Bluff Creek Watershed District.
The EAW requires analysis to address 32 specific items comprising the review document.
The consultant will collect the bulk of the data, addressing items dealing with project design,
land use and zoning, natural resources, mapping, and traffic and noise and air quality analysis.
The remainder of the data for the EAW will be provided by the city and includes project
maintenance plans, traffic projection figures (volume, peak hours, distribution); and past and
future related developments (including the relationship of this project to the existing network
in the area and anticipated future roadways). After all data is available, the EAW will be
prepared in accordance with the Minnesota Environmental Quality Board (EQB) rules for this
type of document.

6.2 EA R' Preparation and Reproduction
The City of Chanhassen may recommend a revision of the EAW prior to approval and public
distribution. The consultant will make all necessary revisions and then supply the final EAW
and thirty (30) copies to the city for public distribution.
6.3 Response to Comments and Meeting Attendance
The consultant will prepare responses to comments received from the public and agencies
during the 30 -day comment period.
The consultant will participate in up to five (5) meetings including the Public Information
meeting throughout the EAW process. The consultant will also be responsible for the
preparation of necessary graphics, mapping, and written materials for these meetings.
6.4 Deliverables
The consultant, in consultation and coordination with the City of Chanhassen, will provide the
following deliverables:
EAW for public distribution
Responses to comments received during the 30 -day comment period
Additional data for EAW as needed for ROD
TIME OF PERFORMANCE
The tasks described in Items 1 through 5 of the Scope of Services can be completed within
eight (8) weeks following receipt of a notice to proceed from the city. If it is determined that
an Environmental Assessment Worksheet (Item 6) is required to construct the project, the
timeline for EAW preparation will be in accordance with Table 1 herein.
COST FOR SERVICES
Costs for services rendered under this agreement will be based on the hourly billing rates in
effect for staff time expended on the assignment plus reimbursement at cost for direct
expenses. A detailed cost breakdown by work task and staff classification is provided in
1 Attachment A. Items I through 5 are computed as base services with Item 6 provided as an
optional task, should it be required.
METHOD OF PAYMENT
Billings for services rendered will be submitted on a monthly basis and are due and payable
' upon receipt. Balances on invoices which remain unpaid after 30 days will accrue interest at
the rate of 1.5 percent per month.

We are the general partners of the Hi -Way 5 Limited
Partnership which owns the Mary Welter farm. As you are aware, we
recently completed the sale of the West 40 acres to the City of
Chanhassen for the proposed school site. We are also negotiating

a sale of the southern most 40 acres located directly east of the
Timberwood development. It is contemplated that the purchasers
will be submitting a PUD to the City for approval.
We are requesting that the City consider our petition to
extend utilities to service the above captioned property. It will
be necessary to extend water and sewer to the two 40 acre parcels
'
referenced above.
We are also requesting that the City approve the proposed
'
east /west collector raod which will connect new Carver County Road
19 to Audubon Road. It is my understanding that this road will
extend along the northern boundry of Timberwood easterly through

McGlynn properties to the east. Obviously, this road will service
both of the parcels which I have mentioned.

Earlier this fall the City commissioned the consulting firm of Barton- Aschman Associates, Inc. to conduct a
feasibility study for the Trunk Highway 5 south frontage road between Galpin Boulevard and Audubon Road and
area trunk utility improvements, Project No. 93 -26. An important road element of this project is the improvement
of Galpin Boulevard from Trunk Highway 5 south to Timberwood Drive. During the process of conducting the
feasibility study, Barton- Aschman has identified 2 alignment alternatives for this segment of Galpin Boulevard.
Alternative No. 1 basically proposes to load the road widening area on the east side of Galpin Boulevard.
Conversely, Alternative No. 2 proposes the widening to be loaded on the west side. A cost estimate /impact
summary matrix has been prepared for each of the two alternatives. Alternative No. 1 (widening along the east side)
is further differentiated into three options to deal with the roadway side slope, i.e. retaining wall, 2:1 back slope and
3:1 back slope. From a purely economic standpoint, Alternative No. I implementing a 3:1 roadway back slope is
the recommended choice; however, the engineer and staff wanted to present these alternatives and corresponding
information to the Council for further discussion and confirmation.
Selecting the preferred alignment alternative is important at this point in time in order to allow preliminary surveying
work and the geotechnical investigation to be accomplished in a timely manner and corresponding information
included in the study report.
Unless pertinent questions or concerns are raised by Council which may require further investigation, it is staffs
recommendation to select Alternative No. 1 as the preferred roadway alignment for Galpin Boulevard from Trunk
Highway 5 south to Timberwood Drive as a part of the overall south frontage road Project No. 93 -26.

As discussed at our November 16, 1993, meeting, Barton- Aschman has developed and
analyzed various alternatives for the reconstruction of Galpin Boulevard (CSAH 19)
'
between Timberwood Drive and Trunk Highway 5. This memorandum and its
attachments briefly describe the alternatives and their comparative costs and impacts. It
is anticipated that the Chanhassen City Council will select an alternative at its
'
December 13, 1993, meeting.
The information presented in this memorandum will also be included in the forthcoming
,
TH 5 South Frontage Road Feasibility Study.
Overview
,
Independent School District 112 is proposing to construct a new elementary school on the
property east of Galpin Boulevard and south of TH 5 (see Figure 1). A new frontage road
'
is proposed along the south side of the school site. Trunk Highway 5 is scheduled for
upgrading to a four -lane divided roadway in the late 1990s.
Galpin Boulevard will be reconstructed to two lanes in each direction with left -turn lanes
,
along the west side of the school site. From south of the school site to Lyman Boulevard,
Galpin Boulevard will be widened to 52 feet; it is likely that pavement striping would
limit traffic to one through lane in each direction.
'
Occupation of the elementary school is scheduled for the fall of 1995. The proposed '
roadway and utility improvements including the south frontage road along the south side
of the school site, reconstructed Galpin Boulevard between Timberwood Drive and TH 5,
and all utilities must in -place at that time.
Alternatives for the reconstruction of Galpin Boulevard between Timberwood Drive and '
TH 5 have been developed and are illustrated on Figures 1 through 4. Table 1
summarizes the comparative cost estimates and the impacts of the alternatives. Figure 5 ,
shows the existing and proposed profiles of Galpin Boulevard, which are the same for both
alternatives.

Alternatives
Under Alternative 1 (Figures 1 and 2), Galpin Boulevard would be widened to the east
along the school site and to the west along Timberwood Estates. This alternative
minimizes impacts to the three existing residences along the west side of Galpin
Boulevard and to the mini golf/driving range business northwest of the TH 5 /Galpin
Boulevard intersection. Lowering of the Galpin Boulevard profile (as shown on Figure 5)
will require that the front yards of the residences be re- landscaped. The driveways will
also need to be reconstructed.
Some impacts occur in the northwest corner of the Timberwood Estates. Section B -B on
Figure 2 shows three grading options for the area. Table 1 summarizes the comparative
costs and impacts of the grading options.
Under Alternative 2 (Figures 3 and 4), Galpin Boulevard would be widened to the west
along the school site and along Timberwood Estates. However, the alignment would be
adjusted at TH 5 to minimize impacts to the mini golf/driving range business north of
TH 5.
The three existing residences would be purchased or condemned as roadway right -of -way
under this alternative. The middle property is currently for sale. The listed price was
$118,900 as of November 18, 1993. An assumed cost of $120,000 for each property was
' utilized in the comparative cost estimate.

It is recommended that Alternative 1 be selected because of its substantially lower right -
of-way costs. The 3:1 backslope grading option of Alternative 1 is also recommended.
Retaining wall costs are eliminated and a stable groundslope is provided. The two fir
trees that would be impacted seem to be in marginal condition. Some scrub growth would
have to be cleared. However, the 36 -inch mature oak tree would be preserved.

This memorandum provides the information that was noted as pending in the "TH 5
' South Frontage Road and Galpin Boulevard Feasibility Study" dated January 4, 1994.
TH 5 South Frontage Road Cost Estimate and Assessments
The cost estimate for the TH 5 South Frontage Road (Table 1A) has been modified from
the estimate included in the feasibility study. The construction cost for the proposed
' storm water treatment pond in the southeast corner of the school site has been added.
Trunk and lateral utility costs are listed in Tables 1B, 1C, and 1D. Table 1E summarizes
the project costs.
' The feasibility study noted that frontage road grading and street construction costs would
be assessed to abutting land owners on a front -foot basis. The cost participation for the
frontage road is shown in Table 1 and is based on the following City policy:
• Abutting property owners are assessed for a standard 31 -foot wide, 9 -ton design
load roadway. Since the TH 5 South Frontage Road will be 36 feet wide for
' capacity purposes, the City will pay for the additional 5 -foot width. This computes
to an 86.1 percent share of the roadway cost assessed to the abutting property
' owners.
0 Abutting property owners are assessed for 100 percent of curb and gutter costs.
' Abutting property owners are assessed for 50 percent of drainage, landscaping,
lighting, and sidewalk costs.
' The resulting specific roadway assessment costs for individual property owners are listed
in Table 2. The property locations are shown on Figure 1. Figure 2 from the feasibility
study shows the frontage road and utility layout and is included with this memorandum.
t The mass grading costs for the school site will be shared by the City and Independent
School District No. 112; the associated assessments are included in Table 2.

listed in Tables 1B, 1C, and 1D. The associated assessments listed in Table 2 are based
on the 1994 assessment rates, which are as follows:
