Task Force Agents were involved in many more investigations, but for statistical purposes, Southwest Metro Drug Task Force only counts cases that were investigated to the point of charging consideration. Any investigations that fell short of the charging threshold were not counted in the annual statistics. The first quarter saw case numbers lower than had been anticipated; only 16 cases being cleared. This was due, in part, to significant staffing shortages and transition within the organization. During the remainder of the year, the Task Force operated at expected levels of performance despite continued staff shortages and transition in leadership. The trends in drug type were similar to seizures of previous years (i.e., seizures of marijuana, methamphetamine and cocaine). As noted in previous years, methamphetamine is becoming the drug of choice amongst stimulant abusers. Therefore, Task Force investigations involving methamphetamine continue to increase. This report will include information on the locations of drug offenders at the time of arrest as well as types of seized drugs, seized currency, seized weapons and seized vehicles. There is also information on the number of search warrants served and information on suspect demographics. It should be noted that drug dealers/users are highly mobile and any arrest or seizure in one community does influence the drug activity in neighboring communities. Form 2b - OFFICE OF DRUG POLICY AND VIOLENCE PREVENTION (1/2001) Task Force Name: Southwest Metro Dru.~ Task Force Grant Number: 99-0144 Grant Period (Circle Current Quarter):( I ./) 2 Grant year 2001 FORM 2c NARRATIVE REPORT HIGHLIGHTS OF TASK FORCE ACTIVITIES This quarter saw the seizure of two clandestine methamphetamine'iaboratories, Which is twice as many as had been seized in all of 2000. Additionally, agents seized a sophisticated indoor marijuana grow complete with timed lighting and watering devices, Co2 distribution, and false walls to conceal the operation. Dan Niccum, from Mound PD, started his assignment to' the drug task force in January 2001. His prior experience in investigations has helped get him up and running independently in the task force rather quickly. This additional staff member brings task force staffing to five - 1 coordinator and 4 agents. This is the highest number of agents we have ever had working at one time. We are anticipating two of our senior agents returning to assignments at their home agencies in April 2001. Each of these positions will be filled with new agents - one from Carver County and one from Scott County. Niccum and each of the new agents will need to receive narcotics training. To that end, Chief Steve Madson of Hutchinson Police Services and Chief Deputy Denny Owens of Carver County Sheriff's Office have coordinated a three-day Basic Narcotics Investigation course through MN BCA. The course will be held in Hutchinson's training center in May 2001. PROGRESS TOWARDS GOALS AND OBJECTIVES Our task force cleared 40 cases this quarter, which puts us well on the way to accomplishing our goal of 100 cases for the year. One hundred cases is slightly less than could be a cleared by five experienced agents, but this group will be new in the following quarters and will spend much of the remainder of the year training and learning the job. PROBLEMS/ISSUES WITH REPORTED DATA · This is just the second quarterly report completed by Sgt. KamerUd. There will still be some minor errors as Sgt. Kamerud is still learning how to recover relevant information from our database. The Assistant Financial Director of the City of Shakopee, the grant recipient, will be compieting the financial portions, of the quarterly report. Sgt. Kamerud believes this will ensure the accuracy of the financial portions of the report. _ (Continue on additional pages as necessary) Form 2c - OFFICE OF DRUG POLICY AND VIOLENCE PREVENTION (1/200'1) Case #1346 Carver County City of Chanhassen Agents worked with Carver County Sheriff's uniformed personnel to conduct surveillance of a suspected LSD dealer. Uniformed patrol personnel were able to conduct a traffic stop of the suspect, search his vehicle and seize fourteen doses , of LSD. The suspect then gave consent to search his apartment, which revealed a small bottle of liquid that contained LSD and numerous items of drug paraphernalia. Agents arrested one adult male in connection with this incident. Defendant(s) is known to associate with others who are currently, or have been, under investigation for controlled substance violations in Chanhassen and Scott-' Carver Coop.
