Public Hearing - Approve Feasibility Study for Quinn Road
Improvement Project No. 01-02
Staff recommends approval of the Feasibility Study for installation of only the
sanitary sewer portion of the above-referenced project and Ordering the
Preparation of Plans and Specifications.
A neighborhood meeting was held on May 17, 2001. With the exception of the
petitioning property owners, all of the affected property owners expressed
opposition 'to the installation of the sanitary sewer, street, and watermain
improvements at an estimated cost of $109,300.
To address the petitioner's need for sanitary sewer service due to their failing
septic system, staff is recommending exten4ing sanitary sewer along Quinn Road
approximately 250 feet north of the existing t&~_inus.

The estimated total project cost is $25,000 and is proposed to be assessed 100% to
each of the benefiting property owners.
Failure to accept the Feasibility Study and Order the Preparation of Plans and
Specifications will delay the project.

Re: Proposed Improvement Project for Quinn Road
Dear Council Members:
My husband and I are the property owners of 8955 Quinn Road who petitioned for city sewer
improvements to our property. I'm w:dting to express my opinion that this project be completed
as proposed in City Project No. 0t-02.
We purchased this property in 9/98. At that time we were notified that the septic system was
"failing" and that the seller had been granted a 3-year variance. In my discussions with the city
staff prior to closing on the property, I was informed that the septic system was worldng as it was
intended, but that it simply did not meet new city, codes. I was also told that although there were
no guarantees, it was pretty likely that city water and sewer would be in our area before the 3-
year variance expired.
Subsequently, the city considered purchasing the vacant lot directly across Quinn Road from us
to be developed into Habitat for Humanity homes. Our neighbors were opposed to that, so a
neighborhood meeting was called to see if anyone was interested in buying up the land before the
city could purchase it. We made it clear to our neighbors that it was in our best interest for the
land to be developed so we were no.._J.t interested in helping them purchase the property. In the
end, the land was purchased by our neighbors and has remained undeveloped. (As a side note, if
the city would have had the opportunity to purchase the land as planned, the improvements
would have likely been done at that time and at a much lower cost to each of the other property
owners than what is currently being proposed.)
In January of this year, we decided to sell our property. Numerous phone calls were made to city
staffby us, our realtor, potential buyers and their realtors. In the process, we lost several sales
because of the uncertainty of the septic issue. I was finally told by staff members that we
virtually had no option but to petition for city sewer. At the behest of the city, we paid $5,4.00
from our pockets for a feasibility study.
Now that the study has been completed, I strongly urge council members to vote YES on the
proposed project. I understand from several people in the Engineering Department that the city
fully intends to eliminate all the small "pockets" of unimproved developments within the city
limits in the near future. If that' s the case, it would be a shame to waste all the time and dollars
that have already been spent on this project, and then mm around and do it again in a year or
two. Please vote YES. Thank you.
