On Tuesday, September 13, 1994, bids were received and opened by Carver tiunty fore above - referenced project. A total of two bids were received with the low bid .6eing submiged by Ryan Contracting, Inc. at a bid amount of $272,423.00. This is apprdidmately 230A,Uess than the Engineer's estimate of $355,000.00. On Tuesday, September 13, 1994, bids were received and opened for the Minneapolis, above- referenced project. J & K Grading and Trucking, Inc. $331,445.00 Orlando Engineers Estimate $355,000.00 Phoenix Portland Both bids were submitted with proper bid guarantees in the amount of ten San Diego percent (10 %) of the total amount of the bid as required by the Project Seattle Manual. A bid tabulation was performed to verify the total bid amounts and both bids were found to be correct. A bid tabulation is attached for your information. Since the project includes State Aid funding, the Project Manual included a Targeted Group Business goal of five percent (5 %) of the total amount of the contract as determined by the Mn /DOT Contract Management Office. J & K Grading and Trucking proposed to meet this goal while Ryan identified 0% Targeted Group Business participation as a part of their bid. This information will be submitted to the Mn /DOT Contract Management Office for their review. The low bid is approximately twenty -three percent (23 %) less than our Engineers Estimate, reflecting a competitive bid environment. Our Engineer's Estimate was prepared using unit bid prices for similar work performed in the Carver County area over the past few years. The overall size and schedule for the project were also considered in preparing the estimate. . We have found them to be an adequate contractor capable of �rforming the work required by this project. Inc. for the, low bid amount of $272,423.00. s and specifications for the project were submitted to Mn /DOT State on August 17, 1994, for their review and approval. Comments were ived from State Aid on September 7,1994, requiring a few minor plan .ifications. These modifications have been made and the plans have i resubmitted for final State Aid review and approval.. addition to Mn /DOT State Aid approval, the project requires a number other agency reviews and approvals as follows: City of Chanhassen Wetland Alteration Permit Minnesota DNR Permit Army Corps of Engineers Permit Riley- Purgatory-Bluff Creek Watershed District Permit Metropolitan Council Wastewater Services (formerly MWCC) Environmental Assessment Worksheet (EAW) 'he Army Corps of Engineers and Riley- Purgatory-Bluff Creek Watershed district approvals have been obtained and we are working to obtain all rther approvals prior to the scheduled construction start date. t is our understanding that the County Board will consider the award of i contract for this project at their meeting on September 20, 1994.
