At their regular meeting on Monday, August 2 1994, the City Council approved the plans and
specifications for the Stage I (surcharging option for the Powers Boulevard (County Road
17) Improvement Project (Carver County Proj, No 3 -29A. On Tuesday, September 13, 1994,
bids were received and opened by Carver tiunty fore above - referenced project. A total of
two bids were received with the low bid .6eing submiged by Ryan Contracting, Inc. at a bid
amount of $272,423.00. This is apprdidmately 230A,Uess than the Engineer's estimate of
$355,000.00. The County Board has a girded this contras , t their regular meeting on September
20, 1994 conditioned upon receivin nDOT approval the plans and receiving concurrence
with the award from the City of Lassen, as stipulated Section D (7) of the Joint Powers
Agreement between Carver Co�nty and City of Chanhass or this improvement project.

Both bids were submitted with proper bid guarantees in the amount of ten

percent (10 %) of the total amount of the bid as required by the Project

Manual. A bid tabulation was performed to verify the total bid amounts
and both bids were found to be correct. A bid tabulation is attached for
your information.
Since the project includes State Aid funding, the Project Manual included
a Targeted Group Business goal of five percent (5 %) of the total amount
of the contract as determined by the Mn /DOT Contract Management
Office. J & K Grading and Trucking proposed to meet this goal while
Ryan identified 0% Targeted Group Business participation as a part of their
bid. This information will be submitted to the Mn /DOT Contract
Management Office for their review.
The low bid is approximately twenty -three percent (23 %) less than our
Engineers Estimate, reflecting a competitive bid environment. Our
Engineer's Estimate was prepared using unit bid prices for similar work
performed in the Carver County area over the past few years. The overall
size and schedule for the project were also considered in preparing the
estimate.
