Dear Mr. Folch:
On Thursday, September 15, 1994, bids were received and opened for the
above - referenced project. Bids were received from two (2) contractors as
follows:

1. Visu -Sewer Clean & Seal, Inc.
2. Insituform Central, Inc.
Engineer's Estimate
Bid Amount
$88,758.09
$113,876.90
$150,000.00
Both bids were submitted with proper bid guarantees in the amount of ten
percent (10 %) of the total amount of the bid as required by the Project
Manual. A bid tabulation was performed to verify the total bid amount
and both bids were found to be correct. A bid tabulation is attached for
your information.
Only two bids were received due to the specialized nature of the work
included as a part of the project. The two bidders are the only contractors
in this area who are capable of performing the pipelining work which
makes up a majority of the project.
The low bid is substantially less than the Engineer's Estimate for the
project, reflecting a competitive bid environment. The Engineer's Estimate
was prepared using unit bid prices received over the past few years for
similar work in Chanhassen. The low bidders unit bid price for the
pipelining and test and seal work that make up a majority of the project
are substantially less than the low bid prices received last year for similar
work.
