Mayor Furlong called the work session to order at 5:35 p.m.

Mayor Furlong amended the agenda to include discussion of the legislative priorities of the Metro Cities
Board.
INFILTRATION/INFLOW UPDATE.
Paul Oehme introduced Kyle Calvin with the Met Council’s Engineering Services Group who provided
background information on the I&I program, outlined definitions of inflow and infiltration, and reported
the findings and recommendations of the 2004 Task Force and the 2004-2012 surcharge program. He
reviewed the mitigation efforts by 47 communities found to have I/I issues totaling local expenses
reported to MCES of $113 million dollars and a breakdown of Chanhassen’s work plan totaling
$1,361,500 dollars from 2006-2010. Paul Oehme reviewed the work done by the City of Chanhassen
since 1998, i.e. sump pump inspection program, televising program and repair history of the sewer
infrastructure. Councilman Laufenburger asked for clarification on the surcharge amount and
expenditures paid by the City to address infiltration problems. Paul Oehme reviewed programs being
used by other communities such as Golden Valley, Minnetonka, and Eden Prairie. Kyle Calvin reviewed
a chart showing results of mitigation efforts from 2005-2011. In response to requests, the 2010 task force
looked at addressing the need for implementation of a Demand Charge in 2013. The report recommended
a delay in the Demand Charge, to develop and implement an ongoing I/I program, continue to determine
allowable I/I by metershed using peaking factors and associated council action taken to address those
recommendations. He discussed comparisons between the on-going program (current program) to the
previous surcharge program and what will be needed to address growth for peak flow thresholds and
measured peak flow adjustments and the implementation schedule for the on-going program in the future.
Paul Oehme reviewed options to address the City’s I/I problems in the future.
REVIEW TABULATED LIST OF 2012 KEY FINANCIAL STRATEGIES.
Todd Gerhardt reviewed the individual council members priority rankings. Mayor Furlong suggested
making ordinance review in general a priority. Council discussed those strategies where members
differed on rankings and prioritization versus capacity of what staff is capable of addressing. Anything

ranked 1 or 2 will be a priority. Things ranked higher than 2 doesn’t mean it’s won’t be addressed, it’s
just not a priority. Todd Gerhardt noted this item will be on the consent agenda the first meeting in
February.
UPDATE ON METRO CITIES LEGISLATIVE PRIORITIES.
Councilwoman Ernst reviewed information from the Metro Cities last board meeting regarding State and
fiscal relationships, restrictions on local governments and regional government. Councilman
Laufenburger clarified that this list of priorities is what will be brought to the state legislature for
discussion, not necessarily a done deal. Councilwoman Ernst asked if this was information the council
wants to see in the future. Mayor Furlong suggested the information can be sent in email form.
The work session was recessed at 7:00 p.m. It reconvened at 8:45 p.m.
DISCUSS ALTERNATIVE URBAN AREAWIDE REVIEW (AUAR) AMENDMENT PROCESS.
Kate Aanenson provided background information on what was envisioned and developed during the
2002-2005 study and the need to amend and update the AUAR. She suggested the council and staff have
a visioning session prior to updating the AUAR. Mayor Furlong asked for clarification on the scope of
the update and the need to make sure future development is complimentary to downtown versus
competing. He asked about the amount of involvement the Planning Commission will have in this review
process. Kate Aanenson stated staff will begin working on this process right away. Councilman
Laufenburger asked about the number of dominant property owners in the AUAR area.
Mayor Furlong adjourned the work session at 9:00 p.m.
