Approve Revision to Consultant Services Contract for WellheM
Protection Plan (WPP) - PW379
City Council is requested to approve an increase to the consultant contract with
SEH from $30,800.00 to $33,300.00.
On September 26, 2000, the City Council approved a consultant agreement in the
amount of $30,800.00 with SEH for:
1. Preparation of a Wellhead Protection Plan in accordance with Minnesota
Statutes Chapter 4720.
The original RFP for this project was written based off of the Minnesota
Department ofHealth's (MDH) Initial Scoping Document. This document did not
require that the aquifer which feeds Well No. 4 be modeled. However, upon
reviewing the SEH prepared draft copy of the City's WPP, the MDH is now
requiting that this aquifer be modeled. This constitutes a change in the scope of
work outlined in the original RFP.
SEH has submitted a request for a contract increase in the amount of $2,500.00.
This will bring the total contract amount to $33,300.00. This amount of increase
is less than 10% of the original contract amount.

Dear Teresa:
As discussed in our recent telephOne conversation, the Minnesota Department of Health (MDH) has
indicated that they will now require that Chanhassen delineate the capture zone in the Franconia-
Ironton-Galesville aquifer at Municipal Well 4/4. This issue/requirement was not discussed in the
MDH Initial Scoping Document dated November 10, 1999 nor in the MI)H pre-delineation meeting
held on December 3, 2000. It is our opinion that this results in a change of scope from our original
proposal. In addition, a second minor change in scope is the delineation of the Chanhassen "School
Well" which was not in the original RFP or our proposed work scope. These two change orders
will result in a total increase of approximately $2,500.00 from our original cost estimate.
SEH is committed to providing superior client satisfaction on this and all of our projects. If for any
reason you do not believe this is a justified change in scope, or if the additional costs do not seem
