SUBJ: Consider Approval of 2012 Goals and Key Financial Strategies
Since 2003, the Chanhassen City Council has established annual goals and key
financial strategies (KFS). These goals /strategies cover the broad area the
council feels need the most attention over the next 12 months. The city council
concentrates on four strategic areas and developed the 2012 goals through a
series of meeting with staff in January. The proposed 2012 Key Financial
Strategies are as follows:
Competitiveness: Create an environment for innovation and change,
building on our strengths, creativity, and skills.
• Comprehensive Fire Study /Fire Relief Benefits: Review the delivery of
fire and emergency services, future cooperative efforts, staffing,
compensation, facilities, equipment, etc.
• Review Criteria for KFS Cities: The city worked with Ehlers &
Associates to establish a list of ten comparable cities in 2002. Staff
proposes to review the selection criteria and affirm or update the cities
used for comparison purposes.
• Aquatic Invasive Species (AIS) Policy Review: Identify policy priorities
for the prevention/control of AIS in Chanhassen lakes and wetlands,
including management, regulation, and budgetary needs.
• Realign Precinct Boundaries: Redistricting is the process of redrawing
(or re- establishing) the boundaries of election districts, done in the
United States after the completion of the decennial census. The purpose
of redistricting is to ensure that the people of each election district are
equally represented. The city is required to establish/re- establish its
precinct boundaries within 60 days of adoption of the state's plan, or by
April 3, whichever occurs first.
• Discuss Citywide Emergency Response Policy and Review Carver
County NIMS Training.

Strengthen the City's Financial Position: Provide financial stability and
resources necessary to achieve the city's vision by exercising financial
stewardship, implementing best practices, and utilizing long -term financial
planning tools.
Re- evaluate Recreation Program Fees and Room Rental Schedule:
Program fees and room rental rates need to be re- evaluated to ensure fees
are consistent with the market, with the goal of maximizing registrants
and revenue.
Begin Franchise Renewal with Mediacom: The current franchise
agreement expires in May 2013.
Planning for the City Infrastructure: Create solutions for managing
existing infrastructure and future growth in our community while
preserving a sustainable quality of life and protecting the environment.
• Branding /Marketing for Sewer and Water Main Breaks: Develop an
ongoing educational outreach marketing plan to inform residents of the
city's policies concerning water main breaks and sewer backups.
• Review Arboretum Research Projects, Pervious Surfaces.
• Infiltration & Inflow (I & I): Update on the current I & I surcharge
program, review what other cities are doing to decrease I & 1, and
discuss Chanhassen's current program and strategies.
• Consider Offering National League of Cities (NLC) Service Line
Warranty Program: This program insures the portion of utility lines
owned by the homeowners (from the house to the street).
• Upgrades to Water Meter Radio Reads: Consider replacing the current
water radios for all water meter accounts due to meter failure and age of
equipment.
Enhance Local Tax Base: Enhance the Comprehensive Plan with current
goals and policies, and assess the impact.
• Review the Community Commercial (CC) Zoning District: The CC
district is the continuation of the downtown, and the uses and square
footage requirements should be reviewed.
• Work on the 2005 Alternative Urban Areawide Review (AUAR) Update:
Outline the process for updating the AUAR and review the permitted
uses in the district.
• Discuss Regional Commercial (RC) District: Review the uses in this
district, located in the Powers Boulevard /Lyman Boulevard /TH 212 area,
including infrastructure improvements financing and review
Comprehensive Plan guiding.

Staff will be addressing each of these goals throughout the year as a part of the
city council's regular work session schedule. Staff is committed to providing
public services in the most efficient manner possible and maximizing the
public's return on their investment.
RECOMMENDATION
Staff recommends approval of the 2012 Key Financial Strategies and that staff
be directed to prepare the necessary information for the city council to review
these goals throughout the year.
