Chief Training & Safety Mark Littfin - Fire Marshal DATE: February 15, 2012 SUBJ: Monthly City Council Update Fire Department Overview: Staffing is at 48 active firefighters as of January 9, 2012. There are three firefighters currently on leave and five new members attending probationary firefighter training. We are focusing on recruiting at both Stations 1 and 2 during the first quarter of 2012. We just learned of one new retiree for this year which was not anticipated. We do expect that three to four additional firefighters may retire or resign in 2012. The story for January 2012 was the weather or the lack there of. January 2012 was the slowest month for call activity in the last five years. No winter leads to no calls. Our normal January is about 50 calls and this year we had 30 calls which is down 40 %. We are still significantly off averages for calls for mid - February as well. January call volume over the last five years: Year No. of Calls 2012 30 2011 49 2010 57 2009 39 2008 51 The numbers have a tendency to average out over the course of the year. The lack of precipitation over the past six months has many fire experts very concerned about wild -land fires. We, along with neighboring fire departments, are prepared for that situation. Statewide planners have begun the pre - planning process in anticipation of a very active grass fire season. A little wind with some early spring heat could create a dangerous combination fueling large scale brush fires. Staff Time (not call related): Our staff time for community events, fire education, duty crew standby, and department meetings are 83 hours for the year compared to 94 hours in 2011, a decrease of 12 %. Training: Training for the month of January was focused primarily on annual compliance requirements, personal protective equipment (PPE /SCBA), safety /right to know, utility emergencies, EMS, and incident command skills. Training hours are at 629 YTD vs 352 in the prior period. Fire Marshal: Fire Investigations: There are no fires to report on which is a good thing. Fire Education: The fire department has started to mail out customer comment cards to residents who requested our service. This could be for a medical emergency, smoke /carbon monoxide alarm, fire call, or helping them with whatever they call 911 for. The cards coming back all have very favorable comments, and if not already, will be shared with the Council and City administration. The comment cards are a tool that we started a few years ago and for some reason got away from using them. Chief Wolff had requested that we start sending them out again. This is one of our best tools for getting feedback from our customers on how well we do or what we can improve on. Fire Inspections: Projects in the City are at various stages of construction. These projects include: K. Hovnanian, Cub Foods remodel, Lifetime Fitness office building remodel on Water Tower Place, Control Concepts, WayTek, Tweet Dental, Primrose Learning Center, Autobahn Motorplex, Bergquist Building, Smartrac, Goodyear remodel, and a few smaller projects. All of these developments are going well. Schools and day care centers have had their inspections completed and we are currently working on conducting re- inspections. Ed and I are continuing to gather names and phone numbers from businesses within the City to add to the fire department computer system for after -hour emergency contact information. Matt Jackson, Ed, and I will be attending the I.A.A.I. (International Association of Arson Investigators) conference in St. Cloud at the end of March.
