Modification to the City Code Concerning On-Street Parking
Attached please find a memo from CSO Jeff Meixner concerning vehicles for
sale in neighborhoods and cars not being moved for several days at a time. Staff
is requesting that the City Council clarify the City Code concerning the parking
of vehicles, materials, and equipment on City owned property. The proposed
ordinance also includes no parking of vehicles on a city street for more than 48
hours without a written permit from the city.
RECOMMENDATION
Staff recommends approval of an ordinance amending Chapter 12 of the
Chanhassen City Code conCerning parking.

RE: New Ordinances
After receiving numerous calls from frustrated citizens in the city, I feel
that these proposed ordinances are neceSsary to help keep a nuisance free
environment in the City of Chanhassen.
In creating these ordinances, I met with a small group of concerned
citizens from the Minnewashta Heights neighborhood. 'They felt, as I do,
that the sale of vehicles in a residential neighborhood has a blighting effect
on the entire neighborhood and on the city.
In addition to the sales of vehicles, I have been receiving an increasing
number of calls about boats and recreational vehicles parked on the street.
At this time there are no clear definitions as to how long a vehicle is
parked on the street. The problem is trying to determine if it is a hazard or
not, so enforcement is fairly vague. I am finding that people are using the
street to store their vehicles rather than their property.
I feel that these ordinances will make enforcement much easier since
limits are clearly defined. If necessary such as in the case of friends
visiting in an RV exceptions can be made by the city.

ORDINANCE NO.
AN ORDINANCE AMENDING CHAPTER 12
OF THE CHANHASSEN CITY CODE
CONCERNING PARKING
THE CITY COUNCIL OF THE CITY OF CHANHASSEN ORDAINS:
SECTION 1. Chapter 12 of the Chanhassen City Code is amended by adding Section 12-
52 to read:
Sec. 12-52: Parking for the Purpose of Advertising or Selling Vehicles or Merchandise.
It is unlawful for any person to park or leave a motor vehicle, boat, trailer, or recreational
vehicle on any public property for the purpose of advertising such vehicle for sale or for the purpose
of advertising for sale or selling merchandise thereon or therein. "Public Property" means streets,
highways, alleys, public right-of-ways, public parks, parking lots open to the public, and municipal
parking lots.
SECTION 2. Chapter 12 of the Chanhassen City Code is amended by adding Section 12-
53 to read:
Sec. 12-53: Material and Equipment in Streets.
No automobile, boat, trailer, recreational vehicle, dumpster, storage container, construction
equipment, construction materials, or landscape materials may be parked or deposited on a City
street for more than forty-eight (48) hours without written permit from the City of Chanhassen.
