Construction Contract
PROPOSED MOTION
"The City Council awards a construction contract for the 2012 Sanitary Sewer
Rehabilitation (VI) Project No. 12 -05 to Minger Construction Inc. in the
amount of $41,932.00."
City Council approval requires a simple majority vote of the City Council
present.
DISCUSSION
The Metropolitan Council is currently monitoring the flow of sanitary sewer from
each city to determine the amount of Infiltration and Inflow (I & I) to the Met Council
treatment plant. If the city exceeds the allowance set by the Met Council, the City
will be surcharged a fee based on the amount flow above the allowed amount. This
project will help prevent I & I from entering the sanitary sewer system.
The 2012 Sanitary Sewer Rehabilitation Project will consist of raising the height of
the castings in low areas to prevent clear water from entering the sanitary sewer
system. The areas being addressed are east of the Chanhassen High School and north
of Lake Susan (see attached map). Two of the manholes which will be raised are
completely submerged. The other manholes which are being raised are submerged
during the spring snow melt or large rain events. Staff feels that this area is a large
contributor of I & I to the sanitary sewer system.

An additional I & I project is also being considered. It would involve the installation of short liners
and grouting of manholes and joints. The project location would be east of the Chanhassen High
School and north of Lake Susan. The reason the projects were bid out separately is due to the work
being completed by different contractors. In the past when we bid the projects together the unit
prices were higher due to one contractor having to find a sub for half of the work. This project
would also be eligible for partial funding from the Met Council grant.
On February 17, 2012, quotes were received and opened. The quotes and engineer's opinion of cost
are shown below:
Timing of construction helped keep the costs down. The work will be completed in the month of
March which is a slow time for contractors.
The low bidder for this project was Minger Construction, Inc. This contractor has completed work
in Chanhassen in the past and their work was acceptable.
Funding for this project has been budgeted for in the 2012 CIP, Project SS -012, and will be paid for
by the Sewer Utility fund. The amount budgeted for 2012 is $75,000. We are also expecting 50% of
this project to be funded with a grant we received from the Met Council.

I Justification I
City staff has identified numerous older sewer lines that are in need of repair. The City of Chanhassen pays the Metropolitan Council for sewage
treatment. Those payments are based on the amount of flow generated by the City of Chanhassen. Surface water and ground water that makes its
way into the system either through breaks, displaced joints, manhole covers, or private connections to the system increase the amount charged to
the City for sewage disposal and increasing the load on the City's lift stations.

efforts may.decrease operational costs, MCES fees and emergency call outs. It is also the City's intent to use connection charges to help fund
those costs. It is the City's belief that as new customers come on line those connection fees should help fund future infiltration problems.

The City of Chanhassen's final municipal I &I grant amount is $78,760. After all the appeals, $349,899 remained un-
allocated. We received requests for $721,357 in additional eligible work. $349,899 : $721,357 = 0.485057. So,
additional grants were funded at 48.5057% of additional eligible costs.

WHEREAS, quotes were received for the 2012 Sanitary Sewer Rehabilitation (U1) Project
No. 12 -05; and
WHEREAS, it appears the quote from Minger Construction in the amount of $41,932.00
is the lowest responsible quote.
NOW THEREFORE, BE IT RESOLVED by the Chanhassen City Council:
1. The mayor and clerk are hereby authorized and directed to enter into a contract with
Minger Construction in the name of the City of Chanhassen for the 2012 Sanitary Sewer
Rehabilitation (1/1) Project No. 12 -05, according to the plans and specifications therefore
approved by the City Council and on file in the office of the city clerk.
