FROM: Alyson Fauske, Assistant City Engineer DATE: February 27, 2012 SUBJECT: 2012 Street Reconstruction Project No. 12 -01: Approve Plans and Specifications; Authorize the Advertisement of Bids 3 PROPOSED MOTION "The City Council adopts the attached resolution approving the plans and specifications for the 2012 Street Reconstruction Project No. 12 -01 and authorizing the advertisement of bids." City Council approval requires a simple majority vote of the City Council present. BACKGROUND At the May 9, 2011 work session, staff reviewed with Council the proposed 2012 Street Reconstruction project. On May 23, 2011, the City Council authorized the preparation of the feasibility study. On November 9, 2011, a neighborhood meeting was held to discuss the proposed project. On December 12, 2011, the City Council accepted the feasibility study and called the public hearing. On January 23, 2012, the City Council held the public hearing and authorized the preparation of plans and specifications. Chanhassen is a Community for Life - Providing for Today and Planning for Tomorrow Paul Oehme 2012 Street Reconstruction Project February 27, 2012 Page 2 DISCUSSION The 2012 project includes the reconstruction of approximately 1.1 miles of streets in the Minnewashta Heights neighborhood. The street segments within the proposed project were identified by the City's Pavement Management software, site investigations and utility problems in the area. The streets in Minnewashta Heights are 40 years old and cannot be cost effectively repaired with minor maintenance such as sealcoats or even a bituminous overlay. These streets were last sealcoated in 1994 and 1999. The streets are in poor condition with an average pavement condition index of 38. A road under 45 typically indicates distress that would require a full - depth reconstruction. The west portion of Shore Drive has a pavement condition index between 52 and 64; however, these scores are artificially high since there are three watermain break patches in this vicinity and this area has been patched extensively. The plat for the area shows the roadway right -of -way is 50 feet wide. The width of the roadways varies from 24 feet to 28 feet wide. The existing road section is bituminous pavement with no curb and gutter. No sidewalk is in the project area and no new sidewalk is The proposed improvement calls for reconstruction of the roadway. The width of the roadway is proposed to be about the same width of the existing streets. Concrete gutter is proposed to be added to this area to improve drainage and help extend the life of the streets. The proposed design includes a modified street section that reduces the amount of sand from 24" to 18" and the amount of Class 5 from 12" to 8 ". These revisions were recommended by the City's soils engineer, Braun Intertec, to provide the same structural strength as the standard street section based on known subsoil conditions. Some trees within the right -of -way but in front of some residential lots will be impacted by the reconstruction work. The plans include the removal of approximately 45 trees within the project area due proposed to be included with the project. Staff will work with affected property owners to minimize the tree removal as much as possible. Sanitary Sewer Improvements Staff has investigated and televised the condition of the sanitary sewer in this area. Approximately 1,600 feet of sewer is proposed to be replaced due to the condition of the pipe. No sanitary sewer backup problems have been recorded in this area; however, a number of pipe sags have been identified and these areas should be replaced at this time. The sanitary sewer services that access these sections of the pipes are also proposed to be replaced between the lateral sewer and the right -of -way. Sanitary sewer pipe replacement will be by the traditional open cut method. The remaining sewer pipe is in good structural condition, although some require mineral removal, grouting and/or lining to reduce the incidence of inflow and infiltration. These minor repair areas are also proposed to be fixed at this time. This work can be done without digging up the pipe. Watermain Improvements The watermain in this area is 40 years old and should be replaced at this time. The mains are made of cast iron and 10 documented breaks have been recorded in this area. Water services between the lateral watermain and the right -of -way is proposed to be replaced, as well as the curb stop. The new watermain is proposed to be eight inch diameter PVC pipe. Staff proposes to include a bid alternate to directionally drill the new watermain. This technology requires excavations at each end of the installation which minimizes the disruption to the ground surface. Open trenches to install the new water services and curb stops would still be required. Directional drill technology is appropriate in this project since only a portion of the sanitary sewer will be replaced by open cut method. Storm Sewer Improvements The Minnewashta Heights plat area is approximately 56 acres in size and the actual watershed within the project area is 32 acres. Currently there is very little stormwater infrastructure or piping system in the area. The majority of the stormwater runoff generated by this neighborhood discharges directly into Lake Minnewashta. The area is fully developed so construction of new stormwater treatment ponds to treat runoff before it discharges into Lake Minnewashta is not an option. The final storm water design is a hybrid of the three options previously presented to the Council. Runoff from Maplewood Court will be piped to the existing stormwater ponds off of Landings Drive, west of the project area. The runoff from the Highway 7 right of way will no longer be conveyed to this pond to provide capacity for the drainage from Maplewood Court. A MnDOT drainage permit application has been submitted and is currently under review. The drainage area map is shown below. Paul Oehme 2012 Street Reconstruction Project February 27, 2012 Page 4 The northern part of Elm Tree and the majority of Dogwood Avenue will continue to drain to Minnewashta Heights Park. There is an existing drainageway on the south side of the park within the treeline. Staff proposes to construct three filtration basins in the area to provide rate control of the runoff. The filtration basin locations were chosen to minimize tree loss; three ash trees are proposed to be removed. The filtration basins will be two to three feet deep and will be planted with shrubs so that landscape maintenance will not be required. Paul Oehme 2012 Street Reconstruction Project February 27, 2012 Page 5 An Iron- Enhanced Sand Filtration system is an underground treatment system that captures suspended solids, particulate phosphorus, and dissolved phosphorus. The iron forms rust (iron oxide) and the dissolved phosphorus attaches to these iron oxides, thereby removing it from the stormwater runoff. This system is also known as the Minnesota Filter because it was developed at the St. Anthony Falls Laboratory at the University of Minnesota. Several communities -such as St. Louis Park and Prior Lake - and watershed districts have used this system successfully for stormwater treatment where standard treatment ponds are not an option. The cross section of the iron filtration system is shown below. Runoff within the storm sewer system will enter into the "Water Quality Manhole ", then into the iron filtration system. The runoff enters the top tier of rock, then through the iron filings, then through another layer of rock before draining exiting the filter through a drain tile system. The draintile will discharge to Lake Minnewashta. Any excess runoff will bypass the iron filing system, into the storm sewer discharge to Lake Minnewashta. Paul Oehme 2012 Street Reconstruction Project February 27, 2012 Page 6 Raingardens (biofiltration areas) are stormwater management practices intended to mimic natural conditions. They treat runoff from smaller drainage areas and promote infiltration, which reduces the volume of water getting to Lake Minnewashta and removes the nutrient load associated with the infiltrated volume. These areas may be planted with a variety of plants ranging from prairie species to a perennial garden to shrubs and mulch. Raingardens have been installed on homeowner properties along Pontiac Circle and Foxford Road and in Lake Ann Park. There are no specific areas within the proposed project area where raingardens would be required. Participation in the raingarden program is voluntary. The raingarden option was presented at both neighborhood meetings and in January, 2012 a letter was sent to owners whose properties drain toward the lake reminding homeowners about the option to have a raingarden installed. Staff has met with three property owners representing four properties to go over their options for a raingarden. Staff anticipates that there will be more interest in raingardens once the project moves forward, which has happened in past projects. The project bid includes the installation of up to 10 raingardens in the project area. Funding for the raingardens is from the Surface Water Utility fund; it is not assessed to the property owners and therefore would not change the per lot assessment. The raingardens are proposed to be bid as an alternate to the base bid of the project. The plans include the installation of St. Anthony Falls Laboratory Baffles (SAFL Baffles) in five of the sump storm manholes. The intent of sump manholes is to provide an area within the storm manhole for solids to settle and limit sediment deltas at storm pond inlets, however during heavy rain events the volume and velocity of runoff through the manhole resuspends the solids. The resuspended sediment is then conveyed to the inlets of downstream water features which decreases the capacity of ponds and requires maintenance in that the sediment must be removed. Forty percent (40 %) of the street improvement costs would be assessed back to the benefitting property owners, per the City's assessment practice. The remaining 60% of the street cost would be a City cost. All of the utility replacement and storm sewer costs will be paid by appropriate City utility enterprise fund. The engineer's estimate has been revised based on the fmal plans. Estimate $1,629,200 $515,460 $227,500 $406,535 $2,778,695 The storm sewer costs are higher than the feasibility study estimate due to adding SAFL baffles to the design and increasing the sump depth in the manholes from two feet to three feet, which increases the efficacy of the SAFL baffles. The cost of the iron filtration system will likely be reduced based on the number and location of rain gardens within the project. It is proposed that the five lots that constitute Minnewashta Heights Park be assessed for the project. The City would pay the assessment for these lots. This is consistent with past projects. The estimated assessments are $6,025.26/lot. This assessment is based on the proposed street section of 18" of sand, 8" of Class 5 and 3.5" of bituminous, as mentioned previously in this report. This modified street section is $927.27/lot lower than the estimated cost for a standard street section. The existing two City -owned street lights on Maplewood Circle are proposed to be upgraded to current standards. Staff s opinion is that since this in an existing system the upgrades should be paid under the street lighting and signal budget and will be completed by Xcel under a separate contract this summer. While proper preventative maintenance extends the life of the street and is cost effective, a street will eventually deteriorate to a point that further maintenance is no longer cost effective.
