City Council approval requires a simple majority vote of those present." DISCUSSION The 2012 project includes the reconstruction of approximately 1.1 miles of streets, replacement of all the watermain, sanitary sewer replacement and repair, and storm sewer improvements in the Minnewashta Heights neighborhood. The bid opening is Friday, March 23, 2012. The final assessment amount is not known at the time this report was drafted; however, it is recommended to call the assessment hearing in order to keep the project on schedule. FUNDING Web Site Special assessments to the benefitting properties are proposed to pay for 40% of www.ci.chanhassen.mn.us the street costs associated with this project. The remainder of the project costs will be paid from the revolving street assessment account and utility funds. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF CHANHASSEN, MINNESOTA: 1. A hearing shall be held on the 23` day of April, 2012 in the Council Chambers at City Hall at 7:00 p.m. to pass upon such proposed assessment and at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment. 2. The city clerk is hereby directed to cause a notice of the hearing on the proposed assessment to be published once in the official newspaper at least two weeks prior to the hearing, and shall state in the notice the total cost of the improvement. The clerk shall also cause mailed notice to be given to the owner of each parcel described in the assessment roll not less than two weeks prior to the hearings. 3. The owner of any property so assessed may, at any time prior to certification of the assessment to the county auditor, pay the whole of the assessment on such property, with interest accrued to the date of payment, to the City of Chanhassen, except that no interest shall be charged if the entire assessment is paid within 90 days from the adoption of the assessment. The property owner may at any time thereafter, pay to the City of Chanhassen the entire amount of the assessment remaining unpaid, with interest accrued to December 31 of the year in which such payment is made. Such payment must be made before November 15 or interest will be charged through December 31 of the succeeding year. Passed and adopted by the Chanhassen City Council this 26 day of March, 2012. While proper preventative maintenance extends the life of the street and is cost effective, a street will eventually deteriorate to a point that further maintenance is no longer cost effective. Rehabilitation projects extend the life of the street. In cases with utility or poor sub grade needs to be replaced or where streets have deteriorated to a point where rehabilitation will no longer be practical reconstruction of the street is necessary. A feasibility study is written to consider the merits of the project and scope of work. Given the highly corrosive soils in the City, water main replacement is an ongoing project in the City.
