CC SUM 2012 03 12 CHANHASSEN CITY COUNCIL REGULAR MEETING SUMMARY MINUTES MARCH 12, 2012 Mayor Furlong called the meeting to order at 7:00 p.m. The meeting was opened with the Pledge to the Flag. COUNCIL MEMBERS PRESENT: Mayor Furlong, Councilman McDonald, Councilwoman Ernst, and Councilman Laufenburger COUNCIL MEMBERS ABSENT: Councilwoman Tjornhom STAFF PRESENT: Todd Gerhardt, Laurie Hokkanen, Paul Oehme, Kate Aanenson and Greg Sticha PUBLIC PRESENT: Laurie Susla 7008 Dakota Avenue PUBLIC ANNOUNCEMENTS: None. CONSENT AGENDA: Councilman Laufenburger moved, Councilwoman Ernst seconded to approve the following consent agenda items pursuant to the City Manager’s recommendations: a. Approval of Minutes: -City Council Work Session Minutes dated February 27, 2012 -City Council Verbatim and Summary Minutes dated February 27, 2012 Review Commission Minutes: -Planning Commission Summary Work Session Minutes dated February 21, 2012 b. Approve Nominees for Park and Recreation Volunteer Service Awards. c. TH 101 Improvement Project 12-06 Between Lyman Boulevard and Pioneer Trail: Approve Final Design Contract with Kimley Horn & Associates. nd d. Pioneer Pass 2 Addition: 1) Final Plat Approval 2) Approval of Development Contract and Plans and Specifications Resolution #2012-13: 3) Approval of Assessment Reapportionment All voted in favor and the motion carried unanimously with a vote of 4 to 0. VISITOR PRESENTATIONS: Laurie Susla, with the Lotus Lake Conservation Alliance, discussed her belief that the plan put forth by city staff is not adequate to prevent an AIS infestation of Chanhassen lakes. She stated the Watershed District is going to be coming forward with additional funding for the City of Chanhassen and the City of Eden Prairie and asked that the City put a little more effort and funding into their plan. CONSENT AGENDA: APPROVE PURCHASE OF AUDIO/SOUND EQUIPMENT, CITY COUNCIL CHAMBERS. City Council Summary – March 12, 2012 Councilwoman Ernst asked for background information on past updates to the audio visual equipment before expressing concern that this project wasn’t on the council’s Key Financial Strategy list as a priority. Councilman Laufenburger moved, Councilman McDonald seconded that the City Council approve a contract with Touchpoint Logic to make upgrades to the City Council Chambers in the amount of $34,061.47. All voted in favor, except Councilwoman Ernst who opposed, and the motion carried with a vote of 3 to 1. CONSENT AGENDA: AWARD OF DESIGN-BUILD CONTRACT FOR LAKE SUSAN SHORELINE STABILIZATION PROJECT. Councilman Laufenburger asked Paul Oehme, the City Engineer/Public Works Director, to provide background information on this project and clarification of the cost breakdown. Councilman Laufenburger moved, Councilwoman Ernst seconded that the City Council approves a design-build contract in the amount of $41,740 to Wenck Associates, Inc. for work to be performed on the Lake Susan Shoreline Stabilization Project. All voted in favor and the motion carried unanimously with a vote of 4 to 0. COUNCIL PRESENTATIONS. Councilman McDonald apologize for not recognizing Councilman Laufenburger at the Cub Foods store re-opening and discussed comments being made by an individual in the newspaper before suggesting he come before the council at visitor presentations to air his concerns rather than in the newspaper. Councilman Laufenburger reminded people of the Chanhassen Redbirds upcoming baseball season and associated activities. ADMINISTRATIVE PRESENTATIONS. Todd Gerhardt provided an update on the new tenants in the old public works building and thanked Councilman McDonald and Councilman Laufenburger for participating in the Cub Foods grand re-opening. CORRESPONDENCE DISCUSSION. Mayor Furlong congratulated Assistant Chief Siems for completing the National Fire Academy’s Executive Fire Officer Program. Councilwoman Ernst moved, Councilman Laufenburger seconded to adjourn the meeting. All voted in favor and the motion carried unanimously with a vote of 4 to 0.
