Phone: 952.227.1140 Fax: 952.227.1110 Park & Recreation At the March 12 work session, staff presented a proposed plan to realign the city's Phone: 952.2271120 voting precincts (Option 1). Staff was directed to look at a second alternative, focusing Fax: 952.227.1110 on proposed precincts 4 and 5. Specifically, the direction was to look at adjusting precincts 4 and 5 as depicted on the attached Option 2, which designates the area around Recreation Center St. Hubert Church (Chanhassen Estates, Hidden Valley, and Summerwood) to include 2310 Coulter Boulevard these voters at the church. From an administrative standpoint, the ideal size of a precinct is between 1,500 and 2,500 voters. Processing 3,000 voters at a precinct is achievable with proper planning, facility, parking and staffing; but it is challenging. During the 2008 presidential election, precinct 7 processed approximately 2,800 voters. In addition to the peak voting times (7 am, the noon hour, and 6 -8 pm), the polling location was very busy all day long. The city is required by law to follow ty q y o o low legislative district boundaries, census block lines and recognizable physical features, and locate polling places within a mile of the precinct. Mr. Todd Gerhardt March 26, 2012 Page 3 Option 1 Pros: • Precinct 5 is smaller to allow for growth. It is estimated that this precinct will approach 2,500 voters in 2015 and 3,000 voters in 2020. • Precinct 4's population allows for some growth, while still maintaining a manageable precinct size. • Those living east of CR 101 and south of Riley Creek and Lyman Boulevard already vote at St. Hubert Church, which will result in less voter confusion. • The polling location for the residential area around St. Hubert Church would move south of Highway 5 to the Public Works building (currently they vote at city hall). Cons: • The residential area around St. Hubert Church would vote at the Public Works Building and not at the church. Option 2 Pros: • The residential area around St. Hubert Church would vote at the church. Currently, these residents vote at City Hall, so moving them south of Highway 5 is desirable. • Residents of Precinct 5 will continue to vote at St. Hubert Church. Cons: • The population of precinct 4 works today, but the majority of future growth is in this area. It is estimated that this precinct will reach 2,500 voters in 2012 and 3,000 voters in 2014. This alignment will result in a precinct that will be difficult to manage for a longer period of time before the next census. Since our last meeting, staff has taken a fresh look at the precincts 4 and 5 to determine other alternatives. None of them work as well as our original proposal. If the council feels it is important that the residents who live around St. Hubert Church vote at the church, the polling locations for precincts 4 and 5 could be switched. RECOMMENDATION Staff recommends that the city council adopt the attached resolution establishing precinct boundaries and polling locations as depicted in Option 1. ATTACHMENTS 1. Resolution 2.
