4. Highway 41 Trail Projects and Pedestrian Underpass — The 2012
Park Dedication Fund CIP includes up to $633,000 as the city's
contribution to the Highway 41 Pedestrian Trail and Underpass project
being administered by Carver County. Bids were opened on Thursday,
March, 15. Twelve contractors submitted bids ranging from a low of
$1,890,801.20 to a high of $2,521,555.16. The low bid, submitted by
Rosti Construction, is $82,467.80 over the engineer's estimate. The
county's engineering consultant is currently analyzing what, if any,
financial impact this will have on the programmed city share of the
project costs. The bid tabulation is attached.
5. Tennis Court Refurbishment Project — Staff is currently developing
final plans and working on a request for proposal document. Cost -
saving measures are being incorporated into the refurbishment work.
Staff will be recommending that the saved dollars be invested in
converting the two Recreation Center tennis courts that are currently
unplayable into four outdoor pickleball courts.
6. Pioneer Pass Park — Pioneer Pass Neighborhood Park is scheduled to be
seeded in late summer with park improvements being put in place the
following year. Staff is currently working with Ryland Homes to
remove a significant amount of excess clay soils that were deposited on
city park property. Ryland Homes has assured the city that they
understand the severity of this issue and will remedy the situation soon.
A subcommittee of the Park and Recreation Commission, comprised of
Commissioners Brent Canon, Steve Scharfenberg, Cole Kelly, Elise
Ryan and Tom Kelly, will be working with Pioneer Pass Park neighbors
to select and install the playground structure.
7. Skate Park Refurbishment — The city's original skate park was
assembled in three phases starting in August of 1999. The condition of
the original equipment is beyond repair due to age and extensive use.
The 2012 Capital Replacement Fund includes $110,000 to refurbish the
asphalt surface at the skate park and an adjoining hockey rink, and
purchase new ramps and jumps. Commissioners Steve Scharfenberg,
Brent Canon and Peter Aldritt have formed a working committee to see
this project through.
8. Rice Marsh Lake Trail Extension — The Rice Marsh Lake trail
extension is an extremely exciting project, made even more exciting by
the fact that the City of Eden Prairie has initiated work on their half of
the extension. Last fall, Eden Prairie constructed a '/2 -mile segment of
the trail extending easterly to a newly installed pedestrian bridge
crossing over Riley Creek. The City of Chanhassen's segment is 3 /4 -mile

in length and, once completed, will leave the final 1/4-mile of trail for the
City of Eden Prairie to construct. Upon completion, this 3 -mile circular
trail around Rice Marsh Lake will afford some of the most spectacular
trail views in the southwest metropolitan region.
9. Riley Ridge Park — Riley Ridge park is currently scheduled to be seeded
in early fall 2013, with initial park amenities being installed in spring
2014. Based upon the current rate of development in this neighborhood,
we will be recommending that this schedule be moved up one year to
better meet the needs of this growing area of the city.
