Fire Department Overview:
Staffing is at 46 active firefighters as of May 29, 2012. There are two firefighters currently on
leave (with one expected to return to work on 5/30/12). Our five new members have completed
their first year training program and are in the process of testing for the state certifications. The
probationary members attended 280 hours of training classes and countless hours of studying and
practicing skills in preparation for the testing. Successful rookies will participate in graduation
ceremonies on July 2' at 7 p.m. at our Station 1. At this ceremony they will receive their "black
hat" which is the standard protective helmets we issue to active firefighters.
We are in middle of the recruitment and hiring season for firefighters at Stations 1 and 2. We do
expect to hire between 5 -7 firefighters in 2012 to accommodate expected resignations or
retirements.
Low call volume appears to be the norm for 2012 currently we are at 131 vs. 173 for 2011.
YTD through April 2012 has been the lowest call volume for the same period in the last five
years.

Year over year total calls are down 22% from 2011, the breakdown of the data shows:
• EMS calls -28 %,
• False Alarms -11 %,
• CO Alarms -60% and
• Structure Fires /Mutual Aid -39 %.
The weather has cooperated as the recent precipitation nullifies our earlier concerns with wild -
land fire exposure.
Staff Time (not call related): Our staff time for community events, fire education, duty crew
standby, and department meetings are at 991 hours for the year compared to 1134 hours in 2011
(This is driven by our shift to more training and less business meetings.)
Training: Training hours are at 2,620 YTD versus 1,065 in the prior period. We recently
completed specialized training utilizing a donated commercial structure by Mr. Ben Merriman.
Earlier this month we had an excellent training opportunity at the structure and logged over 400
personal training hours on topics that we don't typically get to practice on. Firefighters
experienced hands -on learning in:
• vertical ventilation on a commercial structure,
• forcible entry and wall breaching,
• firefighter search and rescue,
• fire sprinkler operations,
• incident command and control,
• on -deck operations and finally
• offensive and defensive fire control techniques for large commercial structures.
Additionally, we provided Fire Officer development and leadership training to our Officer Cadre,
we are very pleased with the progress we are making in this important initiative. We will be
completed our Emergency Vehicle Operations Competencies (Emergency Driving) earlier in the
month and have developed four additional Fire Apparatus Operators.
Safety: We continue to perform on site hazard analysis of our fire stations and recognized some
minor hazards that have been mitigated (removal of debris). We are also continuing our health
surveillance of our members in an effort to meet compliance of various regulations. One minor
injury was reported and a plan has been implemented to prevent future similar occurrences.
Compliance: In February we passed our annual testing of the fire pumps in the fleet. We also
recently conducted our annual ladder testing with an outside vendor that also tests the public
works ladders and boom truck. All ladders are certified for another year.
Community Activities: Firefighters will be assisting with Memorial Day festivities with the
American Legion and City Center Park.
Fire Marshal:
Fire Prevention: With the school year winding down school fire prevention activities will be on
hold until next fall. We are currently offering fire truck rides to school for those families who
purchased these certificates at silent auctions. Between now and the end of the year many of
these certificates will be cashed in. They are extremely popular with the students and parents
alike.
Fire Investigations: There are no fires to report on.
Fire Inspections: Inspections of existing apartments, hotels, and motels will be initiated within
the next month. Other buildings at various stages of construction include Minnetonka Middle
School West, Goodwill Industries, Autobahn Motorplex, K. Hovnanian Townhomes, Kumon
Learning Center, Jump and Jam, Primrose Learning Center, the Canine Club expansion, and a
number of smaller remodeling projects.
