Staffing is at 46 active firefighters as of June 25, 2012. There are two firefighters currently on
leave. Our five probationary members will participate in graduation ceremonies on July 2 nd at
7 p.m. at Station 1. We are in the middle of the recruitment and hiring season for firefighters
at Stations 1 and 2. We do expect to hire between 5 -7 firefighters in 2012 to accommodate
expected resignations or retirements.
Low call volume appears to be the norm for 2012. We are currently at 173 versus 209 for 2011.
We are down 17% for calls and 25% for paid call hours.
Reduction in calls to date:
• EMS calls -23 %,
• False Alarms -14 %,
• CO Alarms -64%
• Structure Fires/Mutual Aid -45 %.
Staff Time (not call related): Our staff time for community events, fire education, duty crew
standby, and department meetings are at 1,177 hours for the year compared to 1,302 hours in
2011.
Training Training hours are at 2,922 YTD versus 1,163 in the prior period.
As we close in on the midpoint of 2012 we have made significant progress in upgrading the
skills and knowledge of our firefighters and officers. We have made a big investment of time
and resources over the past year to improve our operational capabilities and effectiveness while
driving towards creating a culture of safety and risk management.
Department members recently completed specialized training in Emergency Vehicle Operations
where we experienced didactic and hands -on training in driving various emergency fire
apparatus. Part of this training included evasive maneuvers and backing. Fire department
personnel are currently midway through a "benchmark" training program designed to provide
familiarity and competency in all of the departments' equipment — including equipment seldom
used such as our insulation removal device.
The Officer cadre is nearing completion of an Incident Command program called "Blue Card."
This program is an accredited leadership training program that involves fifty hours of online
instruction. Upon completion, our Officers will have the knowledge to safely and efficiently
manage structural fire scenes from a single family residential home to a large, complex
commercial structure. In the near future they will participate in a twenty -four hour hands -on
scenario based program that will hone the skills of incident command management. Recently
Chief Siems became an instructor in Blue Card training. This will decrease our training costs
significantly for Blue Card training.
The training bureau is working with many of our neighboring mutual aid partners to deliver
hand -on firefighter training in July. Collaboration continues with our mutual aid partners for
new recruit fire academy training. We are hoping to receive grant funding that will pay for this
training.
Safety: We continue to perform on -site hazard analysis of our fire stations and emergency
apparatus. We recognized some minor hazards that have been mitigated and are developing
plans to mitigate more complex issues that will have a cost associated with them such as storage
of our flammable liquids. We are also continuing our ongoing health surveillance of our
members in an effort to meet compliance of various regulations.
Compliance: In February we passed our annual testing of the fire pumps in the fleet. We also
recently conducted our annual ladder testing with an outside vendor that also tests the public
works ladders and boom truck. All ladders are certified for another year. Annual hose testing is
scheduled for the early part of the 3` Quarter with FireCatt, a testing service
Community Activities: Firefighters will be assisting with 4 of July festivities by providing
EMS response for the parade and street dance at the City Center Park, along with fire
suppression support for the public and private fireworks displays.
Fire Marshal
Fire Prevention: One of our firefighters, Jason Martagon, has recently built us a portable
kitchen stove fire simulator. When this is completed it will resemble a small kitchen complete
with a working stove and other accessories. It will be used at public functions to illustrate the
extreme danger when water is poured onto a burning liquid fire on the stove. The demonstration
will also include the proper and safe methods for extinguishing a stove fire. The kitchen unit was
made so it can be easily assembled and transported by two firefighters enabling us to bring it to
neighborhoods and apartment complexes for display. Kitchen stove top fires are one of the
leading causes of home fires in Chanhassen, as well as throughout the state.
Fire Investigations: There are no fires to report on at this time.
Fire Inspections: Both Ed and myself are making progress with inspections of existing
buildings. I'm finishing up with hotels, motels, and apartment buildings. Ed is inspecting all of
the restaurants/bars in the City. Inspections of new projects at various stages of construction
include Autobahn Motorplex, Jump and Jam, Primrose Learning Center, Chuck Wagon
Charlie's, Goodwill, Kai's Sushi Restaurant, Minnetonka Middle School addition, ABC Toy
Store, and a few smaller remodeling projects.
