SUB J: Authorize Advertisement for Re-Bidding for Minnewashta Watermain
Loop - Project No. 02-08
REQUESTED ACTION
The City Council is requested to authorize advertisement for re-bidding the plans
and specifications for the Minnewashta Watermain Loop along the south end of
Lake Minnewashta.
BACKGROUND
On May 13, 2002, the City Council approved a work order with Black & Veatch
for the design of the Minnewashta Watermain Loop.
On August 11, 2003, the City Council approved the plans and specifications and
authorized the advertising of bids for the project.
DISCUSSION
Following the 8/11/03 Council meeting, staff advertised bids for the project in
local bulletins, newspapers, and plan rooms for two-plus weeks in accordance
with standard advertising practice. However, no bids were received by staff at the
8/29/03 2pm bid opening. As such, staff is requesting authorization to re-bid the
project. We will be talking to the local contractors to see what can be done to
generate some competitive bidding on the project.
RECOMMENDATION
Staff recommends that the City Council adopt the following motion:
"The Chanhassen City Council authorizes the re-advertisement of bids for the
project."

As you know, the bid opening for the Lake Minnewashta Service Area Interconnection Pipeline
project was held at City Hall on Friday, August 29, 2003. No bids were received for the project.
There were 14 plan holders with 4 of the plan holders being general contractors. This is a typical
number of plan holders and general contractors for a project of this size and is adequate to obtain
a competitive bid. The advertisement period of 2 weeks for this project is also an adequate
period of time for a project of this size. We did not receive any requests for extension of the bid
date from contractors and did not receive any comments or indications that the general
contractors would not bid this project.
We have been able to contact three out of the four general contractors (Northdale Construction,
Machtemes Construction, Inc., and Kusske Construction Co., Inc.) that were listed on the plan
holders list. In general, the contractors indicated that due to the short advertisement period and
their existing busy construction schedules they did not have enough time to put their bids
together, and that the project is too complicated for them to take the additional risk of submitting
a bid without thorough analysis of the project. The project involves several different
subconsultant portions (e.g. directional drilling, tunneling, resurfacing, seeding, and suppliers)
along with careful analysis of placing the pipe along the existing gas pipeline near Highway 41
and working along Highway 5. The contractors suggested providing further breakdown of bid
items in the bid form to aid in defining the different portions of the work and providing a longer
advertisement period.
We suggest that the City re-advertise and re-bid the project with modifications to the bid form to
provide a further breakdown of the various portions of the work. Also, due to the re-bid of the
project and the busy schedules indicated by the contractors, we suggest re-bidding the project
with a single substantial completion date of July 1, 2004.
