Recently the range was closed to accommodate the Lake Susan Storm Water Pond Reconstruction Project. The closure of the range has resulted in numerous citizen inquires about when the range would reopen. Hearing that this would not occur until October at the earliest, some residents inquired about target shooting in their backyard. At least one of these inquiries reached Sergeant Jim Olson of the Carver County Sheriff's Department. Sergeant Olson informed the caller that the discharge of bows is a restricted activity within the city subject to a few different ordinances. In reviewing these ordinances, Sergeant Olson discovered that the archery range did not have the proper exemption from city ordinance restricting the discharge of weapons within parks. To rectify this oversight, I contacted City Attorney Knutson and asked him to prepare an ordinance amendment to permit the discharge of bows at the Lake Susan Park Archery Range. A copy of the proposed amendment is attached. Sergeant Olson is in concurrence with the wording of the ordinance amendment. A location map of the Archery Range is attached. RECOMMENDATION It is recommended that the City Council approve the attached Ordinance Amending Chapters 11 and 14 of the Chanhassen City Code concerning the discharge of bows. Section 11-2(b) of the Chanhassen City Code is amended by adding subparagraph (9) to read as follows: (9) Discharging a bow at an archery range in a City park in accordance with park rules, SECTION 2.
