PUBLIC SAFETY COMMISSION MEETING MINUTES
MARCH 9, 1995
COMMISSIONERS PRESENT: Mayor Don Chmiel, Eldon Berkland, Bill Bernhjelm,
Greg Weber, Brian Beniek, Dave Dummer

I Commissioner Chair Berkland called the meeting to order at 7:00 p.m.
Commissioner Beniek motioned, Commissioner Bernhjelm seconded to approve the 2/8/95 PSC
meeting minutes. All voted in favor and the motion passed.

Captain Ron Holt gave an update of events.
' FIRE DEPARTMENT
Chief Wing commended Fire Marshal Mark Littfin and the rescue crew & police that were
involved with the revival of a man today that was in full cardiac arrest. The person was
transported to Waconia Ridgeview.
' INSPECTION DIVISION
' Building Official Kirchman reported that the number of inspections are down for the month of
February and March. This is typical of this time of year. He expects increased activity this year
' for multi - family dwellings and commercial projects. The new inspector will begin May 1, with
another position beginning in June.
CRIME PREVENTION
Crime Prevention Specialist Koenig reported on her activities to date and upcoming events and
' meetings. Her schedule has included Neighborhood Watch meetings, personal safety talks,
premise surveys, and Operation ID sign -ups. She will speaking with the seniors, participating
at the Eden Prairie Safety Camp this summer, coordinating a bicycle safety program, and also
' working the Chanhassen schools.

Chief Wing reported on the region -wide 800 radio system that shares both the 800 megahertz
channels recently allocated to the metropolitan area. Discussion followed regarding the City of
Chanhassen utilizing this updated technology. Commissioner Weber stated that the City of Eden
Prairie uses this system and it works well.
Director Harr spoke of the 10th Anniversary of the Public Safety Department. Lake Susan Park
has been reserved for participants to picnic, with a brief ceremony and cake & beverages
following. More details will follow at next meeting.
Building Official Kirchman reported on the Volunteer Emergency Management Board which
consists of Director Harr, CPS Koenig, FM Littfin, SS Dunsmore, PSO Zydowsky and himself.
The Board meets monthly, and has coordinated supplies for the EOC station and 2 vehicles. The
EOC manual continues to be updated, and an ad has appeared in The Villager asking volunteers
from the community to assist the Board.
Commissioner Dummer suggested that once the EOC plan has been established, it should be
updated monthly and yearly. Also, it would be a good opportunity for an informational sheet
handout be distributed through CPS Koenig for community involvement.
The appointment of the Public Safety Commission applicants will be addressed at the City
Council meeting on March 13, 1995.
Upon the PSC's request, snowmobile violations will be reported in county statistics.
Fire Marshal Littfin has requested an ordinance amending Chapter 9 of the City Code concerning
fire prevention and protection. It would specifically deal with the permit process of petroleum
tank removal/installation and automatic fire alarms. Plans and permits for which a fee will be
collected would assure a safe removal and installation process. Commissioner Bernhjelm
motioned, Commissioner Dummer seconded, that the Public Safety Commission recommend the
amended changes to Chapter 9 as proposed by FM Littfin. All voted in favor and the motion
passed.
Stable Inspector Carol Dunsmore reported on the proposed ordinance amending Chapter 5 of the
City Code concerning horses /stables. Discussion followed with a recommendation coming from
the floor to add "lamas" to Section 1. The Commission suggested sending the proposed amended
ordinance to horse owners to ask for input for sending it to Council. Commissioner Beniek
motioned, Commissioner Dummer seconded, to table the amended changes until next meeting.
All voted in favor and the motion passed.

Building Official Kirchman discussed the proposed amendment to City Code Chapter 7.
' Commissioner Bernhjelm motioned, Commission Beniek seconded, to recommend approval of
the proposed changes to City Council. All voted in favor and the motion passed.
' Mayor Chmiel motioned, Commissioner Beniek seconded to adjourn the meeting.
