Prepares for Y2K- The Year 2000 Problem
By now we have all been exposed in some way to the "Y2K" issue. The year 2000 issue is something that
can affect all of us; yet it is important to know that we need to prepare for problems and not panic with a
sense of hopelessness.
COORDINATION
Carver County governmental entities are coordinating their efforts. We believe it is important for the
citizens in Carver County to know that Carver County, the cities of Carver, Chamhassen, Chaska, Cologne,
Hamburg, Mayer, New Germany, Norwood Young America, Victoria, Waconia, Watertown; the townships of
Camden, Benton, Young America, Chaska, Laketown, Dahlgren, Hollywood, Waconia, Watertown, Hancock,
San Francisco, and the independent school districts of 112, 108, 110, and 111 are coordinating their efforts in
assessing, evaluating, testing, and preparing for the potential Y2K issue. The entities vary in how long they
have been evaluating and assessing their operations with the range being from a year to three years. Although
every entity is at a slightly different stage in their assessment, evaluation, and testing, we believe we are on
track according to the proposed timetable.
Carver County, the cities of Carver, Chanhassen, Chaska, Cologne, Victoria, Watertown, township of Benton
and Independent School District 112 recently met to discuss ongoing Y2K issues. These entities and the
others will continue to meet on a regular basis in our Y2K efforts.
We have coordinated all our efforts in this large process in order to effectively deal with mitigation and
consequence management issues. The mitigation issues involve assessing, evaluating, and testing hardware,
software and firmware applications in all organizations. This process is ongoing and overall we believewe
are on track with our established timeline. The consequence management issues focus on preparing and
planning for any potential problems. We also believe we are on track with the established timeline in this
area. Carver County has utilized and will continue to utilize resources in the community, region, state, and
nationally throughout this process.
While Y2K is a concern, Can, er County believes that we should look at Y2K as we would any other potential
emergency in the Carver County "Conununity". Examples of other potential emergencies include floods,
tornadoes, winter storms, hazardous materials incidents, or major rites. Planning, preparedness, response
and recovery are all essential components to the emergency management system; however, effective and
efficient preparation for these types of incidents involves individuals, organizations, and the government.
The Carver County "Community" currently has a great deal of coordination and cooperation in the emergency
management area; hoxvever, this potential Y2K issue provides an opportunity to strengthen our system. The
improvement can come at an individual, organizational and system level.
PREPAREDNESS
To date our coordinated cfi'oas include contacts with the utility companies, transportation systems, health
care organizations and other essential services.
Utilities
We have been informed that the utilities companies such as Minnegasco, NSP, US West
Communication, aud Spriut do not believe they will have any more disruptions thm~ on a normal
scrvicc day. This is good information. We will continue ongoing commtmications in this area.
Vehicles
Except for roughly 100,000 EK and Alante Cadillacs built in 1989 no American car should have any
sort of Y2K problem. Specific questions on ),our automobile should be directed to your dealer.

· Evaluate essential computer controlled devices in your home or business that may be affected.
This includes fire and security alarm systems, progrannnable thermostats, appliances, consumer
electronics, garage door openers, electronic locks, and any other electronic equipment in which
an "embedded chip" may control its operations.
· Prepare as you would for any other potential emergency that may affect you or your business.
· DO NOT stockpile many extra cans or barrels of gasoline. This creates a significant potential
fire hazard in 3,our home or business.
· If you plan to use a portable generator, connect the vower from the device directly to the
~enerator and not to your homes electrical system.
ONGOING EFFORTS
A group representing the various entities will continue to meet, discuss, and communicate about these issues
and many others involving the potential Y2K issue over the next several months. One of our goals will be to
continue to provide accurate information to the citizens of Carver County. These Y2K issues provide an
opportunity to strengthen our emergency management system at an individual, organizational and system
level.

Bluff Ordinance Violation
The attached report details a problem we are having with a construction project on
a bluff lot on the south side of Lake Riley. In this case staff met with a landscape
architect who was designing lakeshore access for a homesite at 9701 Meadowlark
Lane. He presented a grading plan in Which he claimed he could reach the
lakeshore with no retaining walls and actually save more trees than a stairway.
Staff had strongly suggested a stairway to the water, but homeowner did not want
stairs due to safety concerns. The applicant cited a prOvision in our ordinance in
which a 30 foot wide clearing could be made parallel to the shoreline to access the
lake. We were assured that the owners had the best intentions for the lake and
wanted to preserve as many trees as possible. The photos detail what was actually
excavated.
A footnote to this story: The resident who called the City to report the bluff
violation, has since called asking for a grading permit to create a path to the lake
along his bluff lot.

Dear Mr. Kerker:
I am writing this letter in regard to the unauthorized work within the bluff zone at
9701 Meadowlark Lane. The City only agreed to issue a grading permit after a
representative from your company demonstrated a reasonable access path to the
lake was possible without extensive grading and retaining walls. The work that
has been completed to date is in violation of the City's bluff protection ordinance.
The first and most immediate concern of the City is to prevent erosion into Lake
Riley and any further damage to the bluff slope. There is to be no further
excavation or construction of retaining walls until proper authorization is given
from the City or the DNR. Silt fence and erosion control must be maintained until
the site has re-established vegetation.
The second issue that must be addressed before a mitigation can occur are the
retaining walls. Any retaining wall built in the City of Chanhassen over four feet
in height needs to be engineered and the specifications must be approved by the
City's Public Safety Department before construction. There have been 11 to 12-
foot high retaining walls constructed along the bluff and, based on the grading,
future walls could reach to 15 feet in height. As stated previously, we want to
minimize the damage, however, these walls pose a serious safety threat if they
have not been designed and built to support the vertical soil load. A licensed
structural engineer must sign an affidavit to endorse the stability of these walls
and provide the necessary calculations to support his opinion. If they are not
stable, a grading plan needs to be submitted in which soils are returned to the path
so that the wall heights meet City building codes.
The third issue that must be addressed is revegetation. A site assessment by Jill
Sinclair, Environmental Resources Specialist, found that most of the existing
understory has been removed from the bluff. The trees remaining have suffered
severe root damage and wounding to the trunks and branches. Trees located
between the path have been covered with up to four inches of soil. The
compaction and oxygen depletion caused by this activity is generally fatal to trees.
While these trees may leaf out in the spring, they will decline and eventually die
due to the path construction. It is imperative that tree and shrub replacement
plantings take place, yet this sPring if possible, since bluff stabilization depends
on the root mass of these plants. Until the tree and shrub plantings are
established, a herbaceous layer is necessary to protect the soil from erosion. This

cover crop should be seeded and stabilized with an erosion control blanket. Lawn
seed is not appropriate for this. We recommend that a revegetation plan include
sugar maple, ironwood and basswood trees and pagoda dogwood, serviceberry
and nannyberry shrubs.
This is the course of action we expect you to take. First, have a structural
engineer look at the walls and give his assessment on their stability. Second,
submit a revised grading plan based on the engineer's report of the walls and a
revegetation plan that shows what species of trees are being planted, where they
are being planted, and how you plan to establish a cover crop. Included with this
plan will be a timetable and completion date. Erosion control must be maintained,
especially in the areas where there are large cuts in the soil. This plan must be
approved by the City and the MN DNR prior to implementation. Demonstration
that the plan is being constructed must be provided before the City will sign a
Certificate of Occupancy for the home.
Finally, as we stressed in previous meetings, when your company inquired about
access to the lake from this property, it was highly recommended that stairs be
constructed down to the lake. Based on what has occurred in trying to make a
path, we believe that a stairway is the only reasonable option for lake access.

ice removal at this location. All of you can be proud of your accomplishment.
The city and school struggled through several seasons of poor service from two
separate private contractors prior to your assuming these duties. To your credit,
the frustrations and safety issues we. were formerly faced with no longer exist.

I wish to commend Dale Gregory, Park Superintendent, and the public works staff for the
outstanding job that has been done at the Bluff Creek Elementary/Chanhassen Recreation
Center site with winter maintenance and snow removal.
Winter months in Minnesota always provide challenges with regard to snow removal on
roadways, parking lots, and sidewalks. Mr. Gregory has seen to it that the site was
serviced conscientiously and in a timely manner. There are many demands placed Ul~On
the departments in a growing community such as this.
These departments and the individuals responsible are a credit to the City of Chanhassen.

Dear Ms. Benson:
I appreciated our discussion yesterday concerning the impacts and planning that are involved with the TH 212
routing. Because of our location, we have a vested interest in the outcome.
I have seen what freeways can do to disrupt neighborhoods and change the shape and face of communities. As a
relatively new citizen of Chanhassen, I am also aghast at the traffic and road rage that I see on TH 5. While the new
highway may help to alleviate this problem, it will undoubtedly also contribute to the growing gridlock and sprawl
that the outward expansion of our major arterials make possible.
One cannot stop growth, but it can be directed, ! believe, through a more comprehensive and integrated look at the
many factors--mix of housing, schools, transportation alternatives, etc. It looks like Chanhassen is attempting to
address some of these issues in its new comprehensive and strategic plans. That's good.
I am an ardent supporter of public transportation, in all its modes. My daily commute to St. Paul starts at the
Chanhassen Park N Ride. I also sit on the SW Metro Riders Committee. I am very pleased with the pro-active
measures they are taking to increase commuter use of buses--both to and from Chanhassen. Currently, I am on the
DNR Transit Committee where I am working to get DNR on board the Metropass program. Our sister agency, the
PCA, joins it in April.
At DNR Waters, I have served in a number of positions from area hydrologist (like Ceil Strauss) to Shoreland
Management Supervisor and Environmental Review Coordinator. I established DNR as the state sponsor for the
national Project WET (Water Education for Teachers) Program. Currently, I am working in ground water and water
availability assessment.
As I indicated to you, I would be interested in working on a citizens' committee (perhaps on transportation or
natural resources/environment). I might also be able to help out with the water conservation education you are
planning. I understand that the City of Savage is providing prairie seed mixes to some of its new enterprises along
Eagle Creek in an attempt to establish more natural vegetative cover along the creek. Perhaps in conjunction with
the Arboretum, we could establish some demo plots of prairie vegetation and provide seed mixes and advice to
landowners to encourage "mini-prairies" in some of our neighborhoods? This would help reduce the need for
summer sprinkling that is a major demand on our water supply. I would suggest similar plantings along TH 212.
I look forward to finding ways in which I can work with the City to help make it both an attractive and sustainable
place to live.

Chanhassen Water Tower Located in the Arboretum Business Park
Dear Mr. Olin:
I have had the opportunity recently to meet with your landscape architect. Mr. James Robin. to
discuss a color preference for the new City water tower being constructed in the Arboretum
Business Park. Mr. Robin has been most helpful and has done a fine job of presenting the
color samples in a manner that will afford the most real condition view of the colors in an
outdoor situation. Mr. Robin informed me at a meeting on March 18th that in his opinion the
Tnemec High Performance Coating, Color PA 40 (Blue Illusion) would give the best tank to
sky color compatibility under the varying light conditions. Mr. Robin indicated that he would
be meeting with you again to confirm a color choice selection as soon as possible.
The timing of this decision is now becoming more critical in avoiding delays to the contractor,
which in turn would delay the completion of this very much needed water storage facility. The
contractor needs the City to confirm a color choice by the end of March so that the paint
production can be ordered, produced, and delivered to keep in line with the project schedule.
City staff would accept Blue Illusion as an acceptable color for the water tower, if you so
choose. Please provide me with confirmation of your color choice by no later than Wednesday,
March 3 I. 1999. Thank y'ou in advance for 3'our time and attention to this matter.

WHEREAS,
Contract AEreement '
The city of Chanhassen (hereinafter called the "city") is in
agreement for West Hennepin Community Services, Inc. (hereinafter
called the "contractor") to provide adaptive recreation services for
children and adults with developmental disabilities.
WHEREAS,
West Hennepin Community Services, Inc. and the four Western
Communities did contend that a part-time professional will coordinate
programs for persons who have developmental disabilities.
WHEREAS,
The city desires that West Hennepin Community Services, Inc. provide
such a coordinator:
1. The contractor shall perform all the services of this agreement,
as described in the proposal.
2. The payment shall be $2,000.00.
3. The method of payment shall be:
Annually $500.00 Quarterly Other
Semi-Annually Monthly
4. This agreement shall be in force and effect for a period of one-
year commencing on January 1, 1999.
