SUB J: Assessment Hearing for Lake Drive West Street and Utility
Improvement Project No. 98-16
This is the assessment hearing for the Lake Drive West Street and Utility
Improvement Project No. 98-16. This imprOvement project was petitioned for by
Traden, LLC and Redmond Products, Inc. to construct Lake Drive West from
Powers Boulevard to Audubon Road. Traden, LLC will be refunded $4,410 for
security prOvided for preparation of the feasibility report. As required by State
Statute, public notifications were published in the local newspaper and direct
mailings sent to assessed property owners (see attachments). As of the printing of
this City Council packet, no written objection have been received to this
assessment roll.
The total project cost to be assessed to $1,463,174.30. The assessments are 10 to
15 percent lower than the amounts estimated for the feasibility report. The street
and storm sewer construction costs for the final assessment roll are $157.17 per
assessable foot versus $192.08 as presented in the feasibility report. This
reduction is due to both favorable street construction bid prices and the
elimination of the retaining wall construction on the west end of the project. The
principle assessment/benefit methodology from the feasibility report has remained
unchanged.
The project engineer, Mr. Phil Gravel of Bonestroo & Associates, will be at the
public hearing to provide a presentation of the overall project and special
assessment schedule. At the close 0fthe assessment hearing, if there are no
relevant questions or concerns which require further investigation, I recommend
the assessment roll for the Lake Drive West Street and Utility'Improvement
Project No. 98-16 be adopted at a term of 8 years at an interest rate 8%.

(Project No. 98-16). Assessment methods and applications are _consistent with tho~
presented in the Feasibility Report for the project. The total amount proposed to
assessed is $1,463,174.30.
The proposed assessments are 10 to 15 percent lower than the estimated amounts in t~
Feasibility RePort. The decrease is the result of lower than expected street.constructio~

Notice is hereby given that the Chanhassen City Council will meet at 6:30 p.m. on
Monday, October 25, 1999, at the City Hall Council Chambers to pass upon the proposed
assessments for Lake Drive West, Improvement Project No. 98-16. Abutting properties
and those properties deriving benefits from this project are proposed to be assessed.
Specifically, properties in Section 14, T116, R23, are proposed to be assessed which
include:
Chanhassen Lakes Business Park 7th Addition
Chanhassen Lakes Business Park 8th Addition (as proposed)
PID 25-0140200 (Lake Susan Hills)
PID 25-4030560 (Sunset Ridge Park)
The proposed assessment roll is on file for public inspection at the office of the City
Engineer. The total amount to be assessed is approximately S1,463,174.30. Written and
oral objections to the amount of the proposed individual assessment and adjourn the
meeting upon such further notice to the affected property owners as it deems advisable.
An owner may appeal an assessment to the District cou~ pursuant to Minnesota Statute
429.081 by serving notice of the appeal upon the Mayor or City Clerk of the City of
Cb. anhassen within 30 days after the adoption of the assessment and filing such noti?.e

days after the assessment hearing date. These payments may be made in person or may
be mailed to Chanhassen City Hall, 690 City Center Drive, P.O. Box 147, Chanhassen,
MN 55337, Attention: Treasurer. Please indicate the parcel number on your check.
Partial prepayment of the assessment is permitted.
If you elect not to pay the full amount within thirty (30) days after the hearing date, the
assessment will be spread over eight (8) years, with installments appearing on your real
