Assessment Hearing for Stone Creek Drive Improvements (North
of Coulter Boulevard) - Project No. 98-15
This is the assessment hearing for the Stone Creek Drive Improvement Project
No. 98-15. This imprOvement project was petitioned for by Bluff Creek Partners
and Family of Christ Lutheran Church. Bothpetitioning property owners will be
refunded $347.50 for security provided for preparation of the feasibility report.
As required by state statute, public notifications were published in the local
newspaper and direct mailings sent to assessed property owners (see attachments).
As of the printing of this City Council packet, no written objections have been
received to this assessment roll.
The total project cost to be assessed is $318,700. This cost is 2.4% higher than
the estimated amount in the feasibility report for the project. This increase
resdlted from the addition of storm sewer improvements requested by the
petitioning property owners and higher than estimated actual bid prices. The
principal assessment/benefit methodology from the feasibility report has remained
unchanged.
The project engineer, Mr. Phil Gravel ofBonestroo & Associates, will be at the
public hearing to provide a presentation of the overall project and special
assessment schedule. At the close of the assessment hearing, if there are no
relevant questions or concerns which require further investigation, I recommend
the assessment roll for the Stone Creek Drive Improvements (North of Coulter
Boulevard), Project No. 98-15 be adopted at a term of 8 years and an interest rate
of 8%.

Notice is hereby given that the Chanhassen City Council will meet at 6:30 p.m. on
Monday, October 25, 1999, at the City Hall Council Chambers to pass upon the proposed
assessments for Stone Creek Drive (north of Coulter), Improvement Project No. 98-15.
Abutting properties and those properties deriving benefits from this project are proposed
to be assessed. Specifically, properties in the N ½ Section 15, T116, R23, are proposed
to be assessed which include:

PID 25-1210030, Bluff Creek Corporate Center Outlot C
The proposed assessment roll is on file for public inspection at the office of the City
Engineer. The total amount to be assessed is approximately $318,700. Written and oral
objections to the amount of the proposed individual assessment and adjourn the meeting
upon such tVrtl'..er notice to the affected property owners as it deems advisable.
An owner may appeal an assessment to the .District court pursuant to Minnesota Statute
_9.081 by serving notice of the appeal upon the Mayor or City Clerk of the City of

of Coulter) on Monday, October 25, 1999, at 6:30 P.M., in the Council

be assessed includes parts of the N V2 Section 15, T116, R23. The total
amount of the proposed assessment revenue is approximately $318,700.
Your assessment has been calculated in accordance with the City

days after the assessment hearing date. These payments may be made in person or may
be mailed to Chanhassen City Hall, 690 City Center Drive, P.O. Box 147, Chanhassen,
MN 55337, Attention: Treasurer. Please indicate the parcel number on your check.

If you elect not to pay the full amount within thirty (30) days after the hearing date, the
assessment will be spread over eight (8) years, with installments appearing on your real
estate taxes beginning next year. Interest will be included at the rate of eight (8) percent
