All of these properties are within the Municipal Urban I Service Area (MUSA); however, trunk sewer and water are not currently available. Some of the senior Council members may recall that a much smaller version of this project was studied I approximately two years ago. However, at that time it was determined that there was not enough properties in support of the project to make it financially feasible. The project support is much greater now. i The petitions submitted specifically request public improvements consisting of trunk sanitary sewer and watermain. However, based on the existing condition of Lyman Boulevard from Trunk I Highway 101 east to Lake Riley Boulevard and the fact that more than 150 acres of development are being proposed adjacent to Lyman Boulevard, staff believer; that a reconstructed and upgraded road facility is an imperative element of this overall capital improvement project. I have asked the consulting engineering firm of Orr - Schelen - Mayeron & Associates (OSM), who prepared a previous utility study in this area, to submit a cost proposal to conduct this feasibility 1 study. Based on previous work, OSM is intimately familiar with a great deal of background in this area of Chanhassen and is a logical choice to conduct this study. The feasibility study estimate is based on a percentage fee of the basic contract fee which is ultimately based on a I "ballpark" cost for the project which is in the neighborhood of $3,000,000.00. The cost for the feasibility study is estimated to be $34,400.00. The scope of this project is significantly larger than the previous study conducted; however, OSM has indicated that if information from the 1 previous study is able to be implemented with this study, there will be some cost savings which would reduce the anticipated fee. 1 1 I , 1 ` Don Ashworth November 3, 1993 1 Page 2 I Based on the significant land area amassed in association with the petitioning property owners /developers for this capital improvement project and the fact that OSM has the background and experience in this area of the City, it is staffs recommendation that the City Council I authorize the feasibility study for the Lyman Boulevard Street and Drainage Improvement Project (from Trunk Highway 101 east to corporate limits) and the Lake Riley Area Trunk Utility Improvement Project No. 93 -32 to be conducted by OSM at a contract fee of $34,400.00 I contingent upon the owners of the five properties represented by the petition entering into an agreement with the City and escrowing or securing the cost for the feasibility study based on a proportionate share of land area involved in the project as follows: Al Klingelhutz - $8,300; John 1 Klingelhutz - $9,600; James Dolejsi - $5,900; Robert Rogers - $3,400; and James Curry - $7,200. jms I Attachments: 1. The following is the basis used to estimate the fees for this task. • Estimated Construction Cost $3,000,000 1 Estimated Basic Fee $162,000 -5.4% of Construction Cost per 1983 I Contract for Engineering Consulting Services Estimated Fee for Feasibility Study $32,400 I -20% of Basic Fee per 1983 Contract for Engineering Consulting Services I Estimated Fee for Hourly Services - Preliminary Assessment Rolls $2,000 I This estimate is based on fee percentage for a single construction project. The final fee will depend on the number and size of the construction projects. OSM studied portions of this project in 1991 and 1992. These studies may be of some benefit in developing the I Feasibility Report.
