SUBJ: , Authorize Preparation of Feasibility Study for Trunk: Highway 101 Trail P tY Y g Y Project from Pleasant View Roil to West 78th Street 1 Project No. 88 -22B -6 y , I .t Back in the early spring of this year at a City Council meeting during which the project plans and construction contract were approved for the Trunk Highway 101 North Leg I Project, Councilman Mark Semi raised some concern that a number of residents on the east side of Lotus Lake had spoke with him expressed need for the installation of a trail along the west side of Trunk Highway 101 which weld connect into the downtown non - 1 vehicular travel, system. This future "trail has been a defined element of the City's overall comprehensive trailway system for some time now and i the last remaining segment to be constructed in the 1990 -199 z timeframe. As a result, tall has worked with the Trunk I Highway 101 North Leg project engineer, Mr. Jon Horn of BRW, to perform a brief "scoping study" to investigate and outline, from visual inspection, what some of the impacts might and constraints ght be -if this were to :proceed S ubsequent to the ticoping study - effort, staff and the project engineer , have held two informational neighborhood meetings with the _property owners located "east of Lotus Lake I from Pleasant View Road south' to South Shore H rive. -,K great deal of constructive discussion occurred at both of these meetings rod Horn has done an excellent job of summarizing the key issues of discussion that raised by residents (see attached). In summary, there was a great deal of support 1 . ven by residents for the City to proceed with doing a detailed feasibility study this proposed trailway project. However, many of the supporters did not live along Trunk Highway 101 and therefore had no direct property 1 impact with the construction of the trail. It also was apparent that a number of property owners along Trunk Highway 101 were concerned as to where the trail would be located, how existing drainage ditches would be dealt with, whether existing mature trees which I 1 v s 4ir PRINTED ON RECYCLED PAPER 1 1 Don Ashworth May 19, 1993 1 Page 2 ' provide screening from the highway would be lost and potential hazards when ingressing or egressing their driveways. As was explained to the residents, many of these issues of concern raised are valid; however, they realistically cannot be addressed properly without ' doing a detailed feasibility study whereby the entire trailway area can be surveyed and preliminary drawings prepared to show each individual property owner how trail impacts and their concerns would be mitigated. ' Over the past few weeks Parks and Recreation Director Todd Hoffman has met with a number of property owners along Trunk Highway 101 to gain further input and ' understanding of their individual concerns. Staff would propose that, as a part of the feasibility study, further individual meetings be held with the property owners along Trunk Highway 101 to insure a clear understanding of their concerns and then revisit these 1 property owners when a preliminary draft of the study is available to explain how their concerns would be addressed. This would all take place prior to the City Council holding a public hearing on the feasibility study. At this time, ballpark estimates of a project cost to p p � st t construct this improvement project range from $200,000 to $300,000 depending on the extent of right -of -way acquisition, retaining wall construction, tree replacement and landscape screening. The completed feasibility study will provide a much more defined project cost estimate along with some suggested methods of ' financing. I have asked Jon Horn to prepare a proposal for performing this feasibility study given the information that is known to date from the scoping study and information from discussions which have taken place at the neighborhood meetings. The feasibility study is proposed to be completed at an hourly basis within the framework of the standard services contract with ' a not -to- exceed amount of $18,500. The feasibility study is expected to take approximately six weeks to complete. Based on the brief scoping study review and discussions held at the two informational neighborhood meetings, it would seem appropriate for the City to at least move ahead to complete a detailed feasibility study on this proposed trail improvement project to further ' define impacts and corresponding mitigation of this project and associated costs and method of financing. It should be noted that authorizing the preparation of a feasibility study in itself is not formally ordering this improvement project. That decision would take place following a public hearing at the completion of the feasibility study. It is therefore recommended that the City Council authorize the preparation of the feasibility study for the proposed Trunk Highway 101 trail improvement project from Pleasant View Road south to West 78th Street in accordance with the proposal dated April 14, 1993 with a not -to- exceed amount of $18,500. 1 1 Don Ashworth 1 May 19, 1993 Page 3 PARK AND RECREATION DIRECTOR'S COMMENTS: Councilman Senn and Park and Recreation Commissioner Andrews, in addition to Charles and Jon Horn, have brought this issue to the forefront in good faith and with the interest of the public in mind. We are not naive to the fact that as with most public improvement projects an element of controversy exists. Even though the majority of those present at the meetings favored the project, those opposed or holding concerns were acknowledged and treated with respect. Preliminary Plans Preliminary Plans will be prepared for the trail construction 1 utilizing the topographic survey information. The preliminary plans will include the preparation of cross— sections to further determine the need for retaining walls, tree removals and temporary 1 or permanent easements along the trail. 3. - Homeowner Meetings _ 1 After the preparation of the preliminary plans, individual meetings will be held with residents along TH 101 to discuss possible project impacts on. their property. Design alternatives will be discussed with thehomeowners to try to determine a trail design that would minimize their concerns. For the purposes of this proposal, it has been assumed that two separate meetings will be held with 10 homeowners along TH 101. ' 4. MN /DOT Coordination If the project proceeds to final design and construction, a Limited 1 Use "Permit will be required from the Minnesota Department of Transportation (MN /DOT) since the trail will be constructed within MN /DOT right -of —way. The preparation of the feasibility study will include meetings with MN /DOT right —of —way personnel to determine MN /DOT criteria and concerns for the construction of 1 the trail. _For the proposes of this proposal, it has been assumed that 'two, meetings will be held with MN /DOT personnel. , 5. Wetland - Im acts - P • The scoping 'study for :the trail identified three possible areas of 1 wetland - disturbance resulting from the proposed trail construction. .
