J SUBJ: Monthly City Council Update Fire Department Overview: Staffing is at 50 active firefighters as of September 27, 2012. There are no firefighters currently on leave and four new members attending probationary firefighter training. Firefighter Dave Carlson announced his retirement after 23 years on the department effective 10/15/12. Dave is our third retirement announced this year to date. Through September 13 of this year we are at 337 calls vs. 396 for 2011, we are down 15% for calls and 13% for paid call hours. Staff Time (not call related): Our staff time for community events, fire education, duty crew standby, and department meetings are at 2,017 hours for the year compared to 2,429 hours in 2011. Training: Training hours are at 4,286 YTD versus 2,804 in the prior year. Training continues to be a focused priority for the Chanhassen Fire Department. Recently four recruits completed their Emergency Medical Responder (EMR) classes and have passed the state registry. They are now qualified to begin responding on medical emergencies and are allowed to be a third responder on these types of calls during their probationary period. Additionally, they began the next phase of recruit training learning fire suppression activities. We are participating in a joint recruit training class with the Eden Prairie, Bloomington, Hopkins, Minnetonka, and Edina Fire Departments. Regular members have been busy training on hose streams, nozzles, search and rescue techniques, and vehicle extrications. Chief Officers will participate in Incident Command (IC) training. This will enhance our situational awareness and incident management skills in residential, multi - residential, commercial, and "big box" command capabilities. Safety: Safety remains a top priority for the Chanhassen fire department. Recently, we had two reportable incidents. The first was a tooth injury that occurred during training. A broken piece of equipment was identified as a contributing factor and has been replaced. The second was a minor scuff to a bumper on a response vehicle that occurred during a mutual aid fire. No corrective actions were required. The fire department will participate this year in the nationwide "safety stand - down." An entire training night will be devoted to recognizing the importance of safety in the fire service. Safety stand -down was first developed by the military as a means to enhance the cultural shift towards safety. We will be concentrating on crew resource management, situational awareness, and the importance of everyone being a safety advocate at emergency scenes. October training activities will be dedicated to life safety initiatives and fire prevention. Compliance: Annual ladder, pump and hose testing has been completed. We recently started testing our PPE with a verified ISP — Gear Wash Inc. We have tested approximately 2/3's of the PPE and about 25% have failed the standard. We anticipate that we will be able to manage replacing the failed gear within our current expected allocation spread over time using the inspection vendor to ensure we stay in compliance. Our annual Health Surveillance program continues for our members. SCBA testing will occur in the fall. Community Activities: The Chanhassen Fire Department along with members of the Windschitl and Wiborg families will attend the dedication of the Minnesota Fallen Firefighter Memorial on September 30 of this year. The ceremony will start at 2 p.m. at the State Capitol. Fire Marshal Fire Prevention: The Fire Department took an active role in this year's National Night Out program. We had four fire rigs on the road with 13 firefighters visiting the various neighborhoods. Parents as well as kids loved looking and climbing on the trucks. This is one of our favorite events that we participate in. The public relations and goodwill is tremendous. It's nice that our residents can see us and visit with us in non - emergency times. The biggest surprise to most residents is that we are a volunteer (paid -on -call) and not a full -time department. Once we explain how the volunteer organization works and responds, they seem pleasantly surprised and relieved. In the next few weeks we will begin preparation for our annual open house and fire prevention week activities with our schools. Fire Investigations: There are no fires to report on this month. Fire Inspections: Re- inspections are currently under way at the apartments and hotels /motels located within the City. All are complying just fine. There are new projects at various stages of construction which include Jump and Jam, Primrose Learning Center, Autobahn Motorplex, K. Hovnanian Town Homes, Minnetonka Middle School West classroom addition, Goodwill, Chuck Wagon Charlie's, Kai's Sushi, Afnitech Inc., Liberty Townhomes, Bergquist building remodel, Lifetime Fitness office annex, and numerous smaller remodeling projects.
