WS 2012 09 10 CHANHASSEN CITY COUNCIL WORK SESSION SEPTEMBER 10, 2012 Mayor Furlong called the work session to order at 5:30 p.m. COUNCIL MEMBERS PRESENT: Mayor Furlong, Councilman McDonald, Councilwoman Tjornhom, and Councilman Laufenburger COUNCIL MEMBERS ABSENT: Councilwoman Ernst STAFF PRESENT: Todd Gerhardt, Laurie Hokkanen, Kate Aanenson, Paul Oehme, and Greg Sticha PUBLIC PRESENT: Matthew Winterer 2210 Melody Hill, Excelsior Rick Dorsey 1551 Lyman Boulevard Jeff Fox 5270 Howards Point Road, Excelsior FINAL REVIEW OF PRELIMINARY 2013 BUDGET PRIOR TO SETTING THE PRELIMINARY LEVY. Greg Sticha reviewed highlights from the power point presentation that will given at the regular City Council meeting. Councilman McDonald asked for clarification on the commitment to the health care contract and the $13,000 amount. Greg Sticha continued with the presentation by reviewing a salary increase comparison chart with key financial cities, and changes made since the last city council meeting where staff identified a list of $75,000 worth of expenditure reductions that will have no significant impact on service levels. He reviewed the 3 scenarios proposed by staff and impacts on the average home before recommending that City Council use Scenario #2 when setting the preliminary levy. Councilwoman Tjornhom asked staff to present the slide showing proposed reductions needed to get to Scenario #3 at the regular meeting. 2013 STREET IMPROVEMENT PROJECT. Paul Oehme handed out an exhibit of past road project before reviewing the purpose and need, details of proposed work, budget and proposed 2013 schedule for the street reconstruction project in the Greenwood Shores neighborhood. Mayor Furlong asked about inflow/infiltration issues. Councilman McDonald asked if there were any drainage issues that needed to be addressed in the Greenwood Shores neighborhood. Councilman Laufenburger asked about scenarios if funding is not available in the future. Paul Oehme reviewed the analysis of average PCI’s throughout the city currently and historical average PCI rating chart from 2005 through 2017. Councilman Laufenburger asked if streets are being repaired fast enough to keep up with demand, clarification of the sequence of criteria used in picking neighborhood projects, erosion control planning during construction, and what happens if the City doesn’t invest the proposed $1.8 million. Councilman McDonald asked for clarification of the average PCI rating chart. Mayor Furlong asked staff to discuss funding for street and trail projects. Todd Gerhardt explained funding from different possible sources i.e. capital replacement fund, cable TV fund, potential sale of the old public works building or bonding for road projects. He explained his belief that there are enough reserve funds to put money towards streets and the third fire station in the future without drawing down the reserves too much. Councilwoman Tjornhom asked about funding sources for the third fire station. Mayor Furlong discussed the use of available reserve funds to reinvest in the community rather than having that money sit in a bank collecting interest. Councilman McDonald asked about the amount of City Council Work Session – September 10, 2012 money that should be in reserves to maintain the AAA bond rating. Council members concurred to direct staff to look at the use of addition funds to invest into future street projects for council to evaluate at the th Oct 8 meeting DISCUSS THE PROCESS FOR CONSIDERING NAMING A PUBLIC FACILITY AFTER AL KLINGELHUTZ. Todd Gerhardt reviewed the City policy on naming of public facilities, explaining staff has submitted application to rename the Hilltop picnic shelter to the Al Klingelhutz Picnic Pavilion. He explained the need for City Council direction to hold a public hearing to get the process moving. Councilman Laufenburger reviewed the criteria used in renaming public facilities. Councilwoman Tjornhom asked if the Park and Recreation Commission should look at this request. Todd Gerhardt explained that was not necessary. Council members directed staff to continue with the public hearing process.
