BOX 147 • CHANHASSEN, MINNESOTA 55317 (612) 937 -1900 • FAX (612) 937 -5739 1 MEMORANDUM I TO: Don Ashworth, City Manager \\-> FROM: Charles Folch, Director of Public Works /City Engineer ' 1 DATE: November 18, 1993 1 SUBJ: Approve Resolution Supporting the Cooperative Agency Request for the Installation of a Traffic Control Signal at the Intersection of Trunk Highway 5 and C.S.A.H. 19 (Galpin Boulevard) in Chanhassen 1 Project File No. 93 -26 1 For some time now there has been a concern shared by both residents and the local, County and State road authorities for the safety aspects at the intersection of Trunk Highway 5 and C.S.A.H. 19 (Galpin Boulevard) in Chanhassen. Each year, the total volume of traffic carried by Trunk I Highway 5 through Chanhassen increases significantly. In addition, development of the land area quadrants adjacent to this intersection is expected to substantially increase the Galpin Boulevard I daily traffic volumes. In fact, currently in progress or near -term proposed development in this area consists of approximately 360 single- family homes, 230 multi - family units and an elementary school. This anticipated growth in the area will not only increase the safety concerns at this I intersection but also reduce the operational level of service. Given the lead time necessary in accomplishing the installation of a traffic control signal on a 1 trunk highway, City staff concurs with Carver County on the urgency of this issue and the need to initiate the process by formally requesting that the Minnesota Department of Transportation to support the installation of this traffic control signal and enter into a cooperative agency I agreement with Carver County and Chanhassen to accomplish this work. I have attached a City of Chanhassen resolution supporting Carver County's request to the State of Minnesota Department of Transportation along with a copy of the draft letter to the State Aid Engineer. I Once the agency agreement is executed, the process will proceed with the preparation of a formal signal justification report. Draft letter to MnDOT. c: Dave Hempel, Assistant City Engineer Roger Gustafson, Carver County Engineer 1 Dave Warzala, Barton - Aschman Associates, Inc. 1 1 1 1 1 1 1 1 1 1 1 1 1 CITY OF CHANHASSEN CARVER AND HENNEPIN COUNTIES, MINNESOTA DATE: RESOLUTION NO: 1 MOTION BY: SECONDED BY: A RESOLUTION SUPPORTING COOPERATIVE AGENCY REQUEST FOR THE 1 INSTALLATION OF A TRAFFIC CONTROL SIGNAL AT THE INTERSECTION OF TRUNK HIGHWAY 5 AND C.S.A.H. 19 (GALPIN BOULEVARD) IN CHANHASSEN , WHEREAS, officials of the City of Chanhassen, Carver County, and the Minnesota Department of Transportation have reviewed the inplace traffic control at the intersection of State 1 Trunk Highway (TH) 5 and County State Aid Highway (CSAH) 19 (Signed Galpin Boulevard) in the City of Chanhassen, and WHEREAS, the City of Chanhassen has been advised by Carver County and the Y tY Minnesota Department of Transportation that the need for signal control at said intersection is warranted, and ' WHEREAS, the City of Chanhassen has been advised of the Minnesota Department of Transportation's willingness to consider the installation of a permanent or temporary traffic signal • system at said intersection, and WHEREAS, the City of Chanhassen has been advised by Carver County and the 1 Minnesota Department of Transportation that the design and installation of traffic signals can be accomplished more quickly if Carver County is the lead agency of a cooperative Minnesota , Department of Transportation /Carver County /City of Chanhassen traffic signal installation project, WHEREAS, the City of Chanhassen has been advised that Carver County is making a formal request to the Minnesota Department of Transportation to program a cooperative agreement project with the City of Chanhassen and Carver County to accomplish the installation of signalized traffic control at said intersection, 1 NOW, THEREFORE, BE IT RESOLVED that the Chanhassen City Council hereby supports the funding for a signal justification report and a timely completion of a cooperative 1 design and construction project with the Minnesota Department of Transportation and Carver County resulting in the installation of a signalized traffic control at the intersection of CSAH 19 with TH 5 in the City of Chanhassen, and 1 BE IT FURTHER RESOLVED that the City of Chanhassen supports the request by Carver County to the Minnesota Department of Transportation to program a cooperative 1 agreement project with Carver County and the City of Chanhassen to accomplish the installation of signalized traffic control at said intersection, and 1 1 1 BE IT FURTHER RESOLVED that the City of Chanhassen supports the role of Carver County to serve as lead agency for accomplishing said project in cooperation with the Minnesota Department of Transportation and the City of Chanhassen, and BE IT FURTHER RESOLVED that the Chanhassen City Council authorizes and directs the City Engineer to represent Chanhassen in the writing of the joint powers agreement between Carver County, the City of Chanhassen, and the Minnesota Department of Transportation to accomplish said project. 1 Passed and adopted by the Chanhassen City Council this day of ; 1993. Chmiel, Mayor YES NO ABSENT 1 1 1 1 1 1 1 1 1 1 1 "DRAFT" LETTER M November , 1993 Elmer Morris, Metro Division State Aid Engineer Minnesota Department of Transportation 1500 County Road B2 West Roseville, Minnesota 55113 Re: TH 5 and CSAH 19 (Galpin Boulevard) Intersection in Chanhassen Dear Mr. Morris: The cooperation employees of the Minnesota Department of Transportation have extended to Carver 1 County and Chanhassen City officials in addressing traffic concerns at the TH 5 and CSAH 19 (Galpin Boulevard) intersection in Chanhassen is very much appreciated. Carver County and the City of Chanhassen remain committed to pursuing with the Minnesota Department t of Transportation an improved traffic system in the area of this intersection. The enclosed drawing (Exhibit B) illustrates the County and City endorsed preliminary construction plan ' for accomplishing this objective. This plan is part of the proposed Mn /DOT construction project S.P. 1006- 61 (TH 5 from TH 41 to CSAH 17). Since the bid letting date for S.P. 1006 -61 has recently been deferred to January, 1998, the development of an interim plan and its construction well in advance of 1998 is proposed. The Minnesota Department of Transportation has recently concluded that the installation of signalized , traffic control at the CSAH 19 and TH 5 intersection does meet warrants based on existing traffic conditions. Traffic is expected to increase significantly at this intersection during the next few years based on planned developments along Galpin Boulevard. These developments include: 1. Carriage Homes - A 232 unit residential development comprised of 21 multi -unit buildings located at the southwest quadrant of TH 5 and CSAH 19. Construction is scheduled to begin in 1994. Mn /DOT's review of the preliminary plat for this project included the following statement about the TH 5 and CSAH 19 intersection: 111 "Due to the additional traffic that will be generated by development around this intersection, it is necessary that a signal be installed prior to completion of the proposed projects. Geometric revisions at the intersection may also be needed.' 2. Elementary School - An elementary school will be constructed in the southeast quadrant of the TH 5 and CSAH 19 1 intersection. The facility is under design and construction will start in the Spring of 1994. The building will be occupied in the Fall of 1995. 3. Trotters Ridge - A subdivision with 48 single family lots located 1/2 mile south of TH 5. ' 1 Page 2 TH 5 and CSAH 19 Intersection November _, 1993 4. Stone Creek - A subdivision with 141 single family lots located 1 mile south of TH 5. 5. Song - Carlson Property - A subdivision with 115 single family Tots located 1/2 mile north of TH 5. 6. Windmill Run - 1 A subdivision with 35 single family Tots located 1/2 mile north of TH 5. 7. Royal Oak Estates - 111 A subdivision with 23 single family Tots located 1/4 mile north of TH 5. These and other developments within the immediate area of the TH 5 and CSAH 19 intersection along ' with the "meeting of warrants" at this intersection under present traffic conditions, justify submitting a formal programming request to the Minnesota Department of Transportation to accomplish a cooperative traffic improvement project at the intersection of TH 5 and CSAH 19. ' Enclosed with this letter is one copy of adopted Carver County Board Resolution No. . By this resolution, Carver County is: ' 1. Requesting the Minnesota Department of Transportation to enter into a joint powers agreement with Carver County and the City of Chanhassen to design and install signalized traffic control at the CSAH 19 intersection with TH 5, and ' 2. Committing Carver County to serve as lead agency in such a cooperative project with the Minnesota Department of Transportation and the City of Chanhassen.
