SUBJ: Analysis of Alternatives Available for the Nez Perce Extension
I Approximately one month ago, the Council heard Dave Donna, a resident of Vineland Forest,
give a visitors presentation where he offered two alternatives for the Nez Perce extension. Staff
was asked to look into the feasibility of these alternatives. We requested that you allow us to
I bring in someone from the outside to take a "fresh run" at the issue. The Council agreed and Bill
Engelhardt was charged with the task. Subsequent to this meeting, I received a call from Dan
Rogers, another area resident, who contacted me regarding a third option. I met with him,
I obtained the information and gave all the materials to Mr. Engelhardt. He was asked to review
the three alternatives and compare them with the two options that he originally presented for the
connection in the Nez Perce Feasibility Study.
' Mr. Engelhardt's findings are attached for review and he will be present to discuss them at the
Council meeting. While Planning and Engineering staff have met with Engelhardt to define the
1 study and to review the findings, we did not attempt to influence the outcome, hoping to bring
in a new point of view.
1 You will also find several letters we have received regarding the extension. Two of them are
from Lake Lucy Road residents who rejected the Donna/Rogers options for reasons stated therein.
The third letter is from an area resident who supports the road connection as currently adopted
1 by the Council.
I I do not wish to draw conclusions prematurely but it appears that none of the recent alternatives
satisfies either the Lake Lucy Road residents or Frank Beddor. Staff has not had direct
discussions with Mr. Beddor, but Mr. Rogers and Mr. Donna have been in contact with his
I representatives and indicated that they were not able to gain his support. If this proves to be the
case, then it is important to note that each of the new alternatives as well as the previously
adopted Nez Perce connection, requires exactly the same short stretch of road to be built over

I initiated by Mr. Beddor would not be dropped. At the same time, the alternatives compromise
area access concerns raised repeatedly by staff in the past.

Over the past year, I've reviewed The [Beddor] Committee" communiques on behalf of
my mother, and given the whole Nez Perce Dr connection controversy careful study.
It seems to me that the primary factor has always been the Crosstown 62 extension,
slated to connect with Hiway 101 in the metro - DOT "master plan" developed in the
late 1960's. -- -- - -- -- Regardless of whether nor not Nez Perce is connected to Pleasant View via Peaceful '
Lane, or continues to be reached via Lake Lucy Rd and the f -mile stretch of Powers /17,
Nez Perce corridor residents commuting east -west will tend to choose Pleasant View to
access the Crosstown extension and I -494. They will still tend not to choose either
Hiway 5 or Hiway 7 to commute between areas most commonly accessed via Crosstown.
Once the Crosstown extension is complete, it will also become a significantly greater
"draw" because it provides non -stop connection to 494 as well as destinations east
along Crosstown 62 freeway (Southdale area, Edina, Richfield, SE Minneapolis, Fort
Snelling, VA Hospital, and north +east access to the International Airport). No matter
what happens to Nez Perce, the Crosstown extension via Pleasant View will continue
to be preferred over Hiways 5 and 7 because the traffic and lights in the "downtown"
Chanhassen area and along Hiway 5 mean congestion and longer commute times, and, like-
wise, routing north on Powers /17 through Excelsior (Mill St) to Hiway 7, and Hiway 7
itself with all its stoplights, also means a crawling "rush hour" pace.
Again. the "bottom line" is Nez Perce corridor residents will use Pleasant View to
access the new Crosstown extension. the Crosstown freeway. and I -494. This is in-
evitable.
So, the only question before the City of Chanhassen is whether Nez Perce
corridor residents will be routed to Pleasant View via Lake Lucy Rd and Powers /17, or
via the longstanding plan to extend Nez Perce to Pleasant View via Peaceful Lane.
Put another way, the only issue is whether current safety concerns about Lake Lucy
Road will be compounded and new safety problems posed on Powers /17 by continuing to
route the growing Nez Perce corridor population to Pleasant View via Lake Lucy Rd
and Powers /17; or, whether this burden will be more balanced by opening the north
end of Nez Perce directly to Pleasant View via Peaceful Lane.
No matter how much paper is churned out of "The [Beddor] Committee" presses, the issue
is NOT whether traffic on Pleasant View will increase due to Crosstown extension and
growing residential population in the Nez Perce corridor. These are realities that
will transpire no matter how much paper and sound and fury are generated by "The
[Beddor] Committee ".
However, I suspect that if Nez Perce isn't put through to Pleasant View directly,
there will be a need for a new, costly traffic light system at the Pleasant View -
Powers/17 intersection not long after the Crosstown extension is completed. When a
traffic light would be needed at that intersection, I also predict that, during the
afternoon westbound peak commuting hours, we'll experience a lineup of waiting traffic
extending as far back east along Pleasant View as the Beddor driveway. When Nez Perce
corridor residents return via Crosstown in the afternoon, they'd need to make two left II
turns -- once onto Powers /17 and again onto Lake Lucy Road -- to reach Nez Perce, if
Nez Perce isn't connected directly to Pleasant View as presently and wisely planned.
With or without a traffic light, cars accessing the Nez Perce corridor via Pleasant II View and Powers /17 and Lake Lucy Road will tend to line up at Powers /17 in the after-
noon "rush hour" period, waiting to turn left, engines idling.
What seems ironic in all this is "The [Beddor] Committee" is spearheaded by the Beddors. II
And the Beddors, as land developers, are responsible for a significant number of new
residential lots added recently to the Nez Perce corridor (i.e., Troendale Addition).
Forcing Nez Perce corridor residents to access Pleasant View via Lake Lucy Rd and
Powers /17 will only inconvenience them slightly, while compounding traffic safety

II concerns on Lake Lucy Rd and compounding traffic congestion and safety problems for
the }-mile piece of Powers /17 between Lake Lucy Rd and Pleasant View Rd. Perpet-
uatin• the circuitous route will not reduce the cumin• increases in Pleasant View
' tra is associated with the Crosstown extension. Failure to connect Nez Perce
directly to Pleasant View Rd will only pose a relatively minor inconvenience to Nez
Perce corridor residents who want to access the Crosstown and 494 via Pleasant View
Rd. "The [Beddor] Committee" circuitous routing notwithstanding, commuters will
still know from experience that reaching 494 and the Crosstown 62 freeways via
Pleasant View and the Crosstown extension will still be "less hassle" than using
either Hiway 5 (via Kerber and "downtown" Chan) or Hiway 7 (via Mill St). This is
' the reality, and no blizzard of paper or bluff and bluster that pretends the
traffic on Pleasant View can be discouraged in spite of Beddor (and other) new
residential lots on the north end of Nez Perce together with completing the Cross-
town extension, can change the coming reality.
The Crosstown extension, and new residential developments along Lake Lucy Rd (i.e.
Willow Ridge and the Centex development), and new residential developments on the
north end of Nez Perce, developed by the Beddors and others, are all having a cumu-
lative effect on traffic build -up for Pleasant View Rd. Making Lake Lucy Rd between
Powers /17 and Nez Perce less safe, and making the intersection of Pleasant View and
Powers /17 a greater congestion point than it would be if Nez Perce was connected
' to Pleasant View, will not have any perceptable effect toward reducing the growing
traffic usage of Pleasant View. [My mother and I added one of these lots; we know.]
' Connecting Nez Perce to Pleasant View will help balance the increased traffic,
keeping some of it off Lake Lucy Road between Nez Perce and Powers /17, and keeping
some of it off Powers /17 between Lake Lucy Rd and Pleasant View -- both desireable
•
outcomes in terms of safety risk management and expediting traffic flow to reduce
' congestion potential. This is simple and obvious to all but the deliberately obtuse
among us who may have hidden agendas for generating such a great tempest in such
a small teapot. Let's not pretend there's a way to stop the Crosstown extension
' and new residential developments in the Pleasant View - Nez Perce - Lake Lucy Rd
Powers/17 areas from increasing traffic between these areas and the Crosstown •
extension -- and this traffic will tend to choose Pleasant View Rd.

I am writing to you to express my opinion of the alternate proposals (Tower 1
Heights) which were presented by Mr. David Donna during the visitors'
presentations at the city council meeting of August 23, 1993. I would like to
reaffirm my support for the city's position to proceed with the existing plan for
connecting Nez Perce to Pleasant View Road. I believe that the proposal
submitted by JMS Development with access from Peaceful Lane is a good plan
and I would hope that this can be approved without undue delay.
Mr. Donna met with me and other residents of Lake Lucy Road during the
council meeting, and a third proposal emerged. This third proposal created
three cul -de -sacs in place of the proposed Nez Perce to Pleasant View
connection. I am opposed to this proposal, as are all of the residents on Lake

Lucy Road. The reasons for this opposition are stated clearly in the letter that is
attached. This letter was delivered to Mr. Donna on August 26, 1993.

This process has been going on for four years and I can't imagine ine an y significant
new information being uncovered at this point. Please hold to your convictions
regarding the current plan. I continue to believe that this represents the most
equitable distribution of traffic in the area. I also believe it is the most logical
plan and represents the best interests of the community as a whole. Thank you

Dear Vineland Forest Neighbors:
I Members of the Lake Lucy Road neighborhood got together on August 25 to
discuss your three alternative proposals to the connection of Nez Perce to
1 Pleasant View Road. We convened this meeting expediently per your request to
review the proposals and make comments so that the city would have time to
conduct further study if necessary.
I We had already informed you that proposals 1 and 2, which were presented to

I the city council on August 23, were considered unacceptable because of the
second access to Lake Lucy Road . The third proposal, which provides access
to Tower Heights and the Troendle Addition from Peaceful Lane, and makes Nez
1 Perce a cul -de -sac in Vineland Forest was also reviewed.
The Lake Lucy Road residents unanimously oppose the third alternative as well.
I The position that we continue to take is that of equally distributed traffic
throughout the area. The traffic concerns in the area result from local traffic and
through traffic. Proposal 3 appears to address the local traffic issue, but does
I not provide for any sharing of through traffic. It is unclear what percentage of
traffic will follow Nez Perce to Highway 17 or Pleasant View vs. Lake Lucy Road
(or the reverse on southbound trips). Clearly, connecting Nez Perce to Pleasant
I View will provide some degree of traffic sharing however. If the connection of
Nez Perce to Pleasant View proves to provide no distribution of traffic from Lake
Lucy Road, then there will be no additional through traffic for the Vineland
I neighborhood to be concerned about. We continue to believe that the plan
which the city has approved is the best overall solution to the problem.

EXECUTIVE SUMMARY:
Pursuant to your request, we have been asked to examine five (5)
' scenarios relative to the extension of Nez Perce Drive. As part of
our work, we have prepared maps indicating the location and
alignment of Nez Perce along with alignments for local traffic
1 issues in the immediate area. Even though the adjacent areas have
a concern as to traffic patterns, the main focus, which is very
1 apparent from all five maps, is that they all contain the same 300
feet of Nez Perce Drive either as a curvilinear alignment
(Alternative A) or a "T" intersection (Alternative B).
The preferred aligment for Nez Perce is the curvilinear alignment,
Alternate A, which provides for good access to local areas,
minimizes construction limit impacts, improves the intersection of
1 Pleasant View Road and Nez Perce, returns right -of -way to adjacent
properties, and greatly improves the ability to maintain these
1 areas by the city.
' The additional alternatives, shown as Alternatives C, D, and E,
relate to potential connections to the main focal point of Nez
'
Perce Drive and their affect on neighborhood traffic patterns.
After review of these additional alternatives, the only other
consideration is a no -build alternative for Nez Perce Drive.
' However, this no -build alternative will add additional traffic to
Lake Lucy Road when the Owens property is developed and does not
1 provide for good local traffic patterns.
' The net affect on Pleasant View Road, due to the use of the roadway
being local in nature, will be minimal for all scenarios. Simply,
' the people that want to use Pleasant View Road will use it. This
again brings the focus of the concerns back to Nez Perce Drive,
either as curvilinear or as a "T" intersection, as shown in all
five alternatives.

11 A major concern that needs to be pointed out for Alternatives D and
E is the placement of a cul -de -sac prior to the Troendle Circle
subdivision on Nez Perce Drive. Our concern regarding this cul -de-
sac is that we will be creating a condition as previously existed
1 for Teton Lane and Frontier Trail. These two roadways were dead
ends, but ultimately constructed as through street which greatly
' improved the response time for safety vehicles, maintenance
procedures and local traffic patterns.
The issue of increased traffic on Nez Perce Drive through Vineland
Court and Troendle Circle, if connected to Pleasant View Road,
becomes one of "the path of least resistance." The placement of
stop signs at Nez Perce and Lake Lucy Road, Nez Perce and Peaceful
1 Lane, and Nez Perce and Pleasant View will encourage traffic to use
the path of least resistance, Lake Lucy Road, which traffic is
' currently using. Nez Perce Drive serves as a local street serving
Vineland Court, Troendle Circle, and the Owens property, depending
on how it is developed.
Primarily, this report points out that Nez Perce Drive is a local
roadway providing good access to the local neighborhoods. It also
points out that all five alternatives construct Nez perce Drive.

GENERAL:
The impetus for this study is the desire of the City of
Chanhassen to officially map an alignment of Nez Perce Drive
' extended to Pleasant View Road that would (1) improve traffic
patterns and alignment of both Nez Perce Drive and Peaceful
Lane; (2) improve the ingress and egress for emergency and /or
public safety vehicles which have limited access to this area
at this time.
' This study will also review any traffic control necessary
along Lake Lucy Road, Pleasant View Road and Nez Perce Drive
as part of the overall traffic patterns of the area.
' BACKGROUND:
' Pleasant View Road, a city collector roadway, Peaceful Lane,
a low density residential street (serving three residents),
' and Lake Lucy Road, a medium density residential street, are
the three principal roadways within this study area.
' Present traffic flow patterns from Troendle Addition, Vineland
Forest, Carver Beach and Carver Beach Estates have limited
' ingress /egress to County Road No. 17 (Powers Boulevard). They
are Lake Lucy Road, Carver Beach Road and Kerber Boulevard,
' respectively. These street do not have direct access to
Pleasant View Road. The majority of the traffic within this
area is using Lake Lucy Road as their access north to T.H. 7
or south to T.H. 5.
1 Nez Perce Drive, presently a dead end street within Troendle
Addition, was stubbed as a future extension to the north as a
possible residential through street to Pleasant View Road.

This area, known as the Arthur R. Owens property, has been
' discussed in the past by the City Council during the platting
and construction process of both Vineland and Troendle
Additions as a possible roadway extension of Nez Perce Drive
1 to Pleasant View Road. This feasibility study will address
these concerns and offer alternatives for Nez Perce Drive to
be constructed to city standards for a urban residential
roadway with city utilities.

STREETS:
Five alternative roadway alignments have been developed for the
upgrading of Nez Perce Drive. These alternatives are best
indicated by Drawings No. A, B, C, D, and E.

1 ALTERNATE A - NEZ PERCE (THROUGH STREET)
Under this alternative Nez Perce Drive has direct access to
Pleasant View Road with a realignment of Peaceful Lane onto
Nez Perce Drive. As part of this improvement, the
intersection at Pleasant View Road is corrected providing for
1 improved traffic control and safety.
1 The improvements proposed include upgrading of both Nez Perce
Drive and Peaceful Lane to urban sections meeting city
1 specifications for a 7 -ton street design with surmountable
concrete curb and gutter. Additional right -of -way and
construction easements will be needed and are shown on Drawing
No. A -1. (Portions of the existing right -of -way may be
vacated and deeded back to the abutting property owners.)
Improving Nez Perce Drive as a through street provides access
1 to Pleasant View Road for the local neighborhood between Lake
Lucy Road and Pleasant View Road. It does have a potential of
1 introducing more traffic as a north /south connection, however,
the net effect is minimal. Lake Lucy Road provides the most
direct route to County Road No. 17 (Powers Boulevard). Under
this alternate the traffic flow pattern would remain.
1 Nez Perce Drive as a through street provides the best
ingress /egress to this area for emergency and /or public safety
vehicles which have a limited access at this time. The grade
of the roadway will meet city standards with minimal tree
1 removal.

ALTERNATE B - NEZ PERCE DRIVE CONNECTING AT PEACEFUL LANE ( "T"
' INTERSECTION
Under this alternative Nez Perce Drive is connected to
Peaceful Lane as a "T" intersection.

As in Alternate A, the proposed improvement includes upgrading
' both Nez Perce Drive and Peaceful Lane to urban sections
meeting city standards for a 7 -ton street design. Additional
right -of -way and construction easements will also be needed
under this alternate and are shown in Drawing No. B -1. Under
this alternative, more upgrading and /or street improvement
' will be required on Peaceful Lane to maintain required traffic
control and safety. There would also be more disruption of
1 the existing land required to construct Nez Perce to Peaceful
Lane as a "T" intersection. The topography of the area where
the slopes run from south to north is in direct conflict with
the proposed construction of Nez Perce Drive which runs
parallel to the slopes, causing a larger disruption of land
with its construction limits than under Alternate A.
This alternate also provides access to Pleasant View Road for
the local neighborhood between Lake Lucy Road and Pleasant
View Road. It does have the potential of more traffic as a
north /south connection, however, Lake Lucy Road would remain
the most direct route to County Road No. 17.
ALTERNATE C - NEZ PERCE DRIVE CONNECTING PEACEFUL LANE ( "T"
INTERSECTION WITH PROPOSED NORTH /SOUTH ROAD TO LAKE LUCY ROAD
Under this alternative, Nez Perce Drive is connected to
' Peaceful Lane as a "T" intersection as in Alternate B; an
additional proposed north /south roadway is extended to Lake
' Lucy Road with a connection through Outlet A of Carver Beach
Estates as shown in Alternate C. The proposed improvement

' Required upgrading and street construction under this
alternative results in more tree removal and disruption of the
' existing topography than either Alternate A or B to maintain
the required traffic and safety standards for a city street.
This alternative provides access to Pleasant View Drive for
the local neighborhood between Lake Lucy Road and Pleasant
View Drive with the proposed north /south road having the
potential for less traffic than the upgraded Nez Perce Drive,
1 however, Lake Lucy Road remains the most direct route to
County Road No. 17. Existing buildings limit this alignment
and requires a modification to the alignment.
ALTERNATE D - NEZ PERCE DRIVE AS NORTH CUL -DE -SAC STREET
Under this alternative, Nez Perce Drive is constructed into a
' cul -de -sac with a proposed curvilinear cul -de -sac off of Lake
Lucy Road as shown in Alternate D.

Access to Pleasant View Drive by the local neighborhood
1 between Lake Lucy Road and Pleasant View Drive is reduced.
Under this alternative, traffic on Lake Lucy Road would
increase due to it being the only access to County Road No. 17
for the neighborhood.

ALTERNATIVE ADVANTAGES AND DISADVANTAGES
Following is a list of advantages /disadvantages for each
alternate.
1 ALTERNATE A:
' ADVANTAGES:
* Provides good access to the south and has access to Power
Boulevard via Lake Lucy Road for emergency and /or public
safety vehicles which have limited access to this area at this
time.
