The letter, copy attached, indicates that Fleet Farm has made inquiries to MnDOT regarding potential alignments of a north access boulevard in Chanhassen and also relative to direct access consideration from Hwy. 41. 1 Please be advised that Mills Fleet Farm as no official standing above and beyond that of any property owner, relative to either issue of street alignment of direct access. As you are aware, the City of Chanhassen is in the process of completing its Highway 5 Corridor Study, which responds to both land use and access issues in the corridor. The initial draft of the study has set an alignment for the access boulevard that Fleet Farm has objected to in task force meetings. Additionally, the task force has developed a land use plan that would not provide an opportunity for Fleet Farm to develop on their site nor allow any other significantly sized commercial operator to build either. This decision is based on many factors and ultimately is a 1 comprehensive planning decision made by the Qty Council. We expect to have formal public hearings on the plan completed by early next year. You should also be aware that at the present time the Mills Fleet Farm site and other properties in the vicinity are located outside of the MUSA line and thus, it is impossible to provide them with urban services. In summary, the decision as to whether or not Mills Fleet Farm or any other commercial ' operation will ever be allowed on this corner is one that is in the hands of the Chanhassen City Council. The facility consists of all excavation areas, 1 materials storage areas, waste disposal areas and non_ sewage wastewater disposal systems within the area designated on the map below. The mine excavation is along the south - facing Minnesota River Valley bluff. I Surface drainage from excavation areas and stockpiles at the facility is routed through various sedimentation basins. Drainage from storage sites for • lime sludge from the Bloomington water treatment plant, and for topsoil, also I flow to these basins. Flow from these sites, as well as an adjacent rifle range, is routed by gravity through culvert outfall 010, on the south side of Highway 169, to Rice Lake (class 2B, 3B, 4A, 4B, 5 and 6 waters). You had indicated a desire to see a four -way stop installed at the intersection of Powers Boulevard and Kerber Boulevard along with a painted crosswalk, and to have the speed limit reduced from 50 miles per hour to 30 miles per hour. Powers Boulevard (County Road 17) is under County Road jurisdiction, therefore, the City of Chanhassen does not have the authority to impose a speed reduction or place stop signs on Powers Boulevard. I will, ' however, send a copy of your letter to the Carver County Engineer, Mr. Roger Gustafson, for his information. I am aware that Carver County is in the process of evaluating the existing speed limits on County roads within the rapidly urbanizing communities of Chanhassen, Chaska and Victoria. There have been II several accidents on Powers in the past few months and we feel it will only get worse with the opening of Target and the completion of the apartments near W 78th St. So many people use that intersection while II jogging, walking dogs, etc. Kids on bikes cross there to head towards town and school. We just think 50 MPH has became to,fast to be safe. • Powers Blvd has became a drag strip from than to F ceelsior. Dccelsior II slows traffic down to 30 MPH. This area has grown so much from the days of corn fields except for Greenwood Shores. That speed limit has created . a dangerous situation. In addition to slowing traffic down, to say, 40 MPH, we would like to see a crosswalk with a four -way stop at Powers and Kerber. II Please give this your consideration. I wanted to personally tell you how much we appreciate your support in this issue, and your overall understanding of our mission. This I hunt was a real "partnership ". Mike Klingelhutz came through on his word and provided us access to an excellent spot. John Goulett took charge and set up the hunt site with blinds, decoys and his enthusiastic coaching. The 3 disabled hunters and the II 3 non - disabled hunters (including me) had some great shots and bagged some beautiful birds. I We feel confident we provided a safe and efficient hunting outing. We had our "outing sign" placed near our vehicles, and seemed to •impress the local DNR officers with our hunting ethics. II Our hope is we can have some more hunts on Mike's land as the season moves on. Thank you again Scott for your help. I System Location System Description 1 Map Proof of financial responsibility is not required if you operate during open water periods only, and it is not necessary to submit proof of insurance with your application for a permit to operate during the winter I months. You do not own or control all access to the lake. When proof of financial responsibility is required, it can be provided in one of two ways: 1 1. An ance policy of $500,000 combined single limit (minimum) coverage must be in effect while system is in operation during all times any portion of the lake is ice- covered. An insura binder is adequate until a certificate Is issued, at which time the certificate must be dell - ered to the appropriate Regional Fisheries Manager. Should the policy be cancelled before a scheduled expiration date, the Commissioner shall be notified at least ten days before s cancellation.
