As is required by I State Statute No. 429 for a special assessment project, .a public hearing shall be held to give affected property owners an opportunity to express any concerns on the actual project special assessment levy. I have contacted each of the respective project consultant engineers and requested that the corresponding project assessment roll be prepared accordingly. At this time, the preliminary assessment rolls are being fmalized and will likely not I be ready in time to make the Council packet deadline. However, if any of the project assessment rolls are completed prior to Monday night's meeting, I will distribute them that night in order to allow the City Council additional time to review the assessment rolls prior to the public hearing, if possible. 1 PROJECT BRIEFS 1 Upper Bluff Creek Trunk Utility Improvements. Phase I - Project No. 91 -17A - This project consisted of the installation of trunk sanitary sewer from the Lake Ann trunk system and extending west along the future Lake Drive West alignment to Audubon Road then south on Audubon Road to a lift station located at the intersection I of Lyman Boulevard and Audubon Road. The trunk sewer line was then extended west along Lyman Boulevard north along Bluff Creek crossing the Twin City & Western railroad tracks and then west through the Stone Creek development to Galpin Boulevard. Trunk watermain was extended south along Audubon Road and west I to the proposed Chanhassen Business Center and Stone Creek 1st Addition and terminated at Galpin Boulevard. Trunk assessments are proposed to be $970 per residential equivalent unit (REU) for sewer and $1,275 per REU for watermain consistent with the City's current trunk charges. Lateral benefit assessments are also proposed for the Stone Creek development, Chanhassen Business Center and Redmond Properties. See Attachment 1 1 for location map. Lilac Lane Improvement Project No. 91 -4 - This improvement project was constructed in conjunction with the I roadway and utility improvements to Teton Lane and the Ithilien subdivision. The improvements to Lilac Lane consisted of the installation of a storm sewer system and the upgrade of the roadway to the City's residential urban standard with curb and gutter from the intersection with Teton Lane east to County Road 17 (Powers I Boulevard). Hilloway Corporation, developer for the Ithilien development, has previously agreed to a 20% assessment of the project costs to Lilac Lane. Future storm sewer connections charges have been established 1 1 1 I Don Ashworth August 18, 1993 Page 2 1 for the Natole, Ware and Pickard properties along Teton Lane for collection at such time that they would I develop in the future. The remaining project costs will be picked up by the City. Lone Cedar Lane Improvement Project No. 90 -9 This project was a joint cooperative effort with the Minnesota Department of Transportation resulting from a petition from two property owners adjacent to Lone Cedar and Trunk Highway 5. The project consisted of the elimination of two direct driveway accesses onto Trunk Highway 5 with the properties being served through a I small frontage road access, the addition of a right turn lane and some storm sewer. Approximately 85% of the project costs associated with this improvement are being paid for by MnDOT. The remaining share is to be paid for by special assessments to the properties and local funds. Both property owners have previously signed I agreements with the City to waive their rights to assessment appeal. The project consultant engineers for each of these projects will be on hand the night of the assessment hearing I to give a formal presentation of their respective assessment roll.
